Fishers Island Harbor Committee MINUTES Friday, November 18, 1994 at 4:30pm Fishers Island Utility Offices Present: Elby Burr, Louisa Evans, Leslie Goss, Harris Parsons, Bill Ridgway and Scudder Sinclair Absent Frank Bohlen, Tom Doyen, Chippy duPont, Cynthia Estabrooks, Cindy GilIan, Steve Malinowski, David Pattersoll, David Wilmerding, Tom Doherty and Bill Wall. NEXT MEETING: Ftidav. December 16 at 4:3Ovm at the Utilitv Offices SUBJECT: Sanitation Re!!ulations. Safety and Defmitions IvIr. Parsons asked what the committee had discussed regarding renewal of mooring pennits and whether or not renewals for pemut holders the previous year are automatic. The conmuttee detemlined that the Fishers Island Harbor Committee should be able to reserve the right to deny a renewal. J\;Ir. Burr offered to draft mooring specifications with the assistance of J\;lr. Bohlen and IvIr. duPont. The Fishers Island Harbor Conmuttee will establish the mooring specifications and they will be mailed each year with mooring applications. The committee discussed removal of (winter) moorings and detennined that language should read as follows: "Winter mooring markers that have not been replaced with sunmler mooring equipment and are considered a navigational hazard may be removed by order of the Bay Constable at the expense of the owner. n The conmunee discussed the appeals text found in the Old Lyme ordinance and detenuined that all appeals should go before the Fishers Island Harbor Committee, not just appeals regarding moorings. Fw1her, the committee detemlined that the appeals section should be moved to Article I, General Provisions. The cOllliluttee approved the suggested appeals language the November draft of the Fishers Island Harbor Management Plan. The comnuttee approved the suggested language on mooring records at Section 33 of the November draft of the Fishers Island Harbor Management Plan. There was question about new hlc: - , . . . mooring placement and how to ensure that new moorings are put in the exact place proscribed by the Fishers Island Bay Constable. Mr. Burr suggested that a map indicating where new moorings should be placed should be sent to pennittees with notice of approved mooring pellnits. TIle committee discussed transient moorings and guest moorings. Mr. Ridgway suggested that bids should be solicited for general harbor management including keeping guest records (running the same program as this sunllller), administering transient mooring rentals, and ens wing the proper placement of moorings. Revenues collected from the transient moorings could be used to compensate for this management progr am. Ms. Goss suggested that this management concept should stay within Article IV and should be discussed fw1her when more committee members are in attendance. There was question about how policy set by the Fishers Island Harbor Committee would coincide with town, state and federal policies and regulations on various uses. Ms. Goss thought that the Town attorney would review the proposed Fishers Island plan for consistency. She thought that the state approval process for the Southold L WRP will also probably identify inconsistencies and contradictions. There was a brief discnssion on sanitation regulations. Some members suggested simply incorporating the Town Code language which states "The dunlping of oil, refuse, garbage, sewage or waste is prohibited". Ms. Goss felt this language is outdated and suggested investigating the possibility of attaining a "no discharge zone" designation for East, West, and Hay harbors from EPA. Ms. Goss hoped to discuss this idea further when more committee members are in attendance. The meeting adjoumed at 6:30pm.
