The Planning Board will waive the requirement that the Bank obtain site plan approval for the following improvements which will be made to the parking area this fall: 1. Drainage and curbing along Traveler Street will be installed as shown on the enclosed sketch subject to the Town Engineering Inspector James Richter's supervision during construction. 2. Four street within this area. area prepared for trees are to be planted Sincerely, ~~r:k Bennett Orlowski, Jr. Chairman cc: James Richter, Engineering Inspector Victor Lessard, Principal Building Inspector MEMORANDUM TO FILE RE: North Fork Bank & Trust S/W/c Traveler Street & Youngs Avenue, Southold DATE: October 31, 1991 On October 30, 1991, James Richter, Engineering Inspector, gave a verbal status report on the installation of the curbing and street trees at this site. He indicated that he had authorized the placement of three trees, instead of four, along Young's Avenue due to the presence of a thick concrete block where the fourth tree was to be placed. This tree was subsequently placed along Traveler Street, so that each landscaping strip has three trees each. This was brought to the Planning Board's attention later that day. The Board finds these improvements acceptable with the following changes: 1. The landscaped area between the sidewalk and the curb along Traveler Street shall be increased to six (6) feet in width. 2. Oak or honey locust trees should be substituted for the pear trees. 3. Similar landscaping, also six (6) feet wide, shall be placed parallel to Youngs Avenue, inside the existing sidewalk. Railroad ties or concrete car stops can be used to protect the landscaping from the cars. ,--' . . However, you questioned the request to do the same along Young's Avenue because this is Town property. In answering your question, I, first, must clarify what the Board meant in its July 11th letter. The Bank is being asked to install the landscaping on its own property; not the Town's property. Second, the reason we do not want the Bank to plant street trees between the sidewalk and the curbing on Young's Avenue is that when they mature, they will interfere with the utility lines overhead. Last week's hurricane was a reminder of the enormous amount of damage that can be caused by tree branches falling on utility lines. We have taken a different approach to the strip along Traveler Street because there are no utility poles on that stretch of road. Finally, there should be a landscaped strip between the parking area and the sidewalk for the safety of pedestrians. Whatever the Bank's long term plans for the development of the lot, it is likely that there will be landscaping between the sidewalk and any proposed building. In closing, please know that the Board is delighted that Traveler Street at this corner of the business district will be (' . landscaped. I hope the Bank reconsiders the landscaping along Young's Avenue, because it would be an asset to the whole business district as well as the Bank. As stated in our previous letters, if you have any questions or need more information, please contact Bob Kassner of my staff. At that time I went over what the bank had already done at the site as far as demolition, paving, adequate drainage retention pools and lighting to the sum of approximately $45,000. Mr. Kassner indicated a need for additional sidewalks, islands with shrubbery and trees and I do not feel that these improvements would enhance the ability to park cars. Furthermore, a budgetary figure of $40,000 to $50,000 would be needed. I will be happy to further discuss this matter with you and can be reached at 298-3240. I look forward to hearing from you. All uses required to provide twenty (20) or more off-street parking spaces shall have at least ten (10) square feet of interior landscaping within the paved portion of the parking area for each parking space and at least one (1) tree with a two-inch caliper for every ten (10) parking spaces or fraction thereof. Each separate landscaped area shall contain a minimum of one hundred (100) square feet, shall have a minimum dimension of at least eight (8) feet. shall be planted with grass or shrubs and shall include at least one (1) tree of not less than two-inch caliper. B. A landscaped area shall be provided along the perimeter of any parking area except that portion of the parking area which provides access to a street or parking facility on an adjacent lot. Accessways to adjacent lots shall not exceed twenty-four (24) feet in width and shall not exceed two (2) in number for each purpose. The landscaped area shall have a minimum dimension of four (4ljeet. shall be planted with grass or shrubs and shall include- at feast one (1) tree of not less than two-inch caliper for every forty (40) feet along the perimeter of the parking area. Exceptions and modifications. A. Established front yard setback. Where property in the vicinity is improved with principal buildings with front yards of less than that required by the provisions of this chapter, the front yard setback shall be the average setback of the existing buildings within three hundred (300) feet of the proposed building on the same side of the street within the same use district. B. Exceptions to lot depth requirements. The minimum lot depth at any point may be decreased to seventy-five percent (75%) of the minimum requirement if the average depth conforms to the minimum requirement. C. Exceptions to yard requirements. (1) Permitted obstructions. Cornices or cantilevered roofs may project not more than two (2) feet into a required yard.
