HomeMy WebLinkAbout01/12/2001 .- - Fishers Island Harbor Committee -- Executive Session MINUTES - Note to File nJanuary12~001 @4:30pm EST Present: Harris Parsons, Allie Raridon, Elby Burr (Nina Schmid) By Phone: Geb Cook, Chippy duPont, Leslie Goss, Baron Kidd, Margie Purnell, Scudder Sinclair Absent: Frank Bohlen (proxy), Ken Edwards, JR, Tom Johnson (proxy), Steve Malinowski (proxy) Leslie began meeting by asking for discussion on whether or not the Committee should recommend Mike Conroy for reappointment as a Fishers Island Bay Constable for 2001. Leslie read letter to members from Steve recommending reappointment. Leslie read JR's ballot comments against reappointment submitted in early November. As they requested, Leslie reviewed positions of Frank and T J recommending reappointment. . Many members were very concerned that Mike was not performing the job as outlined in the job description. But many members agreed that "firing" Mike without a warning left the Committee open to challenges, legal and otherwise, from the Town Board or anyone else on this matter. Members discussed changes necessary in Mike's performance of the job. Specifically they felt that he needed to conduct pc;ttrols in his own clearly marked Bay Constable boat. Observations he made from the shore or the SO boat were helpful, but a physical and recognizable law enforcement presence on the water is also necessary. Some Committee members were very concerned that Mike is too busy with other job commitments to perform the patrols at the prescribed times as outlined on the revised job description. For instance, is there a conflict between movie projection duties and a Friday evening patrol? Harris agreed to talk to Mike and be sure he understood Committee concerns. The Committee voted 12 yea and 1 nay (1 vacancy) to recommend Conroy to the Town Board for reappointment as a Fishers Island Bay Constable. This recommendation is subject to a favorable performance review in mid-July based on a revised job description. . The Committee will institute a job review process with a subcommittee of Elby, Chip, Scudder, Harris and others to examine LOG books mid-July, mid-August and then again in early October. Subcommittee will also collect personal observations and make reports and recommendations to the full Committee about how each Bay Constable is performing hislher duties and whether or not he/she needs a pat on the head or a kick in the butt. .- The Committee commended Luis for doing a good job these past two summers and recommends his reappointment. -- Committee is asking the Town to give FI Bay Constables a raise because the Committee has amended the job description to include one patrol of West Harbor between 5:00pm and dark on Mondays through Thursdays. The Committee is also asking the Town to supply large and legible signage for Bay Constable boats. Leslie will ask the Telephone Company to list Bay Constable names and phone numbers on the Emergency page in front, the "Know your Hamler page, and alphabetically under BAY CONSTABLE. Bay Constables should indicate on personal answering machines at home if they are on duty that week or not. Attached is a proposed schedule beginning the week of June 1 ending the week of October 5 is attached. Bay Constables should work out which one is going to work on the holiday weekends of Memorial Day, July 4th, Labor Day and the weekend beforehand and let Nina know by May 15. Attached is a copy of the Bay Constable Job Description as revised at 1/12/01 meeting, and a page about LOG book maintenance with sample entries. . .
