Box 1179 Southold, New York 11971 Re: Change of Zone Application for Highpoint Pines Dear Town Board, Enclosed please find an application for a Change of Zone for the proposed affordable subdivision known as Highpoint Pines. The property is located within the Hamlet of Southold just north of Founders Village. The property currently contains 23 acres with original farmhouse and barns. The homestead will remain on 3 acres leaving 20+ acres for the new subdivision. The parcel has two road frontages, one on Railroad Avenue and the other on Horton's Lane. The parcel is sided to the north by commercial properties on Rte 48 and to the south by a Condominium and private residences. Highpoint Pines is designed to be an affordable subdivision under the AHD code. The lots and/or homes will be sold as per the affordable guidelines. The one new idea is is to create an affordable accessory apartment in each new home. This apartment can remain affordable forever under the town's authority. This will create a new place for an ongoing affordable rental controlled by the owner occupant home. It also creates an income, which the affordable purchaser can use to help them qualify for mortgage lending purposes. The accessory apartment will be ideal for local children to remain in the area while trying to get established and local seniors needing a place to live as they downsize. These apartments can be limited in their rental as to price, tenancy and priority to local year-round residents. As we all know, affordable housing remains an urgent issue in our town. The solution is not simple, nor is there a single answer or fix. The town needs to create apartments for the people who will never be able to afford home ownership and homes for families of our local workers so they can remain active participants within our community. Affordable Housing is the responsibility of responsible government. I have the expertise to create affordable housing as shown before at"Highpoint Meadows", lets solve our growing problem together. The question of whether an action may be significant is not always easy to answer. Frequent- Iv, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine significance may have little or no formal knowledge of the environment or may not be technically expert in environmental analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting the question of significance. The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination process has been orderly, comprehensive in nature, yet flexible enough to allow introduction of information to fit a project or action. Full EAF Components: The full EAF is comprised of three parts: Part 1: Provides objective data and information about a given project and its site. By identifying basic project data, it assists a reviewer in the analysis that takes place in Parts 2 and 3. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially- large impact. The form also identifies whether an impact can be mitigated or reduced. Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the impact is actually important.
