Dear Mr. Mesloh:
The following resolution was adopted by the Southold Town Planning Board at a
meeting held on Monday, April 27, 1998:
WHEREAS, John C. Mesloh is the contract vendee of the property known and
designated as SCTM# 1000-141-3-35 located on Westphalia Rd. in Mattituck;
and
WHEREAS, an auto repair and custom workshop is a permitted use in this Light
Industrial (L1) zone; and
WHEREAS, an examination has been made of all uses and the existing parking
was determined to be adequate for all uses; and
WHEREAS, the proposed change from a former use as a machine shop to an
auto repair and custom workshop will not be a more intensive use of this
property; and
WHEREAS, no disabled or unlicensed cars will be parked in the front parking
lot; and

WHEREAS, a handicapped parking space will be provided; and
WHEREAS, any violation of the conditions of this resolution may be grounds for
rescinding this waiver; be it therefore
RESOLVED, that the Southold Town Planning Board grant a waiver of site plan
requirements.

Dear Mr. Mesloh,
The Planning Board has received your letter of March 30, 1998, regarding
a waiver of site plan requirements for the above project.
The Board will grant the waiver with the provision that no disabled or
unlicensed cars will be permitted in the front parking lot.
This waiver will be formerly approved at the Board's next public meeting
on April 27, 1998.

Dear Mr. Orlowski,
I am currently discussing the possibility of leas~, and perhaps ultimately
purchasing, a commercial building located at t9a Westphalia in Mattituck. It
is District 1000, Section 141, Block 3, Lot 35. Before we do anything, both
the owner and I wanted to be certain that the anticipated usage would not
violate any regulations or zoning restrictions. When I called the Town Hall
this morning, it was suggested I write to you.
T&C Restorations, Inc. is a one man company, that is, no employees. I retired
from my real job in 1996 and started this company with the purpose of
purchasing, restoring and reselling collectible automobiles, as well as
maintaining my personal collection of collectible automobiles. Most
restoration work is subcontracted to third parties and the only work done on
premises is some disassembly, reassembly, and normal maintenance. I have
neither the talent nor the desire for heavy machining or painting. I do not
anticipate generating any significant pollutants, but to the extent that I do,
they will be disposed of at the Southold STOP facility. T &C Restorations is
a legal automobile dealership in New York, with the primary facility (the only
facility) in Mineola. I don't anticipate ever selling more than six or eight cars
in a year. For your infonnation, I'm enclosing a picture of a portion of the
Mineola facility (and one of the cars).
1 live in Garden City, hence the primary facility in neighboring Mineola. I also
have a home on Arrowhead Lane in Peconic, where we spend as much time
as we can, and my objective is to bring most of my personal collection as well
as some of the company owned vehicles to a facility nearby. The building at
170 Wesphalia would accommodate 45 or 50 cars, and would be perfect for
me.
I plan to maintain a very low profile (to the extent that's possible), hence I
have not requested permission for a sign. 1 would not store vehicles in front of
the building, although there is a fenced yard in the rear that I would like
permission to use to occasionally store vehicles. Sales would never be
solicited locally, although I would not turn down a local purchaser.
Advertising is done in national publications, and prospective purchasers
nonnally travel long distances to see cars, or they may buy them from
pictures without inspecting them.
The building has some office space, that I would attempt to sub-lease, to a
suitable tenant.
With the above as a background, my specific request is for permission to
utilize the subject premises for the storage of up to 50 vehicles (primarily
collectible automobiles, although there may be a couple of trucks involved),
the storage of parts and supplies related to those vehicles, the perfonnance of
minor maintenance and restoration work on those vehicles, occasional sales
of vehicles and parts, for outside storage behind the building and for
subleasing the offices.
Your consideration of this request will be greatly appreciated. In the event

can be used in addition to the number indicated above. If you approve my
request, my attorney will be Mr. Gary Olsen, Main Road, Cutchogue, whom
you may contact of you desire.
