Utility Offices Agenda: Welcome!BriefNew Bay Constables, Determine Use Policy for Town Dock Near Dock Beach, Discuss Need for/Location of Small Power Boat Mooring Area, Discuss Pending Committee Vacancies, Set Date for Boating Safety Course, Report of Grid Subcommittee, Review New/ Amended Mooring Applications, Discuss No Discharge Area (tabled) -- '- Introductions of Mike Conrov and Luis Horn, new bay constables were made bv Leslie Goss. They were welcomed and issued their waterproof logbooks. A discussion followed regarding the need for ID badges, description of mooring "etiquette", and the need for courteous manner to be utilized by constables. It was suggested that duty schedules be made and given to Nina and that patrols should be focused on Friday and Saturday evenings, and Saturday and Sunday mornings; also that a summons booklet be available and possibly shirts and badges. Leslie agreed to call Constable Dzenkowski about this. Elby said he would reprint the Harbor Regulations. Louisa inquired as to the status of the grid map for use by the constables. It was not readily available in the office but will be completed and updated, per Elby. ,I"" "- Use Policy for Town Dock Near Dock Beach -A discussion followed: a)How many hours for temporary docking? b)What condition is dock in now? c)How and who will maintain dock and will structure be changed? d)Will non-residents have access? Defmition of resident? Louisa responded that "resident" should be defmed as "Southold residents", not just "locals" - no live-aboard visitors overnight. Louisa asked who would police the usage policy, once set. It was agreed that it would be policed by the Bay Constables,Mike and Luis. Nancy Hunt suggested that use be limited to Southold residents with a penalty noted on the sign. Chippy wanted to know if the dock is in good shape right now. Steve responded that a section was repaired by Seatow 2 years ago and the appraisor said it should be assessed by a structural expert. Louisa requested that the suggestions for use go . to the Town for a decision soon and text to appear on the sign must be supplied and approved by the Town also. The discussion regarding period of usage, regulation, etc. included the following comments: The usage period should be no less than I hour, maximum 4 hours; Lobstermen can use it but should not be allowed storage of pots; Children should have access; Dock should be a point of access, not for boat storage; Bay constables patrol and enforce? There should be New York registration on vessel. It was agreed by Committee for recommendation to the Town that there should be a I hour tie up limit available to Southold residents only. A sign stating such was to be made by the Town and then posted at the dock. Chip agreed to ask Gwenmore to inspect the dock for any repairs that may be needed immediately. It was suggested that in the future the configuration of the dock may be changed. . Location of and Need for Small Power Boat Mooring Area - Leslie indicated that there is a new applicant requesting a small power boat mooring area. It was suggested that Committee locate an area where small power boats can moor. A discussion followed regarding marinas providing small floats /floating docks, the aesthetics of same and environmental issues. It was brought up by Leslie that Tom Doherty is installing a dock; it might be located south of the bullseye area, which might also be a good place for small power boats. Elby indicated that we are not short of mooring positions- there is room for 25+ or more and that there should be a discussion of the size boats to be allowed. Chip said we must be prepared to give out small power boat moorings. Frank stated that the area south of existing docks should be kept clear and better use of the existing mooring areas should be considered. It was agreed by Committee to same. Discussion tabled until October meeting after a review of small boat dock space this summer. Committee Vacancies - Bill Ridgway is resigning being his term is up. Barron Kidd will be taking his place. Harris Parsons will serve another term. Ali Raridon's IPP vacancy will be resolved when she resigns, if she leaves the Island.. Boating Safetv Course - This year's course will be offered Friday, August 13, 7pm to 10 pm and Saturday August 14, 8am tol2 pm. Instructors will be Elby Burr, Mike Conroy and Luis Horn. The same fee of$20.00 will be charged for materials. Grid Subcommittee - Elby said the Grid Subcommittee will make a presentation in July, focusing on crowded areas. . New and Amended Mooring Applicants - Van Hengle, Leonhart, Patterson, Allen, Ludemann were all approved. Can Committee tell a former resident they cannot have mooring? (never been done before). Nelson denied; Ogden to take over former Nelson for "Jane Brody" in front of Ogden house. Doyen wants a storm mooring, but policy does not allow storm moorings. It was generally agreed that Committee is reluctant to issue storm moorings due to abuses for guests, renters and live-aboards by shore front property . . . owners and creating moorings that would stand empty and possibly be used by or attract transients. (See attached mooring record). Les brought up need for Town to purchase five 9 Ib anchors at $35.00 each to hold instructional floats and channel markers in place. Committee agreed to ask Town to invest in a total of 15 anchors over 3 years to better secure buoys and floats. Frank had some questions: Status of reimbursement of dockage fees for Mike Conroy- should cash be paid in lieu of dock fees? How were salaries for constables set- were they revised to reflect dock fee reimbursements? Leslie and Louisa agreed to check with Town Clerk. Mike should submit bill to Town for dockage fees in order for it to be handled correctly. First official weekend of Harbor patrol will be Memorial Day weekend; Meeting adjourned at 6: 15 pm.
