Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner, whether a project

I am the owner of the 32 acre property which was formerly
Camra ^,7olloy. I have been advised that, primarily due to the
occurance of fires set by tre3nassers , it is necessary to clear
the remains of the wrecked cabins on this property.
As you may know I have donated the use of the house and
property to a fine organisation called Human Understanding and
Growth Seminars Inc. or more commonly known as HUGE . I am con-
vinced that this organization provides a crucial service to the
Southold community and I have been told by the Executive Director,
Mr. Colin Campbell, that HUGS could not exist in its present
state without the free use of my property.
Because of these circumstances I am hopeful that I could
get some relief in the costs involved in a clean up; including
fees and possibly the use of town equipment.
I have enclosed a copy of a letter from ,X. Campbell which
was a response to my asking if he could pay some rent to help me
offset the $'18, 000 annual tares I have been paying on the
property. He convinced me it would financially cripple the org-
anization if they had to allocate funds for rent rind that ended
my request.

to try to raise cash for us. They are going door to door and
approaching businesses one at a time. With a little luck we are
going to make it through this very tough time and your allowing
us to use the Laurel building is a very vital part of our hope.
We can pay about $350 a month right now if we let our
secretary go. We can probably build in a bit more for next year's
budget, depending on how we change our program and how the
state and county budgets fall into line. Please understand, we
are not trying to find a way out of paying rent, it's just that
we try to get every inch of program that we can out of each
dollar, and right now each dollar that we have and quite a few
that we don't are committed for this year.
By the way, no one around here is getting very rich
working for HUGS. I am the highest paid at $35,000. A
teacher with my training and experience gets about $20,000
more a year than I do, and they only work ten months. We
aren't crying the "poor me's", by the way. I chose to do this
because it really means something. But it is tight. We are
Tunning this entire program with only three full time and one
part time persons.
The paradox is that while the State is cutting programs,
we have been hearing rumors that there is going to be some
money available for capital projects. I am in touch with the
Office of Mental Health and the Department of Drug Abuse Services
about building a year round, affordable conference center for
youth and service groups. They have said that they are willing
to talk to me. That means there may actually be some money
there. Our chances at this point are probably slim and next
to none, but we are going to pursue the idea and see where
it leads. Who knows? We may actually get it off the ground.

On behalf of the Planning Board, I am writing with regard
to Howard Young' s letter to you of December 21, 1990.
The first step in the subdivision review process is to
determine the yield of the parcel. A yield map is used for this
purpose. Once the yield is determined, the Board proceeds with
their review of the cluster layout.
When the subject property contains wetlands, the yield map
must be reviewed by the Board of Town Trustees, because
wetlands, and land within 75 feet of their boundaries, lie
within this Board's jurisdiction.
The Trustees have hired an environmental consultant to aid
them in their review of environmentally sensitive parcels.
However, the Board meets only once a month. Consequently, their
review and acceptance of the consultant' s report, and the
Planning Board' s subsequent review of the Trustees report, can
take several months, barring problems. The Planning Board is
aware of this time lapse. A meeting with the Board of Trustees
has been set with the goal of discussing ways of reducing the
review time.
The Planning Board and its staff have worked on numerous
applications with Howard Young. We have found his office to be
highly competent in all aspects of surveying, in designing
subdivision layouts and in processing subdivisions through our
review procedure. The difficulties Mr. Young has encountered
should not be taken as a reflection on his firm' s performance.
It has not been, and will not be necessary to hire an attorney
to process your application.

The Planning Board has reviewed reports from the Board of
Trustees and their Environmental Consultant, Bruce Anderson. A
copy of these reports are enclosed.
The report stated that a survey crew from your office was
surveying the wetlands for mapping purposes. Before proceeding
further, the Planning Board will wait for the survey crew' s
revised maps which will delineate the upland and wetland areas
of each proposed lot.
In addition, the following must be shown on the yield map:
1. All existing structures, electric lines, etc. Note
whether existing structures will be left or removed;
2. All slopes exceeding 15%;
3 . Contour lines at two (2 ) foot intervals.
The Board no longer requires that land for park and
playground purposes be shown on the Yield map. As per Section
A106-38 (E) of the Town Code, the Planning Board will be
requiring a fee of two thousand dollars ( $2, 000. ) per lot for
each vacant lot in the subdivision. This fee is payable at the
time of final approval.
Upon submission of a revised yield map, the Board will
proceed with their review. When the yield map has been accepted
the Board will review the Cluster map.

Situate Rte 25 ; on Laural Lake
SCTM,# 1000-125-1-14
Subject parcel contains 30. 610 acres extending from
Route 25 to the southern shorefront of Laural Lake. The
parcel has been partially developed and contains two
dwellings which are aparently inhabitated as well as several
other structures which are dilapodated or have undergone
deterioration . A concrete retaining wall is found
approximately 100 feet from the shoreline extending 100 feet
parallel to the shoreline. Also , a large dock extends
roughly 60 feet out into the lake. With the exception of
the two dwellings which may be inhabited , no structures are
shown on the standard and cluster sketch plans .
Subject parcel contains wetlands which are found along
the shorefront , the northeastern portion of the parcel and
the central portion of the parcel east of the proposed road.
The first two wetlands (along the lake shorefront and the
northeastern portion of the parcel) are regulated by the NYS
Department of Environmental Conservation and are identified
on the State ' s Tentative Freshwater Map as MT-2 . The NYSDEC
has not claimed jurisdiction over the third wetland.
On September 13 , 1990 , a joint flagging of the first
two wetlands was performed by myself and Steve Sanford of
the NYSDEC . The third wetland was flagged by myself only.
Later that morning, a survey crew from Young & Young ,
Riverhead , NY arrived and surveyed the wetlands for mapping.
Subject parcel contains several coverage types ranging
in character between oak woods , freshwater wetlands , early
successional field growth and disturbed areas with exposed
soils .
Wetlands found along the shorefront of Laural Lake are
variable in size and species composition . Along the eastern
reaches of the property extending past the existing dock,

the wetland band is quite narrow. On the eastern reach of
this portion of wetlands , flags were placed on large
specimens of bayberry (Myrica pensylvanica) . Further west ,
flags were placed along a stand of grassed leaf goldenrod
(Solidago graminifolia) . Flags were placed on species of
swamp azalea (Rhododendron viscosum) and sweet pepperbush
(Clethra alnifolia) along the westernmost portion of this
wetland. Based upon size and species diversity , the
wetlands located along the shorefont on the western portion
of the property is regarded as most sensitive.

The wetland found on the northeastern portion of the
parcel approximately 100 feet south of the shoreline of
Laural Lake is generally described as a shrub swamp. The
swamp extends north across the northern property line of
subject parcel. The overstory is dominated by red maple
(Acer rubrum) and black tupelo (Nyssa sylvatica) . The
understory is dominated by highbush blueberry (Vaccinium
corymbossum) and sweet pepperbush (Clethra alnifolia) .
During the field inspection a small vernal pond was observed
in the central portion of the swamp. This vernal or
ephemeral pond is likely to provide breeding habitat for
green frog (Rana clamitans) and wood frog (Rana sylvatica)
as both were observed on site. Moderately steep slopes are
found to the south and east of the shrub swamp.

The third and final wetland found on site is quite
small and has most likely has become established as a result
of overland runoff. Wetland vegetation consisting of black
tupelo (Nyssa sylvatica) , highbush blueberry (Vaccinium
corymbossum) and swamp azalea (Rhododendron viscossum) is
found at the bottom of this topographical depression .
Surprisingly , the wetland is relatively open. While no
standing water was observed during the field inspections of
the subject parcel , water aparently does accumulate in this
wetland as evidenced by a gray discoloration of the leaf
litter found. Oblong in shape , the steepest slopes are
found to the east and west of subject wetland.
The following plants were observed within this wetland:

Recommendations
As previously pointed out several dilapodated
structures are found on site. It is recommended that these
structures be removed from the site as condition of
subdivision approval. The concrete retaianing wall appears
to serve little benefit in shoreline stabilization since no
shoreline erosion is evident . However , the presence of the
concrete retaining wall is not regarded as causing an impact
to the wetlands nor water quality of Laural Lake. The

Trustees might require that the retaining wall be removed.
If so , the resulting exposed soils should be revegitated.
It is recommended that either a switchgrass and/or
wildflower mix be planted over exposed soils . It is
recognized that three or four inches of top soil would have
to be applied to the exposed soils to help insure
germination and overall lanting success . Because some
amount of top soil may wash into the wetlands and surface
waters of Laural Lake , it is recommended that haybales be
staked end to end at a point seaward of the area where top
soil is applied.
As previously pointed out a dock is found extending
into the waters of Laural -Lake. It is unknown whether the
dock had received any approvals from the Southold Board of
Trustees . However , should the Trustees have no objection to
the dock, some action should be taken to legitimize its
existence. In the alternative , the Trustees might require
that the dock be removed. In either event , it is
recommended that the Planning Board be informed of the
Trustees ' decision.
Two sketch plans have been submitted for subdivision
approval . The first sketch plan regarded as a "Standard
Plan" shows thirteen lots which range from 80 ,000 square
feet to 98 ,000 square feet. A park and recreational area
containing 36 , 000 square feet is proposed and located along
the western property line. It should be pointed out that
the park and recreational area provides only a difficult
access to the water because much of the area is either
wetlands or contains dense vegetation. Prior to
construction , wetland permits from both the NYSDEC and the
Town Trustees would be required for lots 4 , 5 , 6 , and 7 .
Wetland permits issued by the Trustees would be required for
lot 10. Since the size of the lots shown on the "Standard"
plat are large , it is believed that conformity with the
minimum setback requirement from wetlands could be achieved
for all regulated lots . The "Cluster Plan" submitted for
subdivision approval shows 13 lots which range in size from
41 ,000 to 55 ,000 square feet . Open space areas have been
placed along Route 25 and Laural Lake. Total open space in
terms of percentage of the total area is estimated to be
55 . 9 %. The selection of open space fronting Laural Lake is
regarded as a positive design feature of the overall map in
terms of easier access to the lake and greater protection
afforded to surface water quality of the lake. It is noted
that only lots 9 and 10 would likely require permits from

the Southold Town Trustees . For these reasons , I recommend
acceptance of the "Cluster" plan over the "Standard" plan.
As previously pointed out , there are some disturbed
areas within 150 feet of the lake shoreline . The presence
of exposed soils can pose a threat to water quality of the
lake if such soils are carried into the pond via runoff .
This potential impact may be mitigated in total by
revegetation . It is recommended that these area be
replanted with either switch grass or wild flowers as both
are native and would not require fertilization. While a
submission of a formal landscape plan showing how such areas
would be replanted is not necessary it would be prudent for
the Town Trustees to offer some guidance in the re-
establishment of native vegetation . To insure success , it
is believed that at least three inches of top soil would
have to be applied to the exposed soils . If revegitation is
required, it is recommended that haybales be placed and
staked into the ground end to end to prevent any soil laden
runoff from entering wetlands and surface waters . In the
case where the "Cluster Plan" is accepted by the Planning
Board , revegitation could be required for areas of exposed
soils found within the open space area fronting the pond.
In the case where the "Standard Plan" is accepted by the
Planning Board , revegitation could be required for those
lots fronting the pond having exposed soils within 100 feet
of the wetland edge as flagged.
The "Cluster Plan" indicates that the small depression
containing wetlands be used as a drainage pond for the
proposed road. While the creation of ponds is generally
viewed as a positive design feature , in this case it is not
advisable to use wetlands for this purpose since resultant
pond waters would likely contain pollutants associated with
asphalt surfaces . Also , since this property contains and
fronts surface waters , the creation of additional surface
waters would not be expected to increase wildlife
populations to a significant degree on site . That is , the
surface waters are not regarded as a limiting factor
continued survival of wildlife on site . It is therefore
recommended that adequate drainage for the proposed road in
the "Cluster Plan" be accomplished through the use of catch
basins and leaching pools or some other infiltration
technique which does not include the use of wetlands .

parcel, and that they purchased it from the Roman Catholic
Archdiocese of Rockville Centre. The Planning Board has
requested a release from all the property owners, whoever they
are, attesting to their awareness of this application.
