SOUTHOLD TOWN BOARD AT A REGULAR MEETING HELD ON DECEMBER 3, 1985:
WHEREAS, Carl J. Graseck, Southold Quarry, Inc. , has requested that this
Board waive the provisions of Local Law No. 14 - 1985 with respect to his
application presently pending before the Southold Town Planning Board and
Southold Town Building Inspector, and
WHEREAS, this Board finds that the applicant proposes to construct an addition
to the southerly portion of an existing building on the south side of County
Route 48, Southold, and
WHEREAS, this Board deems such use consistent with the uses in a Light Industrial

Dear Sirs :
I am the owner and operator of the Coach Stoppe Restaurant
and Deli which consists of a one story frame building lo-
cated on the southerly side of Route 25 , Mattituck, New
York. Said property designated on the Suffolk County Tax
Map as District 1000, Sec . 143 , Block 3 , Lot 03 . This
neighborhood has for many years been zoned "B-1, General
Business District" under the Southold Town Zoning Code .
In fact , this particular parcel has been used as a rest-
aurant for over 40 years .
I am desirous of constructing a 1, 000 sq. ft , addition to
the easterly portion of my present building. The purpose
of the addition is to create a tanning salon business to
be known as "Sundays Tanning Salon" . This business will
include one full time attendant and contain 3 stations which
will have ultra violet tanning beds , which are approved by
both the Suffolk County and New York State Health Depart-
ments . The normal hours of the tanning salon will be 11 a.m.
to 7 p.m. This addition will utilize existing heating and
air-conditioning systems in my present building. The site
plan showing the addition as well as the existing building
prepared for "Roy C. Schoenhaar dated July 17 , 1985 and
amended November 12 , 1985 by Howard W. Young licensed sur-
veyor" is attached hereto as Exhibit 1 .
In order to obtain a building permit for this addition , I
need to first obtain site plan approval from the Southold
Town Planning Board. I have previously applied for such
approval and on August 26 , 1985 , the Planning Board ap-
peared to be in general agreement and referred to the
Building Department my site plan for map certification .
Attached hereto is Exhibit 2 , a copy of the Planning Board
resolution dated August 26 , 1985 . On October 10 , 1985 , I
received a letter from the Planning Board indicating there

was a moratorium on site plans in B-1 Business Districts ,
copy of the letter is attached hereto as Exhibit 3 .
I am formally requesting that you grant me a waiver
pursuant to "Sec. 100-163 of the Town of Southold Local
Law No . 14-1985" , so that I can proceed with my site
plan application with the Southold Town Planning Board.
In considering this application the Town Board should
consider that the present and proposed uses of this
property is consistent with the recommendations of the
proposed Master Plan Update prepared by Raymond, Parish,
Pine & Weiner, Inc . which indicates the use of this
property to be General Business . As I understand it ,
this is a recognition of the existing concentration of
commercial businesses outside the center of Mattituck.
It is recommended by the Master Plan Update that auto-
mobile orientated businesses be encouraged in this area.
Considering the type of business which is presently being
conducted on the property and what I propose to do with
the tanning salon, I believe my application to be con-
sistent and appropriate with the Master Plan Update for
this business locale and property.

Gentlemen:
This site plan does not qualify for certification for the following
reasons:
A building containing a combination of retail stores and merchantile
establishments is classified as a shopping certer. The lot area require-
ment is one acre. This parcel contains only 3 9,000. sq ft. In addition,
a minimum of 259 of the lot shall be landscaped with grass and plantings,
this requirement has not been met.
Site data shows seating to be for 125 persons. A certificate of
occupancy 41223 was issued on July 20,1984 for a seating capacity of 193
persons which requires 39 parking spaces. The proposed 1000 square foot
addition will require ten parking spaces for a total of 49. Site plan
provides for 51 parking spaces, this allows two spaces for .the deli. The
two parking spaces will accomodate 200 square foot of sales area, however
sales area of deli is unknown.
Parking spaces 47-48-49-50-51 at the rear of site are within 15'-0"
of a residentially zoned district. Adequate screening is required to be
approved by the Planning Board.
Parking areas are required to be properly drained, site plan does
not show any proposed drainage.

The proposed addition will tentatively be used as a tanning salon.
The idea and nature of the concept lends itself exclusively to a clean,
neat and up to date facility kept in meticulous repair. It will be set
off with the appropriate landscaping, probably complimenting that of the
Mattituck Shopping Center.
Included is a sample of the front elevation of the proposed building.
It will follow the theme of the existing structure and neatly accomadate
the northeast corner of the existing building.
The size of the outdoor sign will be determined by the towns reg-
ulations and will be illuminated from 6 p.m. to llp.m. on the front of
the building.
Wetre aware that the parking is a major concern of the town and
particularly the planning board on its advisements. Therefore although
we have made provisions for at least ten new slots, the traffic generated
by the salon will represent in reality only about two more people using
the deli. This is because a tanning session is twenty minutes and
ninety percent of the time they are by appointment . In addition, peak times
in the salon are the off or slack periods in the restaurant or deli
business .
We 've tried to answer all the questions required and clarify as
clearly as possible our proposed project . Should there be any other
