Fishers Island Harbor Committee
MINUTES
Friday, September 28, 2001
at the Utility Offices Conference Room
PRESENT:

Leslie asked for the Bay Constable report. Luis reported that overall this summer was
quieter than last summer. He requested that 1) both Bay Constables be assigned to work
through July 4th weekend, 2) add a West Harbor patrol on Sunday afternoons sometime
between 2:00pm and 5:00pm, and 3) make every effort to match mooring ball
identification marks to the mooring list. The Committee agreed to these requests. Elby
suggested marking winter stakes and mooring balls with the same marking to avoid
confusion in the spring when placing mooring balls.
Luis reported that there was some speeding, some anchoring inside the donut buoy line at
Dock Beach, and that the Dock Beach dock was used frequently by non-Southold
residents. Luis reported that overnight live aboard mooring in the west field trailed off
after our July meeting and after contacting the Yacht Club/marina management.
The Committee agreed that the line of donut buoys off of Dock Beach should be tucked
in toward Dock Beach just a bit more next summer to allow a few boats to anchor off
Hawk's Nest Point for swimming, windsurfing, etc.... Leslie agreed to ask Don
Dzenkowski for more donut type buoys to replace some tired channel marks.
Nancy Hunt reported on Dock Beach Park. She expressed the hope that Dick Grebe
would be able to grade the dirt pile at the site and that seeding could happen this fall or
next spring at the latest. DEC had required mitigation fencing at the site prior to any
grading. Several volunteers labored to install the fencing this summer. It was reported
that the fencing needs to be erected where it has collapsed in a few places.
Steve Malinowski reported on the condition of the boat ramp at the head of Pirate's Cove.
Some dredging was done at the site but not enough to allow for use of the ramp in certain
conditions. The concrete slabs themselves need to be scraped all the way out to where
they end. Leslie agreed to ask the Town for guidance and assistance. It was suggested
that a DEC permit might be necessary, but there was question about whether a permit was
necessary for maintenance dredging.
Mike Posey spoke of what he knew about the Yacht Club/marina plans to dredge for
dock expansion as soon as this spring. The management hopes to create an additional 20
slips with a t-shaped expansion in the direction of the Sharp property. Shortage of small
boat dockage has been a problem at the site creating additional requests for moorings in
West Harbor for the past two boating seasons. Several Committee members commented
on the length of permit process in general. A Committee member suggested writing the
boat ramp dredging operation into the same permit request in order to facilitate process
and equipment sharing.

Captain Andrew reported on his operations at the Dock Beach Town dock. He still uses
the site to load and unload charter patrons. His core business continues to be construction
types and contractors. He reports that his customer base hasn't grown, which is fine with
him. He outlined several costly vessel improvements and certifications acquired in the
past twelve months. These certifications allow him to carry more passengers at a time
(20 people total), thereby cutting down on the number of morning and afternoon trips he
makes. He reported that he had recently written to Goose Island Corp to enquire about
dock space. He did so in response to last year's Committee request to seek alternative
touch and go space to the Town dock. He had not received a response from Goose Island
Corp as of meeting time.
Chip duPont reported that the Goose Island Corp board would be meeting soon to discuss
a "clean up campaign" at the site of the Mobil station. He stated that they may create up
to 10 parking spaces and that they mayor may not charge for them. Chippy said that the
board would respond to Captain Andrew's letter soon.
The Committee agreed to give temporary approval for another year to Captain Andrew
for continued use of the Town dock with the same conditions as last year. His patrons
may not park on Dock Beach Park property, his patrons may not adversely impact Dock
Beach Park, and he may not solicit off-island business. The Committee may choose to
revisit this issue should Goose Island Corp make space available to Captain Andrew's
operation.

The Bay Constable performance review Subcommittee reported that Luis Horn was doing
well with the job and they anticipated his enthusiasm for the position to continue since
the purchase of his new boat. The Subcommittee reported that Mike Conroy performed
well when he was on the job - avid on speed control, made the boating safety course this
year, has good skills and is smart on the water - but they continue to be concerned about
Mike's availability to perform the job. They strongly urged him to get his boat in the
water for next season. The Subcommittee recommended that the full Committee
recommend to the Town board reappointment of both Luis and Mike to the Bay
Constable positions for 2002.
Leslie read through the mooring permittee list to flag problems and concerns. The
mooring for Benkard's widgeon in the bullseye area in West Harbor was retroactively
approved. Bloethe's request for a mooring for his 17' whaler in West Harbor was
approved. Records indicate that the Committee will need to collect this year's mooring
fee for Brad Burnham's bullseye, McGheeney's 100, other Brad Burnham's 100,
Rosenburg's Windance, Farrar's Kahoutec, both FrYC moorings, and Doherty for Wee
Five. The following names should be added to the north shore mooring list: Helfet (by
.
. Brim), Tripp off sisters, Patterson off sisters, and Stanley (where?). Penni and Greg
Sharp need a number assigned for the mooring adjacent to their property approved in
July. Someone reported that Bohlen's winter stake did not get pulled this summer.
Keenan did not drop new mooring requested this summer for Southerly. Neilson did not
put Whirlwind in the water this summer.
