Dear Mr. Fischetti:
The following took place at a meeting of the Southold Town Planning Board on
Monday, October 21, 1996:
The final public hearing which was held at 7:30 p.m. was closed.
The following resolution was adopted:
WHEREAS, Michael McGoldrick is the owner of the property known and designated as
Laurel Lake Vineyards, located on Main Rd., Laurel, SCTM# 1000-125-t-2.31 & 2.32;
and
WHEREAS, a formal application for the approval of this site plan was submitted on
July 22, 1996; and
WHEREAS, the Southold Town Planning Board, pursuant to the State Environmental
Quality Review Act, (Article 8), Part 617, declared itself lead agency and issued a
Negative Declaration on August 26, 1996; and
WHEREAS, this site plan was certified by Thomas Fisher, Senior Building Inspector, on
October 16, 1996; and

WHEREAS, this approval is for the entire 22.938 acres comprising SCTM# 1000-125-
l-p/o 2.31 & 2.32; and
WHEREAS, all the requirements of the Site Plan Regulations of the Town of Southold
have been met; be it therefore
RESOLVED, that the Southold Town Planning Board approve and authorize the
Chairman to endorse the final survey dated September 18, 1996, subject to a one
year review from date of building permit.
Enclosed please find a copy of the plan which was endorsed by the Chairman.

An inspection of the above properties has been made on this date.
Corey Creek Vineyards
Two Maple trees have not been planted, however I was informed
they would attend to this shortly. More important, was the path
leading to the steps at the rear of the building. This path and the
steps were covered with wood chips and unsafe for foot travel.
Laurel Lake Vineyard
. The side walk and apron were being installed on the day of the
inspection. The handicapped parking space was not paved or
compacted material.
For the above reasons I cannot recommended that a Certificate of
Occupancy be issued.

The Planning Board has approved your elevation drawings incorporating
the samples provided as well as the drawings and information submitted
under your cover letter dated August 13, 1996, with the following
conditions:
1. All plumbing vents penetrating the roof are to be located on the
north facing slope of the roof.
2. All A.C. condensing units are to be installed away from areas of
public assembly specifically deck, porch or terrace as shown on
the drawings. In addition, there should be some screen plantings
provided to conceal these units from view.
3. Any and all future awnings, canopies or tents will be subject to
review prior to approval.
In addition to the above the Board would like you to consider using wood
siding instead of the vinyl proposed.

The Department's review of this project is being coordinated by Mr.
G. Hills of my staff. Upon review of the proposed work, we find
that the plans are acceptable as submitted. Prior to issuing a
Highway Work Permit, you must submit the required permit fee and
Surety Bond (sample enclosed). It is also mandatory that
protective liability insurance be provided by the permittee. This
must be accomplished by either submitting a completed Perm 17,
Certificate of Insurance, in accordance with Option A (form
enclosed), or by submitting the fee specified below to be covered
under the NYSDOT Blanket Policy.

The Suffolk County Department of Health Servmes (SCDHS, Department ) has received
your letter, concerning the above-referenced project. The Department has no objection to your
designation as lead agency.
Based on a review of the subject coordination, the Department offers the following
comments.
Article VI Application
An application for this proposed commercial project (8600 sq. ft. combined footprint)
including wine sales, processing, storage, and tasting has been submitted to SCDHS Office of
Wastewater Management (HSgC10-96-0005). This application has been deemed incomplete
pending submission of the following: revised plans, industrial SPDES application and site plan,
water availability letter, NYSDEC Wetland pemait and a SEQRA determination.
Please note that the project ineets the criteria of a non-community water supply and will be
required to meet on going operational and quarterly monitoring requirements pursuant to Part 5
of the NY State Sanitary Code. In addition, prior to final approval of the project by SCDHS we
would require a completed work inspection of the well and water storage tank.

The applicant must comply with the requirements of the Suffolk County Sanitary Code and
relevant construction standards for water supply and sewage disposal. Design and flow
specifications, subsurface soft conditions, and complete site plan details are essential to the
review of this project. These considerations are reviewed completely at the time of SCDHS

Reasons Supporting This Determination:
This project involves the construction of a 5,999 square foot winery at an
existing vineyard. A vineyard is a permitted use in this Agricultural-Conservation
(A-C) zone, thus the proposed action is consistent with zoning.
An Environmental Assessment Form has been submitted and reviewed,
and it was determined that no significant adverse effects to the
- environment were likely to occur should the project be implemented
as planned.
There has not been any correspondence received from the New York State
Department of Environmental Conservation in the allotted time.
Therefore, it is assumed that there are no comments or objections
from that agency.
The applicant will have to comply with the requirements of the Suffolk
County Sanitary Code (SCSC) and all relevant standards of water supply
and sewage disposal systems. Design and flow specification, subsurface
soil conditions and site plan details will have to be approved by the Suffolk
County Department of Health Services (SCDHS). This impact is not
considered significant due to the anticipated project compliance with
established requirements of the SCSC and the SCDHS and the required
relevant permits.
