Steve lvlalinowski, Hanis Parsons. Bill Ridgway. Scudder Sinclair. Louisa Evans. Absent Frank Bohlen. Tom Doyen, Cynthia Estabrooks, Cindy Gillan, David Patterson. David Wilmerding. Tom Doherty. Bill Wall. NEXT MEETING: Fridav. August 12th at 4:30pm at the Utility Offices SUBJECT: Continue with discussion of Article IV (Regulations concerning Anchoring, Mooring. and Security of Vessels), move onto Article V on Sanitation Regulations. Leslie Goss reported that she had been in touch with Peter Derderian about a courtesy mooring program. The committee approved the following clarifying motion regarding a courtesy mOOling program: . If any individual has need of a mooring, they contact Pirates Cove l\1arina at 7245 for one of five transient moorings available for $25 per night. . Only holders of valid mooring permits can notify Pirate's Cove lVIarina at 7245 of guests who will use the moorings in their absence. Bay Constables will check with the lVIarina and unauthorized guests will be asked to vacate private moorings. Elby Burr, Bill Ridgway, Chippy duPont and Ranis Parsons brought up the need to conduct.Ul overflight of harbor areas for griding and mooring assignment purposes. Bill and Elby are going to collect bids for this WOlK. It was decided that mid-September would be the best time to do an overflight. as mooring balls are still in the water, but many boats have departed. Chippy mentioned that the Brim/Thompson moorin~ needed new tackle in order to accommodate Thompson's 42ft boat. It was agreed that this mooring would be placed on the East side of the now narrower Pirate's Cove Channel in such a way as to discourage anchoring in that area. The committee approved an off-island permit application of Don Peterson of CT given the lillllsuaJ history of his permit applications. There presently is no off-island waiting list for mooring permits, The Peterson mooring wiII also be on the East side of the Pirate's Cove Channel. At the . . . . request of Elby and Steve Malinowski, it was agreed that this would be the last ad hoc mooring pennit approval of this nature for summer '94. The generic problem of boaters coming into West Hamor late at night ;md picking up an empty mooring was discussed. The committee recommended that early morning Bay Constable patrols removing unauthorized boaters from private moorings may get the word out that unauthorized use of private moorings on F.r. is not allowed and is strenuously enforced. There was some discussion about whether or not the Town Trustees have and/or exercise jurisdiction over dock/bulkhead projects here on Fishers. Harbor Management Plan: As discussed at the June 30th meeting, the committee decided that the plan would only address water uses that are apropos to or currently an issue for Fishers Island waters. Because the plan is dynamic and wiII be reviewed on a regular basis for validity. if previously unaddressed use issues become a problem, they wiII be incorporated during plan reVISIOns. It was suggested that a generic disclaimer appear at the beginning of the plan stating that if a particular concern or issue arises that is not addressed in the plan. it should be brought before the Fishers Island Harbor committee for resolution. It was suggested that Chapter 77 of the Town Code addressing shellfish harvesting be reviewed for applicability on H. It was mentioned that there may be a clam overharvesting problem between the flasher and dock beach. Article I of the Fishers Island Hamor Management Ordinance will include Title. Applicability. Invalidity of the Provisions. Fishers Island Hamor Committee and Bay Constables. Harbor Management Fund, Enforcement Authority, Penalties and liability. Article II of the Plan will include T...affic Control Authority and Speed and Wake Regulation. Article III of the Plan wiII include Water SkiingfTowed Devices. Use of Vessel as Abode. Safe Boating Certificate, Piers. Fireworks. Lines and Markers. and Noise. Article IV will include Placement of Moorings. Anchoring. Obstructing Channels -- this is as I,ll' as we got! As discussed at the June 30th meeting. it was agreed that Iangua~e from the Southold Town Code be used whenever applicable to proposed sections. Adiourned at 6: l5pm.
