Dear Mr. Orlowski: The Suffolk County Planning Commission at its regular meeting on March 6, 1985, reviewed the proposed subdivision plat entitled, '~inor Subdivision - Richard Relyea & Donnalee Relyea", referred to it pursuant to Sectio~ 1333 of the Suffolk County Charter. After due study and deliberation it resolved to disapprove said map for the following reason: The proposed subdivision will result in the creation of a landlocked parcel; that is, a parcel that does not have frontage on an existing or proposed public road. The creation of such a lot is contrary to good subdivision layout princi- ples and creates problems as far as access by emergency and service equipment is concerned; this could result in health, safety and welfare problems for the fu- ture residents of this lot. Creation of a landlocked lot also places the ZoninR Board of Appeals in the awkward position of having to grant a building permit for the lot under Section 280-a of the Town Law as the future owner of this lot can- not be held responsible for the landlocked nature of the parcel. The Commission also offers the following comments on the map for your use and consideration: It is suggested that Lot 3 be made a panhandle lot by means of a 20 foot wide by 341.75 foot long strip from the northerly side of Lot 4. This strip would provide Lot 3 with the required frontage on a public road and will still leave Lot 4 with sufficient area to meet the minimum lot area requirement. 2o It has been noted that all the buildings on the property have not been identified on the map. It would be helpful in our review if the proposed subdivision map would be complete in the information that it contains.
