Fishers Island Harbor Committee
MINUTES
Friday, July 7, 1995 at 4:30pm
at the Utility Offices

Present:
Frank Bohlen, Elby Burr, Chippy duPont, Louisa Evans, Leslie Goss,
Steve Malinowski, Harris Parsons, Margie Purnell, Allie Raridon, Bill
Ridgway, Scudder Sinclair, and Bill Wall.
Absent:
Ken Edwards, Jr, David Patterson, David Wilmerding, and Tom
Doherty.

NEXT MEETING: Saturdav. Julv 15 at 8:30am at ,the Utility Offices
SUBJECT: Discuss moorinl!: reauestslolacement and transient orol!:ram
Leslie Goss congratulated the committee on putting the fmishing touches on the Fishers Island
Harbor Management Plan at the previous meeting. She stated that the purpose of the meeting
today was to identify glitches in mooring application procedure and harbor management in
general so that summer '95 would be the last summer of transition before the Plan is
. approved by Southold.
The committee agreed that the boating season could be defined as follows: Fishers Island
Bay Constable outrols would begin on a regularized basis Memorial Day weekend and
continue to September 15th and then to October 15th on an as necessary basis. The committee
agreed that the main purpose for patrols is visibility, therefore, heavier patrolling early in the
season to ~nd the message that the harbor is managed and patrolled. Specifics of patrols are I x:
outlined on the attached committee approved suggeS\Cd duties for Fishers Island Bay
Constables. The committee agreed that Southold Towninsurance coverage should be
extended to cover both Bay Constables for that period of time.
Winter stakes on moorings should be replaced with balls for safety reasons by June 1. A
subcommittee of the FIHC will examine the various technologies for safe winter mooring
marking.
Enforcement: The Bay Constables will ask the Town for more credible/visible
demonstrations of their positions as Bay Constable for patrolling purposes such as signage for
their boats. .
Leslie Goss agreed to get Bay Constable Bill Wall the site in state environmental
conservation code on shellf1shing that outlines that NY residents can harvest from NY waters,
but out of state harvesters need a state permit. The committee still seeks clarification from
Southold on whether Fishers Island Bay Constables enforce Chapter 97 of the Town Code on

wetlands. Leslie Goss recalled that the committee had discussed this issue and hoped that
rather than remove wetland inspections/enforcement form FI Bay Constables, that the FI Bay
Constables would state that they were not trained to conduct an inspection if called upon to
do so. I
Some committee members stated it might be useful to have a single telephone line for both
Bav Constables that is monitored alternately by each.
In the area of general management, the committee agreed that it would be prudent to hold a
pre-boating season meeting with members of the committee, the Bay constables and the
management agent at FIDCOIY acht Club to be sure that all are clear on policies and
management objectives.
The committee agreed that if in the course of being out on West Harbor. the management
agents atFIDCOlYacht Club noticed that visiting vessels were on private moorings or
anchored in the mooring area. etc.... they might polite Iv enauire if he/she can be of assistance
because the visiting vessel is on a private mooring or anchored in the mooring area. etc....
The committee agreed that the management agent for FIDCOIY acht Club would keep a list of
personal guests using vacant vrivate moorings and provide this information to the Bay
Constables for purposes of patrolling.
The committee tabled a discussion of setting and collecting transient mooring fees for the
next meeting.
The meeting adjourned at 7:00pm.
