Mullen, Jr. TELEPHONE 765. 1938 December 30, 1981 Mr. Robert Gillispie, III The North Fork Agency North Road Southold, New York 11971 Dear Mr. Gillispie: At a regular meeting of the Southold Town Planning Board, Monday December 28, 1981 the following action was taken: RESOLVED that whereas, a formal application for the approval of a subdivision plat entitled "Phebe Bridge Estates", minor subdivision was submitted to the Planning Board on May 28, 1981, and an application fee of $50 was paid October 5, 1981, and WHEREAS, a public hearing was held on said subdivision application and plat at the Town Hall, Southold, New York, on December 28, 1981 at 2:15 p.m., and WHEREAS, the requirements of the Subdivision Regulations of the Town of Southold have been met by said subdivision plat and'application, NOW, therefore, be it RESOLVED that the application of Phebe Bridge Estates for approval of said subdivision plat prepared by Roderick Van Tuyl, P.C. dated April 21, 1981, and amended September 25, 1981, be approved and the chairman be authorized to endorse approval on said subdivision plat, subject to meeting the requirements of 280-A of the Town Law and the fOllowing six conditions: 1. All stormwater runoff resulting from the development and improvement of this subdivision or any of its lots shall be retained on the site by adequate drainage structures so that it will not flow out into the right-of-way of Main Road or directly into the drain. .. . . Erosion and sediment control measures shall be required during and immediately after construction on each lot to insure that stormwater runoff will not carry eroded and other deleterious materials into the nearby drain. 4. No lot shall be subdivided or its lot lines changed in any manner at any future date unless authorized by the Town of Southold Planning Board. 5. Approval of this subdivision shall be made subject to the subdivision's meeting the requirements and standards of the Suffolk County Department of Health Services. 6. The above conditions shall be filed as covenants and re- strictions in the office of the County Clerk on or prior to the granting of approval to this subdivision. Bridge questions the necessity of a L.B. at the end of the R.O.W. I included the L.B. in row recommendations (Report No. 253) t~ cover more or less the Co.mty note 1. attached to the subdivision map. '!his note reads, "All stormwater runoff resulting from the development and improvement of this subdivision or any of its lots shall be retained on the site by adequate drainage ..tructures so that it will not now out int~ the R. O.W. of Main Road or directly into t11e drain. I looked into the drain sHuat,ion today. It is II smll11 o'Oen ditch beginning at an overflow catch bllSin at the south end of the H.E. Church asphalt parking area. '!he ditch continues southerly for 300 ft.~ to a pond, landscaped on the Sides, which does not IIppear to hllve IIn outlet. When the final grading is completed at the south end of the IIccess road, the low point will be 20 ft.t beyond the subdivision south limit. Runofff'rom about .300 ft. of the improved road would go right and left into the ravines as mentioned in m:r report and Mr. Bridge's letter. Based on the plan contours, which appear to be reasonably correct, and visual observations, some runoff from sections of Lots No.1 and No.2, pllrt of the adjacent G. Bridge property south of t.he subdivision and other propert.y east of the subdivision c~d reach the drainage trench. In row opinion these circumstances have existed ~ a long time. The runoff from the improved road would be about the same as the original road and should not change the status of the drainage ditch. At t,his time I believe the leaching basin can be eliminated. BRIDGE ESTATE - ACCESS ROAD Minor Subdivision at Southold - Map Amended Sept. 25, 1981 COMMENTS: The road in the 20 ft. R.O.W. has been relocated in front of Lot No. 1 and in part at Lot No.2. The road is now all within the R.O.W. Topsoil and loam was removed in the relocated area and backfilled with sand and gravel. A course of sand and gravel was placed on the total length, for a width of 12 ft."'!:. This work had been done prior to my inspection today. Four test holes in the road show an average of 3!z" 'i of sand and gravel. Approximately 180 ft. of the road slopes down to the State Highway. Drainage runoff from the road there would be negligible. The remaining length, 300 ft., slopes to the south limit of Lot No.2. Runoff here presently goes right and left into a deep natural gully. The continuation of the road into the adjoining property is on a plus grade making a low point. The road runoff here does not go directly to the center line of the drain (shown on another map) which is about 300 ft. to the east. It would be advisable to install a leaching basin at the south end of the new road. The continuation of the road into the adjoining property which is in fair condi- tion has a turnaround that could be used by emergency vehicles. Recommendations: 1. Road width 12 ft. 2. Do some minor fine grading on the sand and gravel in place to eliminate a few depressions. 3. Place a 4" top course of compacted stone blend. 4. Install a leaching basin at the end of the R. O.
