Fishers Island Harbor Committee MINUTES Friday, October 6,1995 at 4:30pm at the Utility Offices Present: Elby Burr, Marty B., Tom Doherty, Chippy duPont, Louisa Evans, Leslie Goss, Steve Malinowski, Hanls Parsons, Allie Raridon, Bill Ridgway, and Scudder Sinclair Absent Frank Bohlen, Ken Edwards, Jr., Margie Pumell, David Patterson, David Wihnerding, and Bill Wall. NEXT MEETING: Friday, November 17 at 12:30pm at 1he Utility Offices Tom Doherty, head Bay Constable, commented on summer operations. He and Bill Wall, assistant Bay Constable, mentioned the following concerns: jet skis in West Harbor inside of the mooring areas and anchoring, clamming and using 1he beach near Dock Beach (Ahman' s). Other beach areas committee members know are being used by off-Islander boaters include along the 8th fairway at the Fishers Island Club, near Tom Kean's house, at Chocomount and at Isabella. Louisa reminded the committee that per state law, the beach was available to the public to the high tide line. The committee noted that shellfislring near Dock Beach is closed May through September. The conllllittee also suggested moving the "no anchoring" bouys at Dock Beach and nun # 8 further north. The committee agreed that jetskis should not be in West Harbor inside of the mooring area do to speed, wake and noise. The wake discussion reminded several committee members that Corbin Hedge does not obey the speed or wake rule on the inner harbor. It was reported that Sarah Rose is the new commodore for the Yacht Club. Frank Bohlen reported by telephone that from the Yacht Club's perspective, although a quiet summer, things such as "hospitality" seemed ok. He mentioned that the Yacht Club would be reviewing the launch and operations and amenities and that 1here might be some changes next year. The COlllmittee reviewed the 1995 mooring record. Tom Doherty, as head Bay Constable, will draft a form letter to mooring permit holders that infoI1llS them of necessary tackle repairs in order to receive a pemrit the following year. Bill Wall has noted that tackle belonging to the following people is in need of repair/replacement: Newell #11, Kennedy (block instead of Illushroom), FIYC/Cutler. .- . The Committee agreed that the Strupp mooring with Maynard's whaler on it was inappropriate in that the Strupp pennit application was for another type of boat. Chippy reported that Coleman's mooring for "Double Bogie" was moved from the spot originally agreed to by the committee because it wasn't swinging the same as other vessels in proximity. The committee stated that All moorings should have a moolmg ball by the swnmer season so that visitors are not led to believe that there is anchoring in the mooring area. After much discussion about mooring space availability in the western field, boat class, living aboard, and available space to navigate behind Goose Island, the committee voted 5 to 3 not to move the Schonger mooring from its present location, subject to compliance with live-aboard regulations. Leslie agreed to be in touch with Peter Crisp about marking the channel to Hay Harbor more clearly next SWI1Iner, without advertising its existence. The committee moved into a discussion of whether to seek govenllllent status, acquiring "teeth" but losing appointment ability and the ability to address a wide range of issues versus maintain an advisory role which would allow Islanders to decide membership and issues but would only be able to make recolUlUendations to the Town. Louisa recommended that the Fishers Island Harbor . Committee establish itself as an advisory committee affording control over appointments from various harbor user groups and providing for policy recommendations on all issues. She said the down side is that the Town Board could disregard the committee's reconllllendations, but if the committee is established as such and recognized llI1der the cunent Town administration, chances are that the process would become standard for future administrations. CUlTently, the committee has the authority to deternline mooring locations. In the future, the committee would submit a mooring plan for the entire Island that would be adopted annually by the Town Board. The committee agreed that the harbor management plan should be reformatted to justify sections as they appear in the cunent draft. This would make the docwnent more of a planning doclllnent than a legislative doclllnent. Leslie agreed to WOlX on the rewlite and have it to the comnlittee in time for a November 17 meeting with the Town. The meeting adjourned at 6:30pm .
