Present: Fishers Island Harbor Committee MINUTES Friday, June 13, 1997 at 4:30pm at the Utility Offices Elby Burr, Tom Doherty, Louisa Evans, Leslie Goss, Dick Hale, Bobsie Macleod, Steve Malinowski, Harris Parsons, Margie Purnell, Allie Raridon, and Scudder Sinclair . Absent: Frank BoWen, Chippy duPont, Ken Edwards, k, Tom Johnson, and Bill Ridgway . NEXT MEETING: Friday. September 19 at 4:30pm at the Utility Offices( or sooner if necessary) SUBJECT: Season wrap-up and design West Harbor grid project (Members with knowledge of and interest in gridding harbors are urged to mark their calendars now!) Leslie opened the meeting with news that a boating safety instructor willing to condnct a class on FishelS Island had been identified from the cr Coast Guard Auxiliary. Tom Doherty announced that he had recently received certification to teach a boating safety course as well. The Committee asked Tom to arrange for one course to be held in July and anothcrto be held in August. Tom said he would work something out with Bill Klein from the auxiliary. Leslie mentioned that DEe staffer Maureen Davidson wanted to put 4 to 5 spat colleetor nets In Hay Harbor for research purposes for the harbor shellfish characterization study. She said they would be suspended about two feet below surface. Steve described that the collectoIS look like onion bags. Elby asked if they could possibly interfere with navigation. The Committee agreed it was OK to put the collectoIS in Hay Harbor as long as they were marked with an inconspicnonsl y colored lobster buoy to warn boatelS but not impose on shorefront property OwnelS. Leslie mentioned that HsbeIS Island Yacht Club board member and 100 fleet head John Brim was unable to attend as he had hoped. She delivered his report for him. John stated that launch service would be provided daily from 9am-6pm from the last weekend in June through Labor Day, and on weekends in early June and September. Club manager John Evans and Meagan McNarnera are both USCG certified OperatOlS. Service will be provided to all FlY C membeIS, transient mooring renteIS and non-membelS too, within reason John mentioned that a $50 surmner launch service fee would be reqnested from boatelS this surrnner. John mentioned that FIYC would try to keep their two moorings vacant for courtesy use this surmner. FlYe is aware of live-aboard use in the east field only rule. John knew that the Bay Constables would be checking with John Evans and Meagan for registered guests using private moorings. John mentioned that there are currently 14 IODs in the fleet and that two are on order (Kidd and McGeeney). He envisioned the fleet peaking in size at about 16 or 17 boats in the next few YeaIS. He mentioned that currently, one 100 is owned by a syndicate of off-IslandeIS and the expressed a hope that the Committee would be able to issue that 100 a mooring permit. John thought that in the near-term, there would be only one more off-Island 100 reqnesting a mooring permit at most John stated that off of Dock Beach was a good 100 mooring expansion area for this surmner. John mentioned that there is continued Interest In the Bulls Eye fleet. He said that moorings at the head of the harbor for Bull's Eyes seemed to be working well. Leslie then reviewed the formula for live-aboard use (or "using the vessel as an abode") in the . case of anchoring, dockside, and guest use of a private mooring in the live-aboard mooring field. page 2 . The initial proposal had been 3 consecutive nights in a 14 day period. State technical staff questioned use of the tenn "consecutive" suggesting that any three nights in a 14 day period would be a stricter interpretation The Committee agreed, but recognized the impossibility of enforcing such a provision There was concern about providing for Islanders who use there vessel as an abode on weekends and it was suggested that there be a separate formula of 2 nights in a 7 day period. State technical staff expressed concern over different fonnulas for different live-aboard scenarios. So, the Committee approved and recommended to the Town Board for Code amendment living aboard the vessel for "3 consecutive nights in any 14 day period" in the case of designated anchorages, guest use of a private mooring in the eastern field and dockside. The Committee then addressed new mooring pennlt applications. Leslie stated that she had been contacted by several people about approving a mooring permit for an IOD presently owned by off-Islanders (Farrar, Reed Cobb). She stated that the IOD is active in the Fishers Island fleet Because the Committee agreed that the owners of this IOD were contributing to an Island interest, the Committee approved a special fleet mooring permit for the Farrar, Reed, Cobb IOD and its tender for the off-Island mooring fee of $300 upon receipt of correspondence from both the Commodore of the Fishers Island Yacht Qub and the IOD fleet head verifying membersbip and participation within the Fishers Island IOD fleet It was recommended that off-Island syndicates make a good faith effort to recruit Island owners/members. It was agreed that the Farrar IOD be located in the vicinity of Dock Beach. Leslie agreed to write a letter to Farrar outlining the Committee's decision Other IOD mooring permit applications were received from Kidd, McGeeney, and Reed. All were approved for the Dock Beach area. Kidd and McGeeney were approved pending delivery of the IODs themselves. . The Allen application for a Bull's Eye mooring was approved for the vicinity of other Bull's Eyes at the head of the West Harbor. It was anticipated that Allen would take over Gibb's tackle. The applications of off-Islanders Kathleen Holden and Albert Garbuglio of Baldwin YC on behalf of Smith Cove YC were turned down because of lack of space. Letters indicating such will be maintained on fJle and a list will be maintained in the event space becomes available. The Holden application was particularly unusual as she claimed she should be "grandfatbered" for mooring space because she had, and allegedly still has, a mooring (a jet engine) in West Harbor in the vicinity of the Edwards grave in the mid-I97Os. Several Committee members registered concern over a jet engine on the bottom of West Harbor. Letters of apology were sent to Alvin Blowers of Baldwin YC and Kathleen Sbields of Duck Island YC as they received repeat requests for information after submitting completed mooring applications and inspection forms. The Committee briefly discussed possible project ideas for inclusion in the Southold Local Waterfront RevitaIizaton Plan being drafted by Steve Ridler. Steve had mentioned to Leslie that the bike path would probably qualify for funding. The Committee discussed this and other ideas that came up at the November meeting and determined that the priorty project idea is purchase of the Dock Beach parking lot by SouthoId Town to be maintained as a park, parking and boat launch facility. The next meeting was scheduled for Friday, September 19th at 4:30pm at the Utility Offices unless a need for an emergency meeting in July or August arises. The focus of the next meeting will be to design a grid project for West Harbor. The meeting adjourned at 6: 15pm .
