It has reviewed the project and finds that the area has a history of poor soils which may affect the installation of a septic system. The project will meet all the requirements of the Code of the Town of Southold Subdivision of Land Requlations. Negotiations are pending at the present time with Mr. Malinowski and his attorney for a ten year lease which will provide unlimited use of the parking lot adjacent to the supermarket for the benefit of the luncheonette. I am somewhat concerned as to whether or not this arrangement would satisfy the bulk parking requirements of the Town of Southold. Curt Horton, at the Building Department, indicated that his department had no particular problem with this arrangement, but was of the opinion that the Planning Board would have to consent to this proposal. It was noted that there is a dangerous situation with cars exiting onto Main Road from the entrance. While Mr. Mullen wason the site, 17 cars exited in this manner. We direct your attention to this situation and our correspondence to you of September 13, 1984 (copy enclosed). It appears that condition No. 2 has not been met and it is still requested that the fence be extended to allow for 25' maximum width. In this way, only one car may pass and it will prohibit both an ingress and egress onto Main Road. Your compliance on or before July 4 is requested. Thank you for your attention to this matter. After brief discussion on traffic problems at intersection of Youngs Avenue and Main Road, a demonstration for plot plan has been accepted by this board June 22, 1981. The following factors should be considered: New York State Department of Transportation survey to reschedule timing for the traffic light at this inter- section. Creation of dual North bound on Youngs Avenue, South of the Main Road. The easterly lane of this division should be utilized for right hand turning only. Establishment of the no-parking zone to approximately 200 feet from the intersection South on the easterly side of Youngs Avenue. 4. No-parking signs should be located on the Main Road for approximately 150 feet. 5. Ail remaining traffic control signs are indicated on the plot plan as demonstrated to the board. Gentlemen: I have read the minutes of the meeting held on January 20, 1981 and would like to clarify my calculations of parking facilities required for the market and luncheonette. Based on Mr. Boyds comments, it would appear that he is working from a set of plans that are totally different from those submitted to me for review. While the plans I reviewed did not include the dimensions of existing building, the area for market (sales area) was computed by the contracter, Gerry Horton, and his figure for total market area was 9212 square feet. This included the proposed alteration of what'was the print shop and former luncheonette. The total area for luncheonette was determined by scaling drawings submitted and the total square foot area came to 1276.5. Code requirements are, l~ ~qna~eet per person; ~ persons per parking space;~ 17 spaces requl~ .~ We have requested a more detailed set of plans from Mr. Boyd. When they are finalized, the figures that we used may not coincide with what is finally submitted, and therefore may change the parking requirements. Edward F. Gentlemen: We have received an application for a building permit for an addition to the above mentioned business. The premises is located in the B-1 district; the use is permitted under Art. VII, Section 100-70 A-(l) (c). Art. XI, Section 110-112 provides for Off-Street perking facilities in all districts and I have reviewed the site plan accordingly for requirements. (1) With the addition of new kitchen facilities, the restaurant seating area will be increased to ap- proximately 1276.5 Sq. Ft. Under Sec. 100-112 A., "Schedule for type of use," eating and drinking places require 1 space for each five seats, ie: seventeen (17) spaces are required. (2) The total market area will be 9~2_12 Square Feet. This use is not liSted in parking schedule and requirements are to be made be the Planning Board. The code provides a formula for parking requirements for retail stores. Art. VI, Sec. 100-62 G., ~e. (350 Sq. Ft. parking for each 100 Sq. Ft. sales area.) With the market sales floor area mentioned, parking spaces needed would be 92. Therefore, the total parking needs would be 109 spaces, for restaurant and market. The area suitable for parking contains 33466 Square Ft.; this provides for only 95 parking spaces. The total area needed for 109 parking spaces is 38,150. An additional 4684 Sq. Ft. for parking is needed to provide for the required Page 2 14 parking spaces short. In making calculations I did not take into account an area of approximately 3,780 Square Feet on the south end of the building between property and rear of store since this would be necessary for traffic egress as I believe it is used for at present. On the enclosed survey dated December 7, 1980, I h~ve outlined in red to show area for parking facilities.
