Box 1179 Southold, New York 11971 Re: Change of Zone Application for Highpoint Landing Dear Town Board, Enclosed please find an application for a Change of Zone to Hamlet Density (HD) for the proposed Senior Condominium Project known as Highpoint Landing. The property is located within the Hamlet of Southold just north of Founders Village. The property currently contains 23 acres with original farmhouse and barns. The homestead will remain on 3 acres leaving 20+ acres. The parcel has two road frontages, one on Railroad Avenue and the other on Horton's Lane. The parcel is sided to the north by commercial properties on Rte 48 and to the south by a Condominium and private residences. The site is ideal being located in the Hamlet of Southold and being adjacent to Founders Village. Highpoint Landing is designed as a senior oriented community. It is located within walking distance to shopping, transportation and post office. Seniors and retiree are a major portion of our local population. Most are affluent and help the local economy with their spending habits and services that they require. They do not create a burden on our schools and do not overburden our utilities or roads. This project will allow elderly people the comfort of condominium living. The homeowners association shall maintain the grounds, roads and common areas. Communal living helps foster relationship of peers and support groups for the needs of their age group. Highpoint Landing is designed as single and separate units. This gives the community the feeling of single homes and not attached apartments. The units will have porches and garages in keeping with the flavor of Southold. The units will be one and two stories with different layouts to accommodate different needs. The concept is to have a communal backyard setting leading to the clubhouse. Amenities shall include a clubhouse, scenic ponds, putting greens, swimming pool, scenic walking paths, and a tennis court. The units shall range in size from 1600 to 2500 square feet. In order to create the project the zone needs to be changed to Hamlet Density. The developer has created a community that meets the current Hamlet density code with a yield of one unit per 20,000 square feet of property. Many adult communities have density of 3 to 4 units to the acre. Southold as a town with its concern with open space and quality of life issues requires less density. The project is designed to blend and thrive in a rural setting. The project meets the concept of the master plan of the town because it is centrally located near the hamlet of Southold where it has been determined higher densities should occur. The project is serviced by public utilities and natural gas. The proposed density has been minimized to two units to the acre, which meets all current health code requirements and the current zoning code. The design concept is to keep an open space plan with scenic amenities and buffer zones from street fronts and adjacent neighbors. The project cannot be built without a zone change because the current zoning is R80, which allows a single residence on a two-acre yield. In the early 80's all unimproved farmland was up zoned to R80 and AC. This parcel was zoned Residential at that time because of its proximity to the hamlet versus AC which indicated an agricultural core. The current farm owners have not fanned the property in many years. The project would increase the tax base of the community and help the economy of Southold on a year-round basis. The question of whether an action may be significant is not always easy to answer. Frequent- ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine significance may have little or no formal knowledge of the environment or may not be technically expert in environmental analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting the question of significance The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination process has been orderly, comprehensive in nature, yet flexible enough to allow introduction of information to fit a project or action.
