The committee moved immediately into review of Article IV. Regulations concerning Moorings.
Anchoring and Security of Vessels. The committee wOIked from the revised outline sent with the
August 12 Minutes and corresponding sections of the Old Lyme ordinance.

There was discussion on how to defme a "resident" when developing plans for designated mooring
areas and considering applications. The committee agreed that there are three categories of people
who would apply for a mooring: 1) a resident applicant. defmed as a property owner or registered
voter. 2) a non-resident applicant defmed as a Fishers Island renter. and 3) an off-Island applicant.
The committee formulated a new section of the plan referred to as Non-desi~ated Moorin!! Areas.
These areas include all waters surrounding Fishers Island that do not have a designated mooring
area (the only designated mooring area to date is West Harbor). It was determined that resident
applicants must apply for a permit and pay the associated fees for any mooring in A waters. The
fee would go into a fund that could be accessed for Fishers Island harbor management needs. The
purpose for this section is to provide mooring space for island residents desirous of having a
mooring outside of the designated mooring area. This section is also designed to protect
shorefront property owners from having off-Island boaters drop moorings anywhere in Fishers
Island waters.
The committee went on to discuss Assi!!Dffient of mooring locations in FI waters (left to the
Fishers Island Harbor Committee), the Application Process (Annual applications made available by
the Bay Constable must be submitted by March 30th). and the Placement of moorings (applicant

shall place mooring in area assigned by Fishers Island Harbor Committee and mark with 4 inch
lettering).
The committee went on to discuss Moorin~ InsPection Procedure and agreed that moorings should
be inspected every three years after initial positioning. The committee determined that a report (the
Mooring Inspection Form) of the visual inspection signed and dated by the inspector shall
accompany mooring applications and be kept on me by the Bay Constable.
The committee agreed that the section related to Moorin~ Related Appeals should be moved to
Article I of the Harbor Management Plan (General Provisions) and should be expanded to include
appeals to all harbor policy decisions, not just mooring policy. Specific language changes were
tabled until the next meeting.
