Board of Directors Meeting
October 9, 2004
2:30-4:00, 5:00-5:20
Members Present: Heather Ferguson, Barry Bryan, Kate Reid, Jack Hesse, Mike
Imbriglio, Sarah Malinowski, Penni Sharp, Peter Rugg. Absent: Janio Spinola
Guests: Rosemary Baue, Art Walsh, Speedy Mettler
Secretary: Meredith Harr
Attachments: Hamlet Study Proposal, Community Board Update
Community Board Activities: They will get the $40,000 they need to get up and running
from $10,000 from Civic and Sanger and $20,000 from other island organizations. They
have established that all residents will be members and eligible to vote. They hope to
have elections by Memorial Day.
Hamlet Study: Heather stated that the Community Board (CB) had moved forward with
the Hamlet Study. A proposal for the Hamlet Study needs to be to the Town Board by
Tuesday, October 12. It was agreed that the proposal be signed by both FICA and the
CB. It was decided not to ask for money for Meredith's help in this project at this time.

Transfer from FICA to the Community Board: Barry said the transfer could be made by
changing the by-laws to describe how the Directors are elected, how membership is
defined, and when and how FICA's bank account will be handled.
The meeting adjourned for the Public Meeting and re met to elect Officers.
Penni motioned and Kate seconded to approve the nominations of Officers: Heather as
President, Jack as Vice President, Meredith as Secretary, and Laurie Finan as Treasurer.
Unanimously passed.
Speedy motioned and Penni seconded to approve the appointment of an Executive
Committee comprised of: Heather, Peter and Jack. Unanimously passed.
Penni motioned and Speedy seconded the slate of signatories for the check book:
Heather, Jack, Laurie and Meredith. Checks over $1,000. will have to be signed by two
people.
Speedy moved and Peter seconded and all were in favor of the CB being a sub-
committee of FICA for another year and authorized $10,000 support for the CB.
The meeting adjourned at 5:20
