Presentation on No Discharge Zones
Due to miscommunication between clerk and chair, meeting reminder notices were not
sent to each member. A quorum was not present at this meeting. It was agreed that
chair would mail survey to Committee members soliciting recommendations for 2 Bay
Constable candidates from the four applicants to recommend to Louisa and the Town
Board. It was suggested that the candidates should be boating safety certified. Leslie
mentioned that all applicants were likely boating safety literate at a minimum, but that
candidates probably had not been officially certified. It was suggested that they be
certified this summer during the boating safety course (also for purposes of teaching
the course in the future). It was also suggested that the candidates be fully briefed
about the "rules and regulations" of Fishers Island waters, but more importantly about
for what reasons these rules and regulations have been developed in the first place.
There was discussion about the role of the Corl'lnltt<:'le concernin!;l the Town's
purchase of the property adjacent to Dock Beach... Those attending the meeting
suggested sending a letter to Supervisor Cochran in addition to the October 27
correspondence stating a strenuous interest in having the Committee be the lead
agency for developing the use/site plan lor this property. Concern about "point
sources of pollution" at the dock was ~aised again. Given the dock's location
proximate to the west mooring field (a no live-aboard area) and children's swimming
beach, it was reiterated that no live-aboard, overnight use of that dock should be
permitted.
