I'm a homeowner - 1675 Tuckers Lane, right next to the property. I really have no objection to the property, whatever they want to do with it. What I do have an objection to is that I've been having an awful lot of problems with dust with that organic vegetable farm that's being grown there. He made the road right next to my property. Trucks go in there. Cars go in there. I cannot keep my windows open on the house. I can't sit outside, because they go in 30-40 miles and hour and they come out the same way. I've spoken with them. I asked them if they would kindly use the road that's designated...there's two roads leading into that property right now that are designated roads. I can understand the farm equipment being used, that's farming. I spoke to the owner about it. I asked her to use the main road or at least when they go by the house to slow down a little bit so they don't raise the dust on dry days. Her answer to me was, this is farmland, this is the way it is out here. I came to the Town Hall here to ask advice, to speak to people. They told me that they can't do anything about it. It's farmland and they can do whatever they want. I just had the house painted. I had to go out there every couple of hours while the house was being painted and wet the road down because they were going in and out constantly. And they don't slow up at all. In fact they make comments to me when I ask then to slow down. And that's not being very neighborly. My father built the house in 1972. We owned the property since 1965. 1 have dealt with Mr. Doroski where he used to farm the land. He was a very good neighbor. We always got along fine. He used to cut the grass and the weeds right up to the hedges. I've got hedges three sides of the property which I keep trimmed and everything. I can't trim them, I can't go on the other side because it's neglected. That's the problem I've been having all summer. And I want to make a comment to you, Donna. You made a comment on the letter that you sent me that the painting looks very nice, that I built the house up and everything. if you only knew what I had to go through when I was painting the house. And that's not being very neighborly at all. Mr. Orlowski: OK. This site plan doesn't address any ingress and egress from Tuckers Lane. Afadite Katavos: My name is Afadite Katavos: I'm at 145 Greenfields Lane, which is at Tucker, and I'm just asking for information on two matters. I don't know if one was partially addressed. I have no objection to the project, but I wanted to know will there be enough parking spaces provided on the property facing 48, for workers cars, trucks, and customers so that Tucker Lane does not become a parking lot? And two, will the entrances and exits be on 48? The corner of Tucker Lane and 48 is very dangerous. Two speed lanes turn into one lane at that corner, and the visibility around the corner from Tucker Lane is bad. We hope this dangerous situation is taken into account. That's just my comment. Mr. Orlowski: That's a farm road and that's on the property. I can't... Mr. Jurkovich: For cars to go in and out constantly? Trucks? They have a road that's designated to get Into that land there. In fact, they have two roads that are designated. There's one down by the railroad tracks, second house from the railroad tracks, and there's one for 48. Mr. Orlowski: Again, I can't address that. This Board can't address that. I mean it's their property. Mr. Jurkovich: Well, who can address it then? Mr. Orlowski: That's something you'd have to discuss with your neighbor to... Mr. Jurkovich: If I discuss it with my neighbor, I'm going to get into trouble. I can't entertain that at this hearing because it has nothing to do with the site plan itself. This access shows for the winery, off of 48 which will have to obtain a curb cut from Suffolk County to have that access. The rest of it is residential and access it from wherever they access it. We don't entertain that. Mr. Jurkovich: So the road is going to stay there no matter what she does? Mr. Orlowski: I don't know what she is going to do with that road. Danielle Helinski: Good evening. My name is Danielle Helinski and I live at the corner of Tuckers and the North Road. I live right across the street from Mrs. Dzugas-Smith. And I just wanted you guys to know I have no oppositions to this winery. I think the way she's going about it and the way she's doing it and the way it is a truly family run vineyard, and the way she is planning on doing a log vineyard, and the whole nine yards I think that's very much in keeping with the environment and very much in keeping with the way I think Southold should betray itself. We already have problems. I've already addressed the Supervisor, Jean Cochran to way-lay this lady's fears about that being reduced to a 45 mile per hour zone through there, and I really believe that should have to be done, but I know you guys have nothing to do with that, I'm just kind of answering her question. But, I just wanted you to know that we're behind her 100%, and I've always known her to be a very honest and very trustworthy person, and I've known her since she moved in and that's probably been 4 or 5 years ago. My objection...I know we can't do anything about this so called farm road, it's more of a thoroughfare. I'd just like to go on record as being against the farm road as it stands now. Donna Dzugas-Smith: My name is Donna Dzugas-Smith and I'm representing my family that's in the back, for the winery. We've been working on this since May with the Planning Board and the Architectural Review Committee. And first I want to thank the Planning Board for being as professional as they are. This has been a hard project. Wineries are a difficult project out here, no matter how you look at it. It's on that A-C land. It's a small scale. Like he said it's 1,116 square feet. It's hand-crafted logs and yes, it's sole entrance and exit from opposite Kenny's Road on the North Road, it should not involve Tuckers Lane. Eventually, the rest of the land we hope will be complete vineyard. We're approaching the Land Preservation Committee to sell the Development Rights, so you'll have open space. And I know It's not supposed to be addressed here, but since two neighbors brought it up I just would like to address it as far as the farm road. I have spoken to the neighbor. That is not my response to you. It might have been from the farmer that's renting my land from me, but that was not my response to you. Mr. Jurkovich: Yes it was Donna. Ms. Dzugas-Smith: Well, anyway, the dirt farm road, I rarely, rarely use it. We use the one from the North Road and we do have one next to Helen's house that we use a lot. We go into the vineyard which tends to be more closer to Southold Town Planning Board 13 October 5, 1998 the tracks. I will speak to the organic farmer to see if we can lessen the use of that dirt road. I do want to be a friendly neighbor and I will work on that. That's about all I have to say. Just to let you know that I have been working with the State Department of Transportation for the past few years to have a concerted traffic study done. I don't know if you noticed this summer but there have been traffic counters on the North Road and in town and these traffic counts will continue through the fall. And the reason why they're there is because the State is doing counts on all the roads - the State, County and local roads, in an attempt to update the information that's available about the volume and the speed at which traffic is moving through the town. Next year they are going to do an analysis of this and one of the issues that we have asked them to look at is the issue of speeding at certain intersections where we know we have problems. And as we've mentioned, Tuckers Lane is one of those of concern. The County DPW also is aware of our concerns about the Increased amount of speeding that's taking place. And we are hoping to avoid having to put stop lights at every single intersection. One of the things that I have recommended to the Board is that we keep the Southold Town Planning Board 14 October 5, 1998 hearing open until we have worked with the DPW to insure that the location of this curb cut to the site does not make the problem worse. So I want you to be aware of that. There's a dialog going on and what we're hoping to do is find some way to add this curb cut without making the situation worse. The concern will not end there. We are going to continue working with the County over the next year or two to try to resolve this. I don't know how it will be resolved but it will be something you'll be hearing more about as time goes on. Anthony Coutsouros: Good evening. My name is Anthony Coutsouros and I live on Tuckers Lane and I would just like to say that, as I've said this once before, that I think the building proposed at the winery will be a very attractive building and I think it does go with the area. And I just wish that you would take a little more attention on other projects that go up around, like Mr. Gray's project. I have no objection to him putting storage buildings up, but I think the front of the buildings or whatever faces the road in that particular case should be an attractive building that will add to the area. A lot like some of these cesspool companies and nurseries that have all this plastic all over the place and they look like...I mean really, it's just an eyesore. Now you see people are moving out here. People are trying to get away from all the hustle and bustle and all the concrete. And they come out and see these...I guess it was Mr. Gray who put up the Feather Hill complex? It's a shame that project isn't a very successful project because it is really an attractive that really does a lot for the North Fork. Projects like that really do a lot. Like I said once before, we held McDonalds to a higher standard and we should hold everybody to that standard that wants to put up a commercial building that will add to the area and not detract from it. I understand the farmers want to put up the most inexpensive buildings as possible, but it really does detract from Southold and the North Fork, what the future for the North Fork is, to have all these tin sheds going up all over the place. The one they built on 48 right next to the church, I don't know how they got away with putting that storage shed up? I just don't understand how you can allow a thing like that to go up next to a house of worship. That thing is a nightmare. Is this the Board that approved that building? Is that Riverhead? Look how disgusting that thing looks over there, next to a house of worship. I couldn't believe it. Mr. Orlowski: We agree. Ellen Latson: Good evening members of the Board. My name is Ellen Latson. I'm the neighbor right across the street from the Dzugas-Smith property. I'd just like to go on record saying that I think it's very Important that the Town 0 Southold Town Planning Board 15 October 5, 1998 of Southold support the wine and wine industry; that it has literally saved the Town of Southold from major subdivisions and will continue to do so. That the Dzugas-Smith family, they're a working family with three small children and that when they get the winery up this will give them the revenues that they need that they'll improve the property as they go along so this is a stepping stone along the way to what I hope is a very successful venture for them. The only thing that I have discussed with Donna is that for such a small building I think there is a lot of parking, but when I looked at the plan I see how you figure it out and how you have to have all the parking and that's fine. I mentioned to Donna, when they have the vines in front of the parking it looks nice that way. She said initially they're going to have landscaping and then someday along the line they'll put the vines in front and improve it. But, as I've said, they're a working family. They can't do everything overnight, and so I wish them luck and I'm glad that there are a lot of wineries on the North Fork. Mr. Orlowski: Anyone else? The ARC met at Town Hall, moving to the site of the proposed Dzugas-Smith winery. Members present were: Robert i. Brown, Co-Chairman Garrett A. The minutes of the meeting of August 19 were approved as submitted. DZUGAS-SMITH WINERY: (Pre-submission) Pending a final submission to the Planning Board, the Committee (1) affirmed its recommendation of June 4 "that the building be sited 220 feet or more from the road" and (2) recommends that the angle of the building from the road be retained as in the original proposal. The Committee discussed the merits of a policy to situate wineries away from the road in an area surrounded by grapes. These locations are attractive, in keeping with wineries elsewhere, and avoid any extension of a strip mall like appearance into agricultural areas. Robert W. The 'lean-to" addition should be eliminated by incorporating it into the structure. A modest pine log structure, bleached salty white, is the new Cultural Mu- seum for the 50Q.memher Shinnecock nut ion, built with a $200,000 grant (rom the casino-enriched Connecticut Pe- quots. It was designed by Beaver Creek ,Log Homes, a business of the Oneida Indian nation. Logs were built in the traditional method, planed to fit snugly without joinery or mortar, and assembled on the Montauk Highway site, just west of Southampton. The museum, opening this summer, will be the hub of activities on the SOO-acre reserva. tion, with an amphitheater and a "living museum" for wigwam- and canoe-building. The building is made from white pine logs hand peeled, shaped, sand- ed, notchcd, and asscmbled by Onei- da workers with the Bcaver Creek company.
