Louisa Evans suggested the Harbor Conullittee coordinate with Alan 11ubodeau, Fishers Island's Emergency Response Coordinator, as he is in the process of emergency plllilll.ing .md has concems regarding preparedness in the harbors in the event of severe weather. The entire cOlrlllultee agreed it would be prudent to establish a data base compiling all Fishers Island Conservancy and 1\rys DEC data collected about the Island's sun'oumling water's to date. The conmuttee stressed what it detennined ought to be included in an introduction to the Fishers Islllild Harbor t-.Ianagement Plan inclu(ling a special emphasis on how Fishers Island is lIIuque :U1d how goals are slightly different from mainland Southold. The comnuttee reviewed what it perceived to be the main goals of the Fishers Islllild Harbor Management Plllil: to provide for and protect local interests in Fishers ISlllild harbors/waters, to provide for multiple uses of Fishers Island harbors/waters, and to restore and maintain the chenucal, physical and biological integIity of Fishers Island harbors/waters and dependent habitats. The conunittee then deduced what sigtuficant policies had evolved in the Harbor Management Ordinance in an effort to reach the above goals. For the first goal. it was detemuned that new mooring pemuts would be grllilted to residents and lessees only,as ~ one on the conmUllee could think of another location where annual mOOl1ng pemuts are issued to non-members of the conllnunity. In llil effort to address goal one and goal three, it was deternlined that no anchoring in West Harbor should occur inside of a line drawn from the rock pile west to Lucy Ahman's . . . . . house. For goal two. it was detennined that the Fishers Island Harbor Committee as desClibed in the docLUnent should strive to provide a balance of existing multiple uses of the Island's harbors/waters. For goal three, it was detennined that moorings that were used by live aboard vessels such as transient momings, should be limited to the east side IllOming field in West Harbor in an effort to group potential pollution from live aboard vessels in one area with better flushing, rather than spread the potential sources arolllld the harbor. The cOlllllunee detemuned that the Fishers Island Harbor Committee described in the docmnent would seek to limit and control all vessel dischargcs. Finally, the committee detemuncd it wanted to prevent shellfish harvesting in Island waters!11arbors by non-locals. It was suggested that the Town Code be reviewed and relevant language consistent with the Code be included in the Fishers Island Harbor Managcment Ordinancc. The Comnunee then discussed the stmcnIre (delegates from all user groups defined in Town resolution of 3/5/94), appointment provisions (reconunended by FICA, appointed by Southold Town. replacementslremovals by user group), perpetuation (three year tenns. no tenn linuts, begin with staggered temls) and duties (de\'elop all policy for harbor issues) of the Fishers Island Harbor Conmuttee to be defined in the Fishers Island Harbor Management Ordinance. The meeting adjoumed at 6: 15pm.
