Present: Fishers Island Harbor Committee -MINUTES --~..... ----'l'hursday,JuIy6, 2000 4:30pm at the Utility Offices Geb Cook, Leslie Goss, Steve Malinowski, Harris Parsons, Scudder Sinclair and by telephone: Tom Johnson and Margie Purnell The report from the Bay Constables was waived due to absence of the Bay Constables. Leslie conveyed some of Bay Constable Luis Horn's frustrations about the set up in West Harbor, more specifically, the absence of or condition and location of existing instructional marks. He had noted no improvements since the last meeting's discussion (see Minutes). The Committee discussed several moorinl! annlications. T. Tremaine seeking permits for West Harbor east mooring field (occasional living aboard) and a temporary mooring at his rental house (adjacent to Strupp on north shore). Both were approved. Dwyer seeking north shore permit off Roosevelt (7) house was approved. P. Goss seeking mooring for Bertram 28 and water toys off his dock at Clay Point was approved. The Committee discussed need to monitor possible crowding of moorings on the north shore, particularly in Chocomount Cove. While discussing each of these applications the Committee agreed to clarify the neighbor notification requirements for shorefront applications. As in the past, applicants must notify their neighbors of intent to make application but now they must include copies of this corresoondence with the lqIJllication. The idea of a postal return receipt for such correspondence to be included with the application was also discussed but not necessary to implement yet. The Committee also discussed the distinction between being a tenant mooring applicant and making application on behalf of renters. The Committee agreed on a "this vear ouly" survev of off-Island oermit holders seekin~ names and vessels of additional users of their moorinl!s. These additional users would be "grand fathered in" for Committee consideration of a permit in the event the current permit holder retires within the next few years. The Committee reached this decision after discussion on the importance of carefully managing available mooring space in West Harbor. Frank Bohlen and Pirate's Cove Marine staff made the above suggestion to Leslie prior to the meeting. Steve mentioned how strict turnover rules were in other harbors such as Stonington, and that our one time policy for this year was generous. As a result of this one time exception, the Giulini mooring application was approved (taking over Bematovich). Leslie mentioned that Frank Bohlen sought any comments on dock snace availability at the Yacht Club. There were no comments. The Committee agreed to research adult boater licensinl! reouirements given all new regulations being passed in surrounding states. Leslie sought comments on the Committee's 2001 budl!et submission. She said the current year was on track and asked if there were any special projects that would require an increase. No suggestions were made. Leslie said she would request either the hardware or the money for "no anchoring" marks to be distributed along the Dock Beach swim area. Leslie made a report for Allie Raridon on progress at Dock Beach Park. Issues to be addressed and planned accordingly included trash, providing electricity and running water, name of the park, where the fill would come from once Grebe had generously cleared the site of rubble, what the plant list would look like and who was going to do any of the work that needed to be done and when given the current busy schedules of time and material donors. The Committee discussed the . . . need for electricity or running water (could we do without?), outlined concerns about loitering in the open air "structure", and reiterated the need to landscape in a way that the view of the harbor and sound were maintaIDed.-- ___-cc,- -- -- -- At this point, one Committee member asked to state his opinion on the existing plans Option A and B given his absence at the previous meeting when the plans were discussed. Leslie invited him to do so. He commended all the volunteer efforts to date on developing the plans but felt that the Committee had already achieved its objective for the Dock Beach property through the Town's purchase of said property to protect parking for IPP beach users and protect the view for all islanders. He felt little need for improvement at the site, particularly if it would become an attraction for non-Islanders. Another member reiterated the importance of public access to both state and local planning authorities. Members present agreed to write to the Civic Association and Louisa and Peter Burr on the Open Space Committee expressing concern that perhaps the plans including electricity and running water, etc... might be more than the Community needed. Leslie agreed to write a sense of the Committee. Leslie mentioned she was trying to work with EPA Regions I and II on No Dischar~ Zones to see what the minimum for providing pump out would be for Fishers Island as we have such a small fleet, no way to process what we collect from visitors, and visitors coming from states and communities that are already established as no discharge zones with plenty of pump out facilities. She will keep the Committee posted on those discussions. Progress was reported on improvements to the boat ramp. Harris and Steve reported that the site had been dredged and the Club driveway had been paved. Nina asked if Moorinl! Tackle Insoection cards should be sent out again this fall or should the Committee send the note out every other year. The Committee agre,ed to defer'the question to Elby Burr since he provided the cards last year. ' . The next meeting was scheduled for Friday, September 22 at 4:;3~m.
