Griswald-TerrV-Glover- Board to make recommendation to the
Town Board on this change of zone for the American Legion Hall.
What is the pleasure of the Board?
Mr. Ward: Mr. Chairman, with the discusions that we have had, I
would like to move with the consensus is. Is that we recommend
deniel of the change of zone based on the fact that the long
range goals would not be served by such a change of zone. In
that it is not the change of zone that will be in conformence
with our proposed master plan. It would be a commercial zone
that would intrude into a more natural zoning progression out
from the center of our hamlet. Although the
Griswold-Terry-Glover is an ongoing organization and does render
a great service to the Town that we feel that the long range
will best be served by not creating a change of zone at this
time. So, I move that we recommend denial.
Mr. Mullen: Second.
Mr. Orlowski: Motion made and 'seconded. Any questions on the
motion? All those in favor?

Mr. Latham: It will be existing noncomforming as it is then?
Mr. Ward: As it is now.
Mr. Bruer: Can I ask the Board a question? Everybody is aware of
the structure that exists there. Does anybody have any
suggestions if it was stop being used as an American Legion Post
what that building could be used for? In terms of your long
anticipation of the future growth of that particular spot. You
must have some thought on it.
Mr. Mullen: I don't think it is our position to tell what is
going to come in the future.
Mr. Bruer: I know, but, you must have some category of what that
building could be used for. It is a monstrosity other than being
used as a Legion Post.
Mr. Mullen: We will turn it over to a likable situation, thats
all.
Mr. Bruer: To a likable situation? It's not transferrable, I
don't think.

Mr. Orlowski: Next we have Carr-Wanat change of zone _?
application. Do you have some comments on this, Ms. Scopaz.
Ms. Scopaz: Basically the applicant met with the Town Board at a
Scoping session. I represented the Planning Board at this
meeting. The Town Board has taken Lead,Agency status on the
change of zone an~ has asked for a envpronmental impact
statement to be p~pared. We have had some questions about the
coordination with the Planning Board because the Planning Board
has lead agency on the Norris Estates subdivision proposal. The
applicant is proposing to use the Carr/Wanat change of zone as .
alternative to placing the~ensity Norris property. What /' /
was agreed to at the scoping session was that the Planning Boa~d ~~
would retai~.j~ lead agency status. In the draft environmental ~
impact stat~rwhen it is prepared, it has not been submitted to
the Planning Board yet, the alternative section will include,
amon~/~ther alternatives, a verY~detailed description of the
Carr~nat property as an altern2tive. Basically the Town Board
will wait for the Planning Board~ review of the draft
environmental impact statement for the Norris property before
proceeding with the change of zone application. That is
basically what was agreed to.
Mr. orlowSk~cte won't hold any determinations at this time.
Ms. Scopaz: The question is, that one of the alternatives will
include the CarE/Wanat property. That is basically the agreement ~
that was reac~here. I think the Board could convey to the
applicant that it understands that and that that is the nature
of the coordination between the two lead agencies. That you are
going to do the review as a subdivision and make forward your
comments to the Town Board after you have completed your review
of the draft environmental impact statement. So you still have
review over the subdivision prQGc~do~. P~~U~I

Dear Frank,
As I'm sure you are a~are, the Gris~old Terry Glover Post 803 American Legion
voted at a business meeting in the spring of this year to pursue a change of zoning on
our post home. A committee consisting of Russ Mann, Dick Diehl and Joseph Zimmer, was
appointed to handle any and all correspondence concerning this issue. Their job ~as to
also, coordinate ~ith the To~n Board.

matter concerning the Gris~old Terry Glover Post 803 American Legion, is to

a change of zoning I SUPPORT THIS POSITION 100 PERCENT.
I ~ould suggest that in the future any and all dialogue concerning this particular
issue be negotiated through the above mentioned committee.

membership can rely on your support concerning this issue.

The proposed petition for a change of zone from "A"
Residential and Agricultural to "B" Light Business should be
denied for the following reasons:
1. The proposed zoning district is not compatible with the
established residential character of the surrounding
neighborhood.
A. The two churches across the street are exceptions to
the prevailing character of the neighborhood. However,
they are uses that are allowed within the "A"
Residential Agricultural District.
B. The site is located on a dangerous curve; a known
accident corner in Southold hamlet. Increasing the
volume of traffic at this particular intersection is
not recommended.
2. The proposed zoning district, if implemented, would
encourage the spread of the business district outside of the
existing hamlet business area. This precedent would encourage
strip zoning, which works against protecting the vitality of the
core business district.

The Part II analysis shows little significant environmental
impact of this singular zone change petition, however f a
precedent would be set for zoning change petitions along
the West side of Main Road and this type of precedent
would require a GElS for the entire strip. A precedent
would also be set for zone change requests on other sites
improved with buildings used by fraternal organizations
throughout the Town. This proposal is also in conflict
with the proposed zoning map for the Tovm. It will lead
to the deterioration of the only RO District in the
Southold Hamlet.

State Environmental Quality Review
FULL ENVIRONMENTAL ASSESSMENT FORM

Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner, whether a project
or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequent-
ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine
significance may have little or no formal knowledge of the environment or may be technically e.xpert in environmental
analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting
the question of significance.
The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination
process has been orderly, comprehensive in nature, yet flexible to allow introduction of information to fit a project or action.
Full EAF Components: The full EAF is comprised of three parts:
Part 1: Provides objective data and information about a given project and its site. By identifying basic project
data, it assists a reviewer in the analysis that takes place in Parts 2 and 3:
Part 2: Focuses on identifying the range of possible impacts that may OCcur from a project or action. It provides
guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially-
large impact. The form also identifies whether an impact can be mitigated or reduced.
Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the
