Y. 11901 Re: Temporary Substation at Mattituck - Request for Site Plan Waiver Sound Avenue, Mattituck SCTM: 1000-121-5-1.1 Zone: R-80 Dear Mr. Vaupel: The following resolution was adopted by the Southold Town Planning Board at a meeting held on March 11,2002: WHEREAS, KeySpan Energy, acting as an agent for LIPA, is planning to construct a temporary electric substation at the above location, which will be leased from the Suffolk County Water Authority for a period not exceeding nine months commencing June, 2002; and WHEREAS, the temporary transformer will sit approximately 16 ft. above grade and will be installed on pre-cast concrete beams, enclosed by a 60 ft. by 60 ft. fenced area spread with Dolomite. The fence will be 7 ft. height standard chain link, with a 1ft. barbed wire extension along the top for security purposes; and WHEREAS, temporary poles will be installed along the access and egress easements to allow electrical power to transition from the LIPA power infrastructure to the temporary substation transformers via overhead distribution feeders; and WHEREAS, upon completion of the new Jamesport substation in December, 2002, this temporary substation will be disconnected from service, removed, and the temporary site completely restored; and KeySpan Mattituck Substation - Paqe Two - 3/12/02 WHEREAS, the long range plan includes complete removal of the old Mattituck substation on the south side of Middle Road (Route 48), east of Cox Neck Road, in the year 2004, and KeySpan/LIPA agreed, in a letter dated February 6, 2002, to remove all structures, equipment, and buildings and will not use the Mattituck site to store equipment, material and or vehicles and that the site will be restored to a state that will be aesthetically pleasing to the surrounding community; and WHEREAS, due to the temporary nature of the equipment and the footings for the proposed Sound Avenue substation, KeySpan/LIPA has requested the Town of Southold to grant a site plan waiver, and WHEREAS, KeySpan/LIPA has submitted a plan, elevation drawings, and details on surveys received on January 30, 2002 describing the temporary substation installation, and WHEREAS, the Town of Southold recognizes the critical nature of the need to provide adequate and uninterrupted electrical power during the temporary transmission conversion period by using substations to distribute power loads; and WHEREAS, any violation of the conditions of this resolution may be grounds for rescinding this waiver; be it therefore RESOLVED, that the Southold Town Planning Board grant a waiver of site plan requirements. With regard to the removal of the Old Mattituck substation located on the East Side of Main Street, east of Cox Neck Lane, Mattituck NY, LIPA's plan includes the following: · Energize Temporary Mattituck in the June/July 2002 time frame. · Construct new Jamesport substation and energize from existing 69 kV line on Middle Road/Sound Ave. in December 2002 contingent upon site plan approval from the Town of Riverhead. · Remove and restore Temporary Mattituck no later than March 2003. · Convert 23-69 kV from Riverhead - Jamesport in the 2002/2003 time frame contingent upon a line routing agreement with the Town of Riverhead. · Convert 23/69 kV between Jamesport and Southold in 2004 contingent upon a line routing agreement with the Town of Southold. · Subsequent to converting the 23 kV infrastructure between Jamesport and Southold, completely remove the Old Mattituck substation. · Remove all structures, equipment and buildings. · LIPA has not yet made a decision regarding their long-range plans for this property. · LIPA has no intention of using this site to store equipment, material and or vehicles. LIPA has demonstrated its commitment and concem to the Southold community by partnering with them for an amenable resolution regarding the 23/69 kV transmission conversion effort. Please be assured that LIPA will work with the Town to ensure that subsequent to the removal of the Old Mattituck substation, the property is restored to a state that will be aesthetically pleasing to the surrounding conmnunity. LIPA, is planning to construct a temporary 6 MVA, 69-13 kV substation off Sound Ave. in Mattituck, NY in the June/July 2002 timeframe. The plan includes installation ora 69-13 kV transformer bank and associated equipment on Suffolk County Water Authority property, located on Sound Ave., west of the existing Mattituck substation (P/O Lot 1.1, Dist. 1000; Sect. 121; Blk 05). Please refer to our survey, file No. SO-84 submitted with the site plan waiver request. The single 6 MVA transformer will be connected to temporarily supply two (2) Mattituck distribution circuits during the construction ofanewtwo(2) 14MVA, 69-13 kV substation in JamesportNY. Subsequent to its scheduled December 2002 completion and in-service, the temporary substation at Mattituck will be disconnected from service, removed and the temporary site completely restored. The temporary transformer will sit approximately 16' above grade and will be installed on pre-cast concrete beams. Dolomite will be spread throughout the enclosed 60'X60' fenced portion of leased property (owned by Suffolk County Water Authority). The fence will be 7' height standard chain link with a 1' barbed wire extension along the top (typical substation design standard). A temporary pole line will be installed along ingress and egress easements to transition LIPA's 69 kV infrastructure from Sound Ave. to the temporary transformer bank and install an overhead distribution feeder from the temporary transformer bank to LIPA's 13 kV infrastructure along Sound Ave. Please refer to Sketch No: Temp-Matt-1 included with the site plan waiver request for location of temporary poles. Three poles will be installed inside the substation fence to house the associated substation equipment. A 50', class 1 pole direct embedded 7' in the ground will be installed on the south side of the substation property for the 69 kV take off structure and associated 1200A air break switch. A 30', class 2 pole direct will embedded 5' in the ground will be installed to house the potential transformer and fused disconnect. A 35', class 2 pole direct embedded 5'-6" will be installed on the north side of the substation to house the 15 kV, 600A air circuit recloser. Due to the temporary nature of this equipment and the fact that poured footings/foundations will not be installed, we've requested the Town of Southold to grant LIPA a site plan waiver for this project. The long-range plan also includes the complete removal of the old Mattituck substation on the East Side of Main Street, east of Cox Neck Lane, Mattituck NY in the 2004 time frame. For your convenience, included is an elevation drawing which, depicts and confirms the transformer bank installation and associated equipment dimensions identified in this letter.
