SUB.IECT: Continue with Article IV on Moorines. Anchorine and Safety of Vessels
The Committee discussed the dates for which mooring pennits would be valid It was
decided that in order to make record keeping easier, pennits would be valid from date of issue until
December 31st of the year in which they were issued.
The Committee then discussed the issue of mooring/vessel transferability. Because pennits
are renewed on an annual basis and because the committee wishes to ensure that boats are on
moorings with proper tackle and that boats are in the proper area of the mooring field according to
their size and whether or not persons are living aboard, there will be no transferability clause in the
ordinance. Temporary use of a mooring will be addressed in the Transient Moorings and Guest
section of the ordinance.
The Committee discussed renewal of moorine perunts. Elby BIUT suggested text that
implied that if all renewal procedures were complied with, perunt holders of the previous year
would be guaranteed renewal of their mooring pennit. The rest of the Committee strenuously
disagreed. The Committee wanted the option to review mooring use by pennit holders, and in the
event that long periods of absenteeism occlUTed, or there is abuse of the guest program, etc..., the
Committee wanted to reserve the right to deny a request for mooring pennit renewal.
The Committee agreed to include mooring vacancies, renewals and relocations in the text at
the beginning of Article IV that addresses policy and leaves conflicts in those areas to be resolved
by the Fishers Island Harbor Committee.
