REVIEW The rear section of this General Business (B) property is zoned R-40, one acre residential. The rear residential lot is .69 of an acre, thus it is non-conforming as to area. The General Business section of the lot is .71 of an acre, the total lot comprising 1.4 acres. The use of this lot for a conforming use ie. residence, is precluded by it's non-conformity as to area. A area variance would be required for this use. The business zoned front parcel contains buildings that require adequate off street parking. The current parking is mostly in the front of the buildings and close to the Main Road. This has resulted in a dangerous situation of cars backing onto the Main Road. In order to correct this situation the applicant has requested a zone change to use the rear portion of the property for adequate off-street parking. 3. Because of the lack of on-site parking the property has been vacant, allowing the buildings and the property to fall into disrepair. The zone change will provide for adequate on-site parking. The business-zoned front parcel contains buildings which will require adequate off-street parking and the current non-conforming parking of those buildings is in front of buildings along the street. This has resulted in a dangerous situation of cars backing out into the Main Road. In order to correct this condition and upgrade the buildings and property, applicant requires adequate rear parking in keeping with the zoning of the remainder of the parcel and area. The parcel to be rezoned contains approximately 30,000 square feet less than the requirement for the R-40 zone. It's location i~ediately behind the commercial building renders it unsuitable as a residential parcel. It has historicelly been used as part of the entire parcel for parking and otherwise, and this application merely seeks to establish that use in conformity with the zoning code. By identifying basic project data, it assists a reviewer in the analysis that takes place in Parts 2 and 3.. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. It provides guidance as to whether an impact is likely to be considered small to moderate or whether it is a potentially- large impact. The form also identifies whether an impact can be mitigated or reduced. Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the impact is actually important.
