The question of whether an action may be significant is not always easy to answer. Frequent- ly, there are aspects of a proiect that are subjective or unmeasureable. It is also understood that those who determine significance may have little or no formal knowledge of the environment or may be technically expert in environmental analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting the question of significance. The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination process has been orderly, comprehensive in nature, yet flexible to allow introduction of information to fit a project or action. Full EAF Components: The full EAF is comprised of three parts: Part 1: Provides objective data and information about a given project and its site. By identifying basic project data, it assists a reviewer in the analysis that takes place in Parts 2 and 3. Part 2: Foct~seson identifying the range of possible impacts that may occur from a project or action It provides guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially- large impact. The form also identifies whether an impact can be mitigated or reduced. Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the impact is actually important. As currently proposed, the application involves the subdivision of an approximately 2.863 acre parcel into 2 residential lots. The site contains a newly constructed single family dwelling that is near completion, and the remaining vegetated portions consist of successional shrubland vegetation. This document analyzes the site and area resources including topography, soils, water, land use, zoning and transportation and other available information. The site has also been inspected for environmental/planning constraints. In addition, the full EAF Part I submitted with the application has been corrected and is attached herein. Location and Site Overview The project site is located on the east side of Hortons Lane, 848' feet south of North Road (C.R. 48) in Southold, Town of Southold, County of Suffolk. The subject property can be more particularly described as SCTM number 1000-63-01-13. The property has approximately 145.66' of road frontage along Hortons Lane, which is separated by an existing tax parcel occupied by a single family residence. The site contains a newly constructed single family dwelling that is near completion, and the remaining vegetated portions consist of successional shrubland vegetation. The site does not contain wetlands or significant geologic features. This review will discuss the proposed project and its potential impact on the land resources. Page I Manzi Homes ~ Southold EAF Part 1 Review NP&V #00128 _Proposed Project The proposed project involves the subdivision of a 2.863 acre parcel into 2 residential lots. The proposed lots have the following sizes: Lot 1 - 0.918 acres; Lot 2 - 1.945 acres. The newly constructed single family dwelling on site is located within Lot 2. As previously stated, the site has approximately 145.66' of road frontage along Hortons Lane, which is separated by an existing tax parcel; Lot 1 is located north of this tax parcel and has 50' of road frontage, and Lot 2 is located to the south and contains the remaining 95.66' of road frontage. Accordingly, access to each lot is provided on Hortons Lane by individual driveways. The building footprint and driveway layout is shown on the minor subdivision for both the proposed and existing dwellings, both of which are clustered toward the western portion of the site. The Planning Board accepted the yield plan, dated November 5th, 1999, which showed 2 lots in conformance with the R-40 zoning designation. Further, the Planning Board has granted sketch approval on the minor subdivision map dated February 17, 2000. As currently proposed, the Planning Board has decided to treat the application as a cluster subdivision. Additionally, the Planning Board has recognized that the site does not contain sufficient area to contain the required recreation area. Therefore, there is no recreational area or open space associated with this proposed subdivision. Land Use and Zoning The project site is located in an area that contains a mix of residential, agricultural, commercial and undeveloped vacant land. The dominant land use in the inmaediate area is predominantly residential, with commercial uses generally fronting on Hortons Lane. Agricultural land and vacant undeveloped land is located north of the site and also located on the west side of Hortons Lane, interspersed among single family residences. The property to the south contains a single family residence, although the majority of this property remains vegetated. Multifamily dwellings are located adjacent to the eastern property boundary. The proposed residential subdivision is consistent with surrounding uses. The site is zoned "R-40" Residential Low Density AA, which requires a minimum lot size of 40,000 SF, or just slightly less than 1 acre. The lots within the proposed subdivision either meet or exceed this dimensional requirement. Maximum permitted lot coverage within the R-40 zoning district is equivalent to 20% of the lot area, and the required front yard, side yard, and rear yard dimensions are 60, 20/45, and 75 feet, respectively. Therefore, the proposed building footprints as shown on the minor subdivision map conform to the dimensional regulations outlined in the R-40 Residence district. However, the Planning Board decided that the layout would be considered a cluster subdivision, by clustering development to the western portion of the site. The surrounding areas contain a mix of zoning classifications. R-40 zoning is located to the south and extends slightly east of the site, beyond which lies L1 to the south, and HD to the east. R-80 is located north of the site, with LB and B located along North Road (C.R. 48). On the west side of Hortons Lane, the majority of the properties are zoned R-80, with R-40 to the south Page 2 Manzi Homes ~ Southold EAF Part I Review NP&V #00128 and B located along North Road (C.R. 48) to a depth of 300 feet. Land use in the general area is predominantly residential, agricultural, commercial and vacant undeveloped land, and appears to reflect current zoning regulations. In summary, with respect to land use, the proposed project is similar to the developments in the surrounding area and is an allowable use within the R-40 zoning district. Furthermore, the Town Planning Board has required that, as part of the sketch subdivision approval, Covenants and Restrictions be filed prohibiting further subdivision of the property. The land use and zoning impacts of the proposed project are expected to be minimal. Traffic Generation The proposed use would be not be expected to significantly increase traffic generation upon full establishment of the site. Due to the location of the site and consideration of area roadways, a slight increase in trip generation at the site would not be expected to have a significant impact on the area roadways. The site access drive appears adequate and the horizontal and vertical road curvature allows relatively good sight distance. Soils and Topography The site is relatively flat throughout, with all existing slopes between approximately 0-10%. According to the U.S.G.S. Topographic Map, the average elevation on site is approximately 40 feet above mean sea level, and not at an elevation of 85'-90' as depicted on the minor subdivision map. The survey uses an assumed datum and should not be confused with actual land elevations. The property does not contain any significant landforms or geological features. There are two soil types on the site, which consist of the following: Riverhead sandy loam, 0 to 3% slopes (RdA), Haven loam, 0 to 2% slopes (HaA). The Haven Loam series is described within the Suffolk County Soil Survey as land which is suitable for development, with good leaching potential. The hazard of erosion hazard is slight on HaA soils, with an erosion hazard of slight to moderate on HaB soils. The Riverhead series consists of deep, well-drained moderately coarse textures soils that formed a mantle of sandy loam or fine sandy loam over thick layers of coarse sand and gravel (Warner, 1975). The soil survey lists the erosion hazard for RdA as slight, and the soil is limited by moderate droughtiness in the moderately coarse textured solum. The topography and soils on site do not appear to present severe development constraints. Water Resources Public water is supplied to the general area by the Suffolk County Water Authority, although the site itself is not specifically connected to public water. There is a 12" main along the south side of North Road (C.R. 48) with extends northward to a 10" main along Horton Lane, north of North Road. There is also an 8" main located on the north side of Main Street, and several additional mains located throughout the residential subdivisions in the vicinity of the property. The nearest wellfield is the Middle Road (Southold) Well Field and Pump Station, located approximately 750 feet northwest of the subject property. It is estimated that the proposed Page 3 Maozi Homes ~ Southold EAF Part I Review NP&V #00128 project will utilize approximately 600 gallons of water per day and each lot will be connected to an on site well. Sanitary disposal with in the proposed subdivision will be managed by conventional on-site septic tank-leaching pool systems. In 1978, the Long Island Regional Planning Board published The Long Island Comprehensive Waste Treatment Management Plan (208 Study). The 208 Study identified eight (8) hydrogeologic zones in Nassau and Suffolk Counties. These zones were distinguished based upon differences in underlying groundwater flow patterns and water quality. The subject site is located within SCDHS Groundwater Management Zone VI, which according to Article VI of the Suffolk County Sanitary Code, has an allowable flow of 600 gallons per day (gpd) per acre in areas served by public water. Therefore, the allowable nitrogen beating flow for the site is 1,717 gpd. The sanitary design flow is computed using SCDHS manual Standards for Approval of Plans and Construction for Sewage Disposal Systems for Other Than Single Family Residences. The manual establishes the design flow as follows: Single family dwelling 300 gpd x 2 dwellings 600gpd Therefore, the proposed residential subdivision would conform with Article VI of the Suffolk County Sanitary Code and would not be expected to adversely affect groundwater quality provided properly functioning systems are designed and installed. The elevation of groundwater beneath the subject site is estimated at 4 feet above mean sea level (msl) according to the 1997 SCDHS water table map. The topographic elevation on site is approximately 40 feet above msl, based on the U.S.G.S. Topographic Map. Therefore, the minimum depth to groundwater is approximately 36 feet. The direction of groundwater flow is towards the south, southeast. The depth to groundwater on site is not expected to have significant constraints on the location of septic systems on the parcel. A standard, three pool septic system typically requires a minimum depth to groundwater of approximately 9-10 feet to allow adequate depth for leaching. SUMMARY In conclusion, residential development of thc site would generally conform to thc character of the area. Thc site does not appear to contain significant environmental features that would limit residential development. The proposed project will increase wastewatcr generation, garbage generation and water usc, in addition to increasing taxes which would be distributed to thc various jurisdictions. The size of ball for all specified evergreen trees shall be a minimum of twelve (12) inches in diameter and deep enough to include all lateral roots. Ail evergreen trees shall be set plumb at such level that, after settlement, they have the same relationship to the elevation of the surrounding ground as they had to the ground from which they were dug. All trees shall be planted, and the holes backfilled and tamped with topsoil. The screen planting shall be maintained and all dead or dying trees replaced by the developer until such time as the recharge basin has been aCCepted by the town. § A108-44. Seeding. Seeding for slopes, shoulders and other areas where shown on the plans or as required in these specifications shall be in accordance with the requirements for seeding as show~ for landscaping at recharge basins. § A108-45. Street trees. Prior to planting, the Planning Board shall be notified as to a time and place where the trees may be inspected. Any trees that are deemed to be unacceptable, which have been planted without proper notification, will' be subject to rejection and removal. On large subdivisions with multiple streets, serious consideration shall be given to planting more than one (1) species of tree. A. Ail trees shall be of freshly dug nursery stock and shall have grown for a period of at least two (2) years, under the same climatic conditions as the location of the development. They shall be of symmetrical growth, sound, healthy, free from insect pests, disease and suitable for street trees. The average trunk diameter at a height of four (4) inches above the finished ground level § A108-45 HIGHWAY SPECIFICATIONS § A108-45 shall be a minimum of two and one-half (21/2) inches to three (3) inches, depending on good practice, with reference to the particular species to be planted. B. Trees shall be planted at intervals of thirty (30) feet to forty (40) feet depending on the species, and the trees shall be located five (5) feet outside the fight-of-way on private property. The street trees shall be planted on both sides of the street and the spacing and locations of ali trees shall be approved by the Superintendent of Highways and the Planning Board. In order to provide visibility for traffic safety, no trees shall be planted within a minimum length of twenty (20) feet from the ends of the right-of-way curve radius at intersections. [.4anended 12-12-1995] C. Planting. The size of tree pits shall be as follows: Depths of all pits shall not be less than three (3) feet. In no case shall the distance from the ball to the side of the pit be less than six (6) inches. Ail pits shall have vertical sides unless otherwise directed. The soil shall be made loose and friable for a depth of one (1) foot below the bottom of all pits. D. Where, in the opinion of the Engineer, the subgrade material is unsuitable, the size of the pits shall be dug wider and deeper than normally required. The bottom and sides shall be backfilled with topsoil and thoroughly worked into place. E. Backfill for tree pits shall consist of topsoil and manure mixed in the proportions of seventy-five percent (75%) topsoil and twenty-five percent (25%) manure. Trees shall be handled so that the ball will not be loosened. After the backfill has been firmed under the ball and around it in six-inch to eight-inch lifts, it shall be thoroughly settled with water. F. Staking of trees shall be done immediately after planting and maintained until final acceptance. The bandage, when used, shall cover the entire surface of the trunk to the height of the first branches. H. Pruning of any badly bruised or broken branches shall be done as directed and the cuts painted with an approved tree paint depending on the size of the cuts. All trees shall be sprayed with an approved antidessiccant, using a power spray to apply an adequate film over trunks, branches and]or over the foliage when directed by the Engineer. I. At the time of planting, the soil around the trees shall be thoroughly saturated with water and as many times thereafter as seasonable conditions require during the period to final acceptance. J.
