Fishers Island Harbor Committee MINUTES Frlday;-Sepfember 22 at 4:30pm at the Fishers Island Utility Offices Present: Geb Cook, Mike Conroy, Chippy duPont, Louisa Evans, Leslie Goss, Luis Horn, Tom Johnson, Baron Kidd, Steve Malinowski, Harris Parsons, Margie Purnell, Allie Raridon and Scudder Sinclair. Guest: Capt. Andrew Heublein Observing: Charlie Brainard, Peg Clavin and Nancy Hunt Leslie reported that the presentation by Kevin McAllister of Long Island Bay Keeper on the No Discharge Zone would be held at a later date due to travel problems for Mr. McAllister. . Leslie asked for a status report on Dock Beach Park. Nancy and Allie provided brief updates. Peggy Clavin addressed the Committee about the amount of trash at the site. She also expressed concerns about the site becoming a "hang ouf after dark. She reported several incidents of late night noise in the parking lot and dock area. She expressed concern about the park attracting boaters who will tie up at the dock and come ashore and use the park. The Committee discussed advantages and disadvantages of having trash cans at the park. One Committee member suggested installing motion sensor lights. Committee members suggested implementing a no overnight parking rule. Louisa mentioned she would check what overnight parking rules are used effectively in Southold (see attached Note to Members) The Committee then heard from Capt. Andrew Heublein about his request for permission to use the Town Dock at Dock Beach Park to pick up and drop off passengers of his charter business. He explained how he was approached by an islander and several workers of island contractors to run a scheduled charter from Noank Spicers to and from Fishers on weekdays at 6:30am and 7:30am and at 3:30pm and and 4:30pm. He also mentioned that islanders call him and use him as a water taxi to and from the mainland at all hours. . All Committee members agreed that Capt. Heublein was providing islanders and island businesses with a valuable service, but several members were very concerned that a mainland based charter service could "open a can of worms" and set a precedent for other charter captains to establish business based on bringing day- trippers to Fishers Island where there is very little in the way of public amenities. Other Committee members were concerned about wear and tear on the dock and the Town's liability on the dock. Other members were concerned about the impacts the patrons of Captain Heublein's charters would have on Dock Beach Park and where they would . park automobiles. Many expresseJ concern that this site not become c:I. staging area for a mainland shuttle. There was further discussion about overnight parking at Dock Beach Park. Captain Andrew mentioned that patrons occasionally used his services late night and he would seek permission to pick up and drop off passengers at odd hours. Committee members sought to make provisions for late night fisherman who wanted to fish from the dock, but eliminate overnight automobile parking. There was Committee interest in a "no dusk to dawn tie up" policy for the dock as long as pick ups and drop offs were not considered tie ups. Captain Heublein had to leave the meeting and mentioned he would write the Committee a letter outlining his plans and operations and addressing Committee concerns (see attached correspondence and Note to Members). . Leslie reported that Hay Harbor Property Owner Bobsie Macleod wished to resign from the Committee and proposed Margie Purnell (formerly the Fishers Island Conservancy delegate) to fill her position on the Committee. Leslie mentioned that Margie was ideally suited to continue serving on the Committee in this new capacity due to her familiarity with Committee business, her familiarity with Hay Harbor water quality issues and her environmental credentials in general. All members agreed and Leslie said she would put Margie's name before the Southold Town Board for approval. Luis Horn and Mike Conroy each presented their Log books and gave brief reports about the 2000 boating season (see attached summary report). Due to the lateness of the hour, Leslie tabled discussion of Bay Constable performance and a reappointment vote until the next meeting. She asked Nina to send copies of sample Log book entries to the members for review prior to the next meeting. The Committee approved a letter to off-Island mooring permit holders seeking information about additional vessels that frequently or routinely used thier moorings. Leslie tabled discussions on new mooring applications, recently conducted Hay Harbor water quality testing, and new NY legislation regarding a municipal ban of jet ski operations within 1500 feet from shore.
