SPECIAL MEETING
BOARD OF EDUCATION
FISHERS ISLAND SCHOOL DISTRICT
April 28, 1998

CALL TO ORDER Meeting was held in the Superintendent's office of the Fishers Island
School and was called to order at 12:08 p.m. by District Treasurer
Mary Pankiewicz.
MEMBERS PRESENT Jeffrey Edwards, Aaron Lusker and James Suedmeier
MEMBERS ABSENT Susan Horn and George Horning
OTHERS PRESENT Mary Pankiewicz, District Treasurer
BOCES ELECTION Motion by J. Edwards, seconded by A. Lusker, and carried, the
Board cast votes for Helen Brannon, William Hsiang, Lisa Israel,
Ann Savino and John Wyche for members of the Board of Cooperative
Educational Services.
BOCES BUDGET
Motion by J. Edwards, seconded by A. Lusker, and carried, the Board
cast its vote to approve the Administrative Budget of the Board of
Cooperative Educational Services for 1998-99. .
RESOLUTION #1 Motion by J. Edwards, seconded by A. Lusker, and carried, the Board
passed the following, "RESOLVED, that the Fishers Island Board of
Education urges legislators to amend Education Law Section 1950
which governs the election of Trustees to the BOCES Board so that
future special elections will be held only when a vacancy occurs during
the first two years of the term of a BOCES Trustee who has separated
from membership on the BOCES Board, and; FURTHER RESOLVED
that authority be granted to the BaCES Board to either appoint a
replacement to a vacant seat during the final year of the separated
Trustee's term, or to allow the seat to remain vacant during the final
year of the separated Trustee's term until the annual election of BaCES
Trustees conducted during April, and; FURTHER REsaL VED that the
law be amended to require that any special elections called by the
BOCES will be held within 60 days, rather than 45 days, from the time
the separating Trustee has had his/her seat declared vacant by the
BOCES Board.
RESOLUTION #2 Motion by J. Suedmeier, seconded by J. Edwards, and carried, the
Board passed the following, RESOLVED, that the Fishers Island Board 0"
Education urges that legislators amend Education Law Section 1950 .

nominate candidates for the BOCES election regardless of current

RESOLUTION #2 representation on the BOCES Board, and; FURTHER RESOLVED that
the Fishers Island Board of Education endorses the current law which
provides that only one resident of a component district can sit on the
BOCES Board.
RESOLUTION #3 Motion by J. Suedmeler, seconded by J. Edwards, and carried the
Board approved the following, RESOLVED, that the Fishers Island Board
of Education Is supportive of legislation proposed by the State Education
Department which would authorize State Aid payments in the following
categories:
-For the new construction of classrooms Identified specifically for lease
to BOCES for special class programs In public school buildings which
also serve non disabled students, school districts will receive an
additional 1 0 percent aid above what they would generate for such
classrooms through the normal building aid formula up to a maximum
of 95 percent of the total project cost.
-For the lease of classrooms In school district buildings to BOCES for
special class programs, Including existing and new leases, an additional
5 percent of the lease cost will be paid to the host school district as part
of the district's State Aid payments.
FURTHER RESOLVED, that the Fishers Island Board of Educations
looks forward to working with BOCES and neighboring school districts
to resolve regional special education space needs.
ADJOURNMENT
Motion by A. Lusker, seconded by J. Suedmeler, and carried, the
Board adjourned the meeting at 12: 12 p.m.
