MINUTES

Leslie opened the meeting by asking Luis Horn for a Bay Constable report. Luis
requested that the floating information sign be repaired. E1by offered to assist Pirate's
Cove Marine with repairs. It was agreed that the location is good. The sign should read:
no wake, 5 mph speed limit, and no anchoring in mooring area. There should
be some reflective material put on the sign.

Luis stated that he would place 5 white donut buoys off the swim area at Dock Beach to
keep boaters out of the area. The buoys are on loan from the Town until the white
cylinder buoys ordered arrive mid-summer. Luis anticipates a busy summer. His first
week on the job including the new patrol time of Monday through Thursday evenings
was busy. He expressed concern that a raise to reflect additional patrol time be requested
again this budget cycle. The Committee agreed to remind the Town.
Harris Parsons, Mike Posey and E1by Burr agreed to perform Bay Constable job
performance reviews by July 15'" and report recommendations to the full committee at
the July 20th meeting.
Margie Purnell suggested laminating the Bay Constable duty schedule and phone
numbers and posting it at the Yacht Club and the Post Office. All agreed.
The Committee set the Boating Safety Course taught by E1by and the Bay Constables for
Friday evening and Saturday morning July 13th and 14th.
The Committee agreed to recommend to the Town Board Steve Malinowski for
reappointment representing aquaculutre interests and the Fishers Island Fire Department.
The Committee also agreed to recommend Tom Johnson for reappointment for the Hay
Harbor Club. Both terms would expire May 2006.

The Committee agreed to recommend Mike Posey to fill the seat vacated by Scudder
Sinclair, West Harbor Property Owner, through the term expiring May 2002. The

Committee also agreed to Bill Stengel to fill the seat vacated by Barry Hall, Hay Harbor
Property Owner's Associationc thr()ugh the term expiring May 2004.

Leslie reported that no municipality in NY State had taken advantage of legislation
passed last summer to prohibit jet skis within 1500 feet of the shore. She reported that
municipalities had the authority to ban jet skis to the 1500 foot distance prior to passage
of the legislation. Most communities have not done anything about jet skis as resident
complaints have dropped off, probably due to quieter machines. The Committee agreed
no action regarding jet skis needed to be taken at this time.
Nancy Hunt gave a report on progress at the Dock Beach park site. Rubble has been
removed, mitigation fencing has been placed around the site per the DEC, and the Town
has donated fill. Work will proceed this fall. Parking for beach patrons is available.
Picnic tables are available. Nancy reported that signs saying No Overnight Parking and
Southold Residents Only are on order and would be posted shortly. Several Committee
members expressed concern over the height of existing vegetation and reiterated the
importance of providing a harbor and sound view when the area is replanted as a park.
Harris reported that the barge containing fill to cap the Pickett landfill will unload on the
Electric Company easement between Goose Island Corp and Dock Beach park. This
work is scheduled for after Columbus Day.

Nancy Hunt reported that the DEC has relinquished the $ lOOk RTC oil spill damage
award to mitigate storm water runoff and associated impacts at the head of Pirate's Cove
in West Harbor. Chris Smith of the Cornell Cooperative Extension is managing the
effort. Margie Purnell queried who would maintain the system once installed.
Leslie opened discussion regarding use of the Dock Beach park dock by the charter
vessel Popeye. John Spofford presented a letter of support for the service provided to
Islanders by Popeye signed by the Civic Association directors. All Committee members
agreed that the service provided by charter vessel Popeye was beneficial to the Island
community.
Two members objected to Popeye using the Dock. Concerns expressed included 1) why
should Popeye have a free dock at its disposal, 2) Popeye creates significant wear and
tear on the dock, 3) opening the dock for Popeye opens the dock for any charter company
or other members of the public to use, and 4) although most vehicles are not on park
property, parking is a disaster, the area looks like a ferry staging area right where we are
trying to put a park and view of the harbor. All Committee members expressed concern
about parking aesthetics.

Committee members discussed each of these points suggesting that Popeye has a vested
interest in the dock and would therefore take good care of it. Permission from thc
Committee is necessary to use the dock unless one is a Southold resident/lessee or Island
business. Popeye has demonstrated a high standard of operations that would be hard to
match by any other charter service ~h<lt approached the Committee for permission to use

the dock. One member suggested that competing charter companies could be good for
Islanders driving down commuting costs.

A subcommittee including Chippy, Steve and Leslie was formed. The subcommittee will
investigate other landing sites Popeye could use including the Mobile dock. It- will
investigate Town DocklPier fees imposed in other communities. It will work on parking
solutions such as providing three or four spaces at Goose Island or on the Electric
Company easement for shuttles to another parking area. The subcommittee will report at
the July 20th meeting.
The Committee approved the following new mooring applications:
In West Harbor -
Keenan for 55'sail Southerly (location TBD)
Dexter for 30'sail Agape (location in vicinity of former Noyes)
Posey for 36'sail True North (location in vicinity of former Noyes)
IOD Jester (location near other IODs but toward harbor entrance)
Bauer for 27'sail Sophie, (east field)
Raridon for 27'sail. (off Dock Beach)
Given the number of new island boats with only two retiring moorings, off-Island
applicant Smith Cove Yacht Club was declined space and was reestablished at the top of
the waiting list.

North shore moorings included moving Dwyer 19' power Side Swipe to
Chocomount Cove and adding Kidd to Chocomount Cove.
The Committee set Friday, July 20th at 4:30pm as the next meeting date at the Utility
Offices.
