WHEREAS on March 11, 1992 the Planning Board received corrected lot area data from Stephen L. Ham III regarding the February 3, 1992, conditional final approval for a lot line change for William B. May and Jeanne A. May and Jeanne A. May individually; BE IT THEREFORE RESOLVED that the Southold Town Planning Board correct the resolution of February 3, 1992, to read as follows: WHEREAS, William B. May, Jr. and Jeanne A. May individually are the owners of the property known and designated as SCTM#1000-9-9-6.1, 7, 9 and Reservoir Road, located at Reservoir Road on Fishers Island; and Page 2 William B. May WHEREAS, this lot line change, to be known as lot line change for William B. May and Jeanne A. May and Jeanne A. The foregoing resolution supersedes the resolution adopted by the Southold Town Planning Board relating to this lot line change on February 3, 1992. The question of whether an action maybe significant is not always easy to answer. Frequent- ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine significance may have little or no formal knowledge of the environment or may be technically expert in environmental analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting the question of significance. The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination process has been orderly, comprehensive in nature, yet flexible to allow introduction of information to fit a project or action. Full EAF Components: The full EAF is comprised of three parts: Part 1: Provides objective data and information about a given project and its site. By identifying basic project data, it assists a reviewer in the analysis that takes place in Parts 2 and 3. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially- large impact. The form also identifies whether an impact can be mitigated or reduced. Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the impact is actually important. Just a notation with regard to the preliminary hearing. It is situated on the northeast corner, not the northwest corner. This proposal before you I believe, is in conformity with Section A-106 subdivision ordinance. The C subdivision was granted sketch approval back in June 25, 1990 and was given a Negative Declaration on the SEQRA on August 13, 1990. That map before you reflects changes the Board has requested as well as those of the Mattituck Fire District Commissioner's. It is the applicant's intent to establish a planned commercial and business area here in Cutchogue, in the township and they are in hopes of broadening the tax base by attracting new business as well as creating local employment. With regard to the objections filed by the Suffolk County Planning Commission, I would request the Planning Board override these for the following reasons. One, the road circulation extends fully the width of the property going both east and west. Two, ,the roadway has been designed for commercial vehicles. There is a seventy foot right-of-way and an extra large turning radii are provided at both cul-de-sacs in the proposed subdivision. The Planning staff has requested that there be no curb cuts onto County Road 48 as part of the design so that the high speed circulation traffic on 48 will not be encumbered and this map reflects those requests. I believe the Suffolk County Commissioners failed to consider the lot sizes being three and , four acres apiece. This transfer of property will move the southern boundary of lot 6.1 (William May) further south. In addition, Lot 7 (Jeanne May), which consists of 0.58 acres, and the southern portion of Reservoir Road (1.19 acres) will be merged with lot 9 (Jeanne May). According to the site plan a single family dwelling is proposed on Lot 9. In the terms of project impacts the use of lot 9 for the purpose of the ultimate construction of a single family dwelling must be considered. Based upon a hypothetical driveway and house layout in conformance with zoning, extensive excavation may be necessary for the location of a driveway where the house is proposed, due to the steep slopes (30% or more).
