Re: North Ridge Estates Main Road Orient, Town of Southold, New York (87-1130) Dear Rudy: In response to your letter of February' 16, 1989, re- garding the above captioned project, I have reviewed the report of the Suffolk County Planning Staff dated November 18, 1988, the report of Sidney B. Bowne & Son, Consulting Engineers dated December 7, 1988, and the resolution of the Southold Planning Board dated January 24, 1989. In reviewing the Planning Boards resolution, I do not find a discrepancy between the two reports. The Suffolk County Planning report states that the storage capacity of the recharge area should be enlarged to contain the runoff from an 8 inch rainfall, while the Bowne report states that the drainage area can be decreased in depth. In. this particular Case, depth and capacity do not necessarily conflict. I will not take the time to comment on the Suffolk County Planning Staff opinions regarding the Standard Layout as this plan was prepared only for yield purposes. Dear Mr, Orlowski : The following is our response to comments by the Suffolk County Planning Commission and the Soil and Water Conservation District regarding drainage on the above referenced subdivision: Suffolk County Planning Commission The Commission refers to recharge areas havinq a minimum storage for 8 inches of rainfall . The Town Code requires recharge areas to be designed for 6 inches of rainfall on the catchment area. We consider this to be reasonable, and the developer has adhered to this standard in his drainage design. The Commission notes that the drainage design must keep runoff from flowing onto Main Road. The proposed design addresses this concern by locating two catch basins near the entrance from Main Road. Soil and Water Conservation District Reference is made to a natural drainage way across lots 7-9. Individual site plans will be required to show that runoff on each site will be directed away from the building and will be kept from encroaching onto adjacent properties. Another item addressed is the volume of surface water runoff for which storage must be provided . Using the Town Code recharge design chart for an average overall slope of 4%, results in a runoff factor of 0.20 for non-impervious areas. Combining this with a factor of 1.0 for the paved road (approximately 6% of the total catchment area) results in a combined runoff factor of 0.25, as shown in the drainage calculations sheet 2 of 2. Dear Mr. Orlowski: In accordance with your request the staff has examined the proposed subdivision layout for a 22.4612 acre tract reputedly owned by Daniel Marcucci and offer the following comments on the proposal for your use. Staff comments on a preliminary map, however, do not constitute a review of the map by the Suffolk County Planning Commission. When this subdivision proposal has been finalized it is to be referred to the Commission for review pursuant to Section A14-24 of the Suffolk County Administrative Cade. STANDARD LAYOUT It is the opinion of the staff that the Commission may disapprove this subdivision for the following reasons: 1. The layout creates double frontage lots. These lots will suffer the loss of the usual residential amenities as a result. 2. The cul-de-sac street is considered to be unacceptable because of its excessive length, over 1,000 feet. 3. Insufficient effort is being made to coordinate this layout with the adjacent properties. The development of this property could be the last opportunity for several of the adjacent landlocked parcels to have access on a public road. The developer should not be permitted to continue the haphazard subdivision of properties which has resulted in the creation of many landlocked parcels, excessive unimproved private roads and potential problems over access use and rights. The health and safety of the residents, present and future, is being compromised as it is difficult for emergency service vehicles to locate and access specific lots when rights-of-way are dependent upon for access. It is the opinion of the staff that the Commission will question the practicality of creating a cluster layout on this property. Although the Commission prefers a cluster layout in many cases, the purpose of the open space to be created is unclear. Will this prime agricultural soil be utilized as farmland or will it be permitted to return to its natural state. 2. The cul-de-sac street is considered to be unacceptable because of its excessive length, over 1,000 feet. 3. The storage capacity of the drainage design is unsatisfactory. A recharge area should have a minimum capacity to contain the runoff of 8 inches of rainfall on the catchment area. GENERAL COMMENTS 1. A note should be placed upon the final map prohibiting the use of Main Road as a means of vehicular ingress and egress for Lot 1. All vehicular access to these lots is to be by the proposed street. 2. Adequate drainage structures are to be provided to contain on-site all stormwater runoff resulting from the development and improvement of this property so that the stormwater will not flow into the right-of-way of Main Road, a state road. 3. The following information should be included with the referral of the proposed final plat to the Suffolk County Planning Commission. Box 1179 Southold, New York 11971 Dear Mr. Orlowski: As per your request we have reviewed the map of DANIEL MARCUCCI SCTM 111000-18-2-34 and have also conducted a site inspection. As a result of our review and site inspection we have found items which the Planning Board should be aware of. These items include potential problems associated with soils, surface water runoff, storage capacities and swale construction. Soils on the site are mapped as Haven loam with 0-2 percent slopes and Montauk fine sandy loam with 3-8 percent slopes. Soil borings on site confirmed the mapping. Haven loam soil comprises the open space area while Montauk fine sandy loam is located solelyin the proposed development area. Potential problems can arise from development on Montauk soils due to the presence of a fragipan. Soil borings found fragipans ranging in depth from 40 to 60 inches. The published Soil Survey of Suffolk County cites Montauk soils as having severe limitations or limitations which are difficult to overcome in regard to sewage disposal fields, due to moderately slow permeability. Lot Number 9 wao found to contain a fairly large depressicnal area which iG in- dicated on the attached soil map by a symbol signifying a "wet spot." This wet spot could be caused by a fragipan close to surface and/or from concentration of storm water surface runoff. As indicated on the preliminary map, there is a natural drainage-way flowing through Lots 7-9. During the site inspection the drainage-way was found to be a steep-sided gully. This gully does not appear to be actively eroding; however, it appears to still convey storm water surface runoff and is fairly deep. In reference to surface water runoff, calculations on Sheet 2 of 2 indicate that the contributing watershed is 21.95 acres and that 1.5 inches of surface runoff would be produced from a 6 inch, 24 hour rainfall. A value of approxi- mately 1.5 inches of runoff would be correct for this watershed if all of the soils had low runoff potential and high infiltration rates, such as found on excessively drained sands or gravels. However, soils in this watershed are moderately well to well drained with moderate infiltration rates in the open space area and the proposed developed area soils have low infiltration rates PEComc PLAZA 164 OLD COUNTRY ROAD. ROUTE 38 RIVERHEAD. NEW YORK 11901 13161727-2313 Mr. Bennett Orlowski, Jr. - 2 - September 29, 1988 and a layer that impedes downward movement of water. Consequently, the runoff from these types of soils will be much greater. Our calculations indicate that approximately 3.5 inches of runoff could be expected from a 6 inch, 24 hour rain- fall event on this watershed. Due to the greater depth of surface water runoff, the volume of runoff water to be stored is significantly larger. We estimate the required volume of runoff water to be 246,300 cubic feet, approximately 1067 greater than indicated on Sheet 2 of 2. As indicated on Sheet 2 of 2, the volume of storage provided in the "drainage area" was calculated at 133,400 C.F. Our calculations estimated this storage volume slightly greater; however, the proposed storage volume provided in the "drainage area" would have to be almost doubled to contain the runoff from a 6 inch rainfall. A remaining area of concern relates to construction and maintenance of the pro- posed grass swales along the roadway. The proposed size and configuration of the swales should be adequate to convey storm water runoff without causing any soil erosion within the swale or depositing sediment in the infiltration area. However, there is no mention of how water flows in the swale will pass through swale crossings such as house lot driveways or access points to the open space. In addition, since the swales will periodically contain high peak flows of runoff water, requirements for establishment and maintenance of specific turf grasses should be specified. Lack of or poor vegetative cover within the swales could result in soil erosion and sedimentation of the recharge area. The plan indicates that the swale on the southern side of the road is discon- tinuous from Stations 7+75 - 10+40. Since the swale contains a concentrated flow of water, soil erosion could occur if this water left the swale. Due to the existing topography, water leaving the swale would flow onto the adjoining property to the south. I hope this information will be useful to you.
