In accordance with the comments of Bart Cass, of Sidney Bowne & Sons, Inc. , the Town' s Consulting Engineer, we have amended our drainage calcuations for Tributary Areas 1 and 2 to indicate that based on a 2" rainfall and a 0 . 3 coefficient of runoff, the required storage volume at catch basins 1 and 2 is 11714 .7 cubic feet, or 15 leaching pools 10 ' in diameter by 1116" in depth. Mr . Cass was also interested in the safe overflow of this system. In that regard, we inspected the site and obtained grading and drainage plans from the New York State Department of Transportation. The storm water collection and recharge system in the State Roads adjacent to the site includes two ( 2) diffusion wells and a retention basin. Mr . Cass was also concerned about the off site overland storm water flow. The new plan shows that the volume of runoff to be accomodated has been increased to handle the runoff from 760000 square feet (17 . 4 acres) northerly of the subdivision. The storm water runoff from this northerly area will be collected at catch basin V . We have reviewed the comments of the Suffolk County Soil & Water Conservation District and although we do not agree with some of the comments and calculations, we have attempted to amend the subdivision plans in accordance with their desires. We have completed a new site grading plan which indicates proposed houses , driveways, and the extent of clearing and grading. This plan also indicates that all disturbed areas will be topsoiled and seeded during the construction of the roadways and drainage facilities. The maximum grade on any of the driveways shown is 7%, indicating that each building site can be accessed without difficulty. we have increased the storage capacity of the leaching pools at the entrance, we have considered the storm water runoff of some of the land northerly of the subdivision and eliminated the drainage structures at the temporary turn around. The comment about flooding in the kettle hole, southwest of lots 12 and 13, is misleading and inaccurate in that if water does accumulate in the depression, it can hardly be termed flooding and its effect on lots 12 and 13 would certainly be minuscule . We inspected the 18 " diameter culvert pipe which exists at the westerly edge of lot 10 (on the new plan) . This pipe was evidently used to convey water from the farm land to the natural depression on lot 10 . As we can find no inlet, it appears that this culvert has been abandoned. T would ask that the Board review the site specific sediment and erosion control plan and discuss the plan and revised preliminary map, with C. Barton Cass, the Town ' s Consulting Engineer . We agree with Mr. McMahon's comments up to a point regarding the calculations determining the number of leaching basins required. Although Mr. McMahon may be theoretically correct, the Town Highway Specifications allow the leaching basin design to be based on a 2 inch rainfall . It does allow discretion for the coefficient for runoff. In this case, the design engineer has used an 0.1 coefficient. The minimum to be used in this instance due to the nature of the slopes and soil should be 0.3. This will somewhat increase the capacity of leaching basins required. The northerly recharge basin must have a substantially larger capacity to account for overland flow from adjacent land to the northeast. It appears that proposed Road A will intercept runoff from adjacent lands to the east in the vicinity of centerline station 25+. A review of the map in conjunction with site inspections has revealed numerous potential problems which the Plan- ning Board should be aware of. Soil erosion / sedimentation and storm water surface runoff / storage are the major concerns which need to be addressed. In regard to soil erosion and sedimentation there are many existing slopes on site which are between 10 and 20 percent. Proposed slopes resulting from road cuts are as high as 27 percent. Slopes exceeding 6 - 8 percent have moderate limitations regarding homesites and slopes exceeding 12 - 15 percent have severe limitations. Soils on site are mapped predominantly as Gravel Pit and Carver and Plymouth Sands. These soils are extremely vulnerable to soil erosion since they contain such a small amount of fine soil particles. Due to the soil texture and predominance of steep slopes throughout the proposed subdivision, a site specific sediment and erosion control plan should be devel- oped. The plan should address all potential soil erosion and sedimentation problems which may occur both during construction and until all sites are perman- ently vegetated. Assistance in developing such a plan is available through this office or, if requested, we could review plans. In reference to sotrm water surface runoff and storage, there are several con- cerns to be addressed. Starting at the southern end of the subdivision, Frank- linville Road, a series of catch basins and leaching pools are proposed. The contributing watershed to this area consists of residential lots and paved road. As indicated on the plan, calculations for runoff volume and the required number of leaching pools is based upon a 2 inch rainfall. This is less than a 2 year return frequency storm. Consequently, flooding and/or surface runoff water will flow from the subdivision onto Franklinville Road fairly frequently. In situations such as this, a 6 inch rainfall or 25 year storm should be designed for. PECONIC PLAZA 164 OLD COUNTRY ROAD. ROUTE 58 RIVERHEAD, NEW YORK 11901 (516) 727-2315 Mr. Bennett Orlowski, Jr. 2 October 31, 1988 Additional flooding may occur southwest of Lots 12 and 13 where there is a kettle-hole depression. This depression is mostly off-site and the bottom of which is at or below the ground water table elevation. Flooding of portions of the lots is likely to occur during wet periods or especially during periods of high ground water table elevations. The "South" drainage area, Test Hole No. 2, has adequate capacity to contain the runoff from a 6 inch rainfall. As indicated on the plan, the high water mark or storage water elevation within the drainage area is almost the exact elevation of the catch basin rims. This indicates that the drainage area could "back-flow" and temporarily flood the road. However, although our calculations agree with the amount of storage volume available, we estimate the amount of runoff water will be less than indicated. Therefore, even temporary flooding of the roadway is not likely. Our calculated storage volume for the north drainage area, Test Hole No. 3, closely agrees with the value indicated on the plan. However, here our estimate of the contributing watershed and resulting volume of storm water surface runoff is significantly greater. Although the runoff calculations on the plan are based upon a 6 inch rainfall, they do not account for a change in soil type nor an off-site natural drainage-way flowing into the subdivision. Soils in the northern end of the subdivision are Haven loam and Riverhead sandy loam. These soils are finer textured and deeper in their surface layer and therefore produce more surface water runoff. Southwest of the drainage area, Test Hole No. 3, and just off-site, there is a small depression indicated on the plan map. At approximately this location there is an 18 inch diameter culvert pipe positioned in a natural drainageway. This culvert conveys surface water runoff from approximately 4 acres of cropland into the proposed drainage area. Due to the combination of change in soil type and 43 percent increase in the watershed area, our calculated amount of required runoff water to be stored in the drainage area is extremely greater than stated on the plan. In addition, the plan indicates that the road and catch basin rims are almost the same elevation as the proposed high water mark within the drainage area. The substantial increase in required runoff water storage will greatly raise the hi,-h watpr mark w4thin the drainage area and cause "backflowing" of water through the catch basins and onto the roadway. The amount of roadway flooded and duration of flooding appears to be substantial. Lastly, the "temporary turn around" at the northern end of the roadway is proposed to have a catch basin and 2 leaching pools to retain and infiltrate storm water runoff from the road and a portion of Lots 7 and 8. As with the leaching pools along Franklinville Road, runoff from this watershed and the number of leaching pooLs required is based upon a 2 inch rainfall. This area should be recalculated using a 6 inch rainfall to alleviate the probability of frequent roadway flooding. I hope this information will be useful to you and the Board.
