MINUTES
Friday, October 28th, 1994 at 4:30pm
Fishers Island Utility Company
Present:
Frank Bohlen, Chippy duPont, Louisa Evans, Leslie Goss, Steve Malinowski,
Bill Ridgway and Scudder Sinclair.
Absent
Elby Burr, Tom Doyen, Cynthia Estabrooks, Cindy Gillan, Harris Parsons, David
Patterson, David Wilmerding, Tom Doherty and Bill Wall.

SUBJECT: Continue with Article IV (Moorin!! Records and Transient Moorin!!s and Guestsl
The Committee began with a review of pennit renewal. and moorine vacancies and
relocations. The Committee decided to keep text conceming penuit holders temporariJy without a
boat and insert that text under Mooring Applications. Because pennits are reviewed and renewed
on an annual basis, the Committee agreed it was unnecessaI)' to address relocation of moorings
specifically in the ordinance (other than in the policy statement at the beginning of Article IV). Any
. mid-season requests would be directed to the Fishers Island Harbor Committee.
The Committee agreed that the text on new reqnests for mooring pemuts was redlllJdant
and should be removed. The annual process for applying for a mooring penuit is the sanle for
everyone regardless of whether or not a current holder or new applicant
The Committee discussed forfeiture of mooring space and agreed to keep text as it appeared
in the Old Lyme ordinance with appropriate date changes. The text indicates that pennit holders
havre 30 days to comply with Bay Constable requests regarding disrepair of moorings, it was
agreed that this timeff3l11e provided a guideline and need not be rigorously adhered to. A pOltion
of text addressing refusal of moorinl! space was added to this text on forfeiture.
The Committee discussed abandolllllent of moorings and detemlined that a pemut holder
abandons hislher mooring space, he/she must remove mooring tackle or pay for removal. All
additional item concenling moving moorings at applicant's expense was included in the Old Lyme
ordinance. It was detemlined by the Committee to insert this text somewhere in the FI ordinance.
The Committee went on to discuss mooring pennit waiting lists. It was detennined that the
Bay Constable would maintain the list and make it available. The list would be compiled of all

unaccommodated persons seeking a mooring pennit indicating whether such person is a resident,
lessee or off island applicant and the date/year of application. Applicants need to reapply on an
annual basis to preserve place on waiting list. As mooring space becomes available, preference
would be given to residents.
The Committee briefly discussed moorin!! specifications and detennined that a
subcommittee would have to develop minimum mooring specifications for the Fishers Island
Harbor Committee.
The Committee reviewed previous discussion on mooring inspections and Frank BoWen
suggested that mooring tackle be reviewed on an annual basis rather than eveI)' two years as tackle
can, on occasion, fail vel)' quickly. The Committee agreed and the text was amended to reflect as
such. An annual visual inspection form (complete with tackle drawing) signed by person who
conducted inspection would be fJied with annual mooring applications.
Steve Malinowski suggested that a summary of protocols (how the system works) be
included in the ordinance as well as a general policy statement. The Committee agreed.
The meeting adjourned at 6:30pm.
