The Planning Board has reviewed your proposal for a phased
development of the site plan for the above mentioned project.
The Board is aware that the proposed hanger, as the Suffolk
County Department of Health Services had indicated on the plan,
does not require Health approval if the other buildings are
removed from the plan or both projects are accomplished in
phases.
The Board does not approve of this proposal as the entire site
must meet Health and fire District requirements.

State Environmental Quality Review
FULL ENVIRONMENTAL ASSESSMENT FORM
Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner, whether a project
or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequent-
ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine
significance may have little or no formal knowledge of the environment or may be technically ~xpert in environmental
analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting
the question of significance.
The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination
process has been orderly, comprehensive in nature, yet flexible to allow introc[uction of information to fit a project or action.
Full EAF Components: The full EAF is comprised of three parts:
Part 1: Provides objective data and information about a given project and its site. By identifying basic project
data, it assists a reviewer in the analysis that takes place in Parts 2 and 3~
Part 2: Focuses on identifying the range of possible impacts that may occur from a project or actio'n. It provides
guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially-
large impact. The form also identifies whether an impact can be mitigated or reduced.
Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the
impact is actually important.

An environmental assessment has been submitted, reviewed
and it was determined that no significant adverse effects

State Environmental Quality Review
FULL ENVIRONMENTAL ASSESSMENT FORM
Purpose: The full E^F is designed to help applicants and agencies determine, in an orderly manner.~vhether a project
or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequent-
ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine
significance may have little or no formal knowledge of the environment or may be technically expert in environmental
analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting
the question of significance.
The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination
process has been orderly, comprehensive in nature, yet flexible to allow introc[uction of information to fit a project or action.
Full EAF Components: The full EAF is comprised of three parts:
Part 1: Provides objective data and information about a given project and its site. By identifying basic project
data, it assists a reviewer in the analysis that takes place in Parts :2 and 3-.'
Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides
guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially-
large impact. The form also identifies whether an impact can be mitigated or reduced.
Pa~t 3: If any impact in Part 2 is id;ntified as potentially-large, then Part 3 is used to evaluate whether or not the
impact is actually important.

The site plan does not show the proposed lighting

service to the new hangar. Please confirm in writing
that there are no plans to install electrical service
in the new hangar.
The Board also discussed your verbal statement to staff
that there was no need for Health Department approval for the
amended site plan based on your conversations with Health
department personnel. Please send us either a copy of a site
plan with the Health Department's exemption stamp affixed
thereto or a copy of a letter from the Health Department stating
that they have exempted the proposed additions from their review.
We would also appreciate receiving a copy of the elevation

We were recently approached by the principals of the Mattituck
Air Base in reference to our recommendation for the installation
of a fire well in conjunction with the new construction on their
property. As a board we would like clarification from you of our
responsibility in this matter.
We believe, that our input on these site plans is that of a
recommendation to you as to need and placement of a fire well. We
are not aware that we are responsible to the applicant as the
party that can decide if the well is to be installed, it is our
understanding that the enforcement of our suggestion is your
responsibility.
When site plans are received from your office we review them very
carefully and make sure that our decisions are sound based on the
type of change that is proposed and the now existing water
supply. Although we have no trouble defending our decisions we
question our ability to alter our original recommendation after
it is submitted to your office.
Please advise us of you opinion on this in writing at your
earliest convenience. Thank you.

FULL ENVIRONMENTAL ASSESSMENT FORM
Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner.~vhether a project
or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequent-
ly, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determine
significance may have little or no formal knowledge of the environment or may be technically expert in environmental
analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecting
the question of significance·
The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determination
process has been orderly, comprehensive in nature, yet flexible to allow introc[uction of information to fit a project or action.
Full EAF Components: The full £AF is comprised of three parts:
Part 1: Provides objective data and information about a given project ~nd its site. By identifying basic project

Board needs the following information/data:
The plan you submitted shows an expansion to the
office and shop in addition to the, "penciled in",
proposed aircraft storage building. Is this the
plan you wish the Board to review? If so the
proposed aircraft storage building must be shown on
the plan.
Drainage calculations must be shown for the proposed
aircraft storage building, proposed addition to the
office, and the proposed addition to the shop.
Parking calculations for all uses on the site must be
shown.
Both the zoning line and the property line must be
shown.
The application for the expansion of the office and
shop, that was submitted on November 9, 1990, does not
show the proposed aircraft storage building. A new
application must be submitted showing all three
buildings.
A Long Environmental Assessment form must be
submitted. The LEAF submitted with the zone change

Dear Mr. Junge:
The Planning Board has received your site plan, dated March
17, 1992, for a proposed aircraft storage building at
Mattituck Airport.
In order to proceed with your application the Planning
Board needs the following information/data:
The plan you submitted shows an expansion to the
office and shop in addition to the, "penciled in",
proposed aircraft storage building. Is this the
plan you wish the Board to review? If so the
proposed aircraft storage building must be shown on
the plan.
Drainage calculations must be shown for the proposed
aircraft storage building, proposed addition to the
office, and the proposed addition to the shop.
Parking calculations for all uses on the site must be
shown.

Both the zoning line and the property line must be
shown.
The application for the expansion of the office and
shop, that was submitted on November 9, 1990, does not
show the proposed aircraft storage building. A new
application must be submitted showing all three
buildings.
A Long Environmental Assessment form must be
submitted. The LEAF submitted with the zone change
does not include all of the elements in the proposed
site plan.
A site plan fee was not included with the application
submitted on November 9, 1990, and the change of zone
fee was returned. A new fee for an amended site plan
must be submitted.
In conclusion, nine copies of the proposed site plan including
the above mentioned data, together with an LEAF and the fee for
an amended site plan must be submitted before the Board can
proceed with their review.

RESOLUTION - MARCH 2~l, 1992
RESOLVED that the Town Board of the Town of Southold hereby authorizes the
refund of $1,500.00 to Mattituck Airbase, Inc., which sum represents the $1,000.00
filing fee for their change of zone petition, which they have withdrawn, and the
$500.00 SEQRA reimbursement fee for the environmental review to be conducted by
Cramer, Voorhis & Associates, which was never initiated on the Town's behalf.
Prior to preparing this proposed resolution I consulted with Planning Board staff
to determine whether time had been expended on behalf of this petition, and was
advised it has not. The only time expended has been on site plan review, for
which Mattituck AB will be charged a fee by the Planning Board. They will also
be paying a building permit fee.

In response to the Lead Agency Coordination Request for the
above noted project, this is to inform you that the Planning
Board wishes to be an involved and coordinating agency in the
environmental review of this proposal to change the zone of 4.8
acres from "R-80" to "LI". Further, since our understanding is
that this change of zone will result in an application for site
plan approval, we request that the applicant be asked to provide
a site plan showing all proposed construction and uses of the
land that is included in this rezoning petition.
In closing, it is noted that the Long Environmental
Assessment form should be reviewed by the Town's environmental
consultant. Secondly, the answers to the questions A.9. and 14.
of the Long EAF are not correct as shown. In both cases the
answer should be "yes".
The Planning Board will submit its environmental review
recommendations upon receipt of the information noted above.

The Planning Board has discussed the issues that were
brought up during'the August 9th meeting that was held at the
Airbase with Ritchie Latham, Valerie Scopaz, Bob Kassner, Jay
Wickham and Rachel Duell.
As we understand the situation, the proposed hangars are
being constructed by airbase customers who wish to store their
planes indoors. Jay Wickham, one of the airbase owners, is
aware of and supports this proposal.
The proposal calls for adding two new hangars to the south
of the two existing hangars. The existing hangars are oriented
in such a way that the view of the runway from the hangars is
unobstructed. The proposal preserved this view, so to speak, by
placing the new hangars in the exact same configuration and
orientation as the old, only 60 feet further to the south.
However, so placing the new hangars will result in a significant
intrusion into the R-80 portion of the property. Airplane
hangars are not a permitted use in this zone.
You have two options. One is to apply for a change of zone
to change part of the R-80 property to Light Industrial. The
other is to locate the hangars in such a way as to keep the
buildings entirely within the existing LI zone. Attached is a
brief comparison of the two options for your reference.
The latter option, relocating the buildings, is that
recommended by the Board. Also, it will be less expensive and
time consuming. However, regardless of how you decide to
proceed, the following information must be shown on revised site
plans-.
1. The correct location of the zoning line;
2. The location of the boundaries of all the properties
that belong to the Airbase;
3. if you elect to realign the buildings, please place
them within the LI zoning district line. Also reserve
100 feet to the south of the buildings for access and
buffer.

Comparison of Options for Mattituck Airbase: A: Change of Zone.
B: Relocation of Hangars;
A. The change of zone option would require the project
sponsors to petition the Town Board for a change of zone.
The initial fee is $1000. Additional fees for the
environmental review will be at least $400 and possibly as
much as $1000 or more if a draft environmental impact
statement is required. It is not uncommon for the Town
Board to require a Draft Environmental Impact Statement for
a change of zone petition. In addition, you will have to
pay a qualified consultant to write the impact statment.
Whether the change of zone is granted or not, you still
have to go through the site plan process.
B. The relocation option will result in the placement of
the two buildings inside the zoning line between LI and
R-80. This means that approximately 60 feet of the R-80
zoned land to the south of the buildings will be used to
manuever the planes in and out of the hangars.
This option will result in the partial or total obstruction
of the view of the runway from the existing hangars.
However, the new hangars will have a clear view from the
south side of the buildings.
This option also will require that the Planning Board allow
the use of the R-80 zoned property for manuevering and
plane "parking". At present, the airbase property is under
two separate deeds. The larger piece, which is zoned R-80,
is the piece that runs to the south of the base proper. The
base itself is zoned LI. Jay Wickham said that he is
willing to covenant that if the residentially zoned parcel
is ever sold, it would be sold without the portion that
would lie adjacent to the proposed hangars. (We discussed
reserving a strip of 100' deep; which would account for 60
feet to the south of the hangar and an additional 40 feet
for plane storage and buffer or screening, should such
become necessary in the future.)
This option will cost $255 in site plan application
fees, plus $400 for the environmental review for a total
of $655. It is anticipated that the application could be
processed by this office within three months, assuming a
complete site plan application were submitted and n~o
unforseen problems arise.

On August 9th, Ritchie Latham, Bob Kassner and I met with
Arthur Junge, Jay Wickham and Rachel Duell at the Mattituck
Airbase. The purpose of the meeting was to discuss alternative
locations for the proposed hangars.
The proposed hangars are being constructed by airbase
customers who wish to store their planes indoors. Jay Wickham,
one of the airbase owners, is aware of and supports this
proposal. Mr. Junge and Mrs. Duell represent the customers who
were going to finance the construction of the hangars.
The addition of two new hangars would provide storage for
12 more planes. The hangars must be assessible from both sides
so that six planes with 40' wingspans can be parked side by side
without their wings overlapping (three planes per side). As a
consequence, each hangar must have a minimum of 60 feet of
manuevering room adjacent to the sliding door entrances. The
hangars will be one story high. They will be made of corrugated
aluminum (Morton buildings). The proposed dimensions are 30' by
170'.
The proposal calls for adding two new hangars to the south
of the two existing hangars. The existing hangars are oriented
in such a way that the view of the runway from the hangars is
unobstructed. The project sponsors hoped to "preserve this view"
so to speak, by placing the new hangars in the exact same
configuration and orientation as the old, only 60 feet to the

However, so placing the new hangars would result in a

a change of zone to Light Industrial. The other is to locate the

My recommendation is that the project sponsors relocate the
hangars so that they remain within the LI zone. This option is
not only less expensive and time consuming, but will serve to
contain the airbase use to that area so specified by the Zoning
Map.
