Dear Mr. Olsen:
Pursuant to Your telephone call On Tuesday, August 25 , 1981 On
review of this file it appears that the unique natural recharge
proposed by Mr. Celic, representing your client, at this time is
unacceptable. This opinion was given to me verbally by Super-
intendent of Highways, Raymond Dean, after a discussion he had
with Town Attorney Tasker.
I would suggest if you want to pursue this course further a joint
meeting be set, by this office, with the Town Highway Commission,
Superintendent of Highways, Town Attorney' s office, and our Board.
I hope this resolves any question with regard to this matter.

I have been advised that the Town is considering the possibility of permitting natural
pond drainage areas as proposed by the Macari Subdivision and also lessening the re-
quired width in road of subdivisions. Accordingly, I again request that you please ac-
cept the Macari Plan as submitted and proceed with this matter.
To date, I have had no response from my corresponder)6e to the Superintendent of
Highways, copies of which have been sent to your Boaid.

Dear Mrs. Tolman:
Please let this confirm my telephone call to your office inquiring as to the status
of the above matter. Despite my inquiries, I have received no formal reply
from the Planning Board as to the results of the meeting held on May 18, 1980.
As you are aware, the maps prepared by Young & Young were the net result of
communications between Mr. Young's office and the Planning Board and were
prepared at great expense to the property owner. Requiring a major revision of
the map at this late date seems inequitable particularly since tbg-,Subdivision as
designed not only attractive but takes full advantage of the top6graNly of the land,
and provided adequate drainage.
In any event, I would appreciate hearing from your office after you'have had an
opportunity to further discuss this matter with the Superintendent of Highways
and perhaps the Town Attorney if necessary.

which time in addition to the Planning Board members, the following persons
were present: Raymond Dean, Superintendent of Highways; Jack Davis, Town
Engineer; Howard Young, Engineer for Mr. Macari and myself.
Please let this confirm that the Planning Board Engineer, Lawrence Tuthill was
not present butdould be contacted by Jack Davis concerning some of his recom-
mendations for clarification. Also Raymond Dean wished to discuss the drainage
plans with the Town Attorney. Please keep me up to date as to the status of these
matters.

Pursuant to Article 8 of the Environmental Conservation Law State
Environmental Quality Review Act and 6NYCRR Part 617, Section
617.10 and Chapter 44 of the Code of the Town of Southold, notice
is hereby given that Southold Town Planning Board as lead agency
for the action described below has determined that the project will
not have a significant effect on the environment.
DESCRIPTION OF ACTION
The major subdivision of Joseph Macari is a forty-nine lot residential
subdivision of 65.8 acre cated at Laurel in the Town of Southold.
The project has been determined not to have a significant effect
on the environment for the following reasons:
An environmental assessment has been submitted which indicated
that no significant adverse effects to the environment were
likely to occur should the project be implemented as planned.
Because there has been no response in the allotted time from
the New York State Department of Environmental Conservation
it is assumed that there is no objection nor comments by that
agency.
The Suffolk County Department of Health Services has indicated
that it has no objection to the designation of lead agency
and that a complete review of the sewage and water supply
facilities will be conducted upon receipt of proper application.
The project will meet all requirements of the Code of the Town
of Southold Subdivision of Land Regulations.
Further information can be obtained by contacting Ms. Muriel
Tolman, Secretary, Southold Town Planning Board, Main Road,
Southold, New York 11971.

Dear Mr. Young:
The following report was made regarding a field inspection of
the subdivision of property of Macari. Present were Henry E. Raynor,
Jr. ; G. Ritchie Latham; Bennett Orlowski, Jr. ; Raymond C. Dean and
John W. Davis.
The entrance to the subdivision should be located on the north-
west corner just east of the property line of Woessner. On the
northwest quadrant there are two runs of drainage to natural recharge.
One is 1,000 feet and one is 1,200 feet. These should be piped
according to inspector' s specifications. Natural drainage in the
two basins shown are adequate although elevations should be raised to
the 20.0 foot on the smaller basin. The plan is short of buildable
park and playground. The swamp is not acceptable as park and play-
ground. The recommendations is that Lot 16 be included. This will
eliminate the�:.construction of town specifications road to this lot.
These recommendations were officially accepted by the Board at
a regular meeting held October 18, 1979.

From field observations, the location of the dual exit and entrance roads
(Road IDI ) as shown on maps dated Feb. 13, 1979 present a sight distance
problem. Northbound traffic frcm the subdivision has good sight, distance.
Southbound traffic from the property, &e to ci)rvature and a sharp minus grade
in Sound Avenuehas poor site distance.
In my opinion better sight. conditions would be obtained for traffic leaving or
entering this s,ibdivision by having Road IDI located between lots 48 and 49
althoiigh even here visibility would be limited by the curves in the Saind
Avenije road.

of your Board at the property to discuss the question of, entj?ances

Gentlemen:
Thank you for your letter dated February 6, 1975, concerning the pro-
Posed extension of the Long Island Expressway to Mattituck.
In 1968 we prepared preliminary planning maps for the Expressway Extension
to Mattituck. At that time, only a single location was prepared; however,
our new procedures require that we develop alternative solutions, both
in location and mode of transportation. In addition, due to our fiscal
restraints, this project is not listed on our 10-year Current Work
Program and it appears that it will be several years before we will
reactivate the project and develop the necessary alternative solutions.
In summary, it will be several years before we can proceed with this
project. At that time, the route location along the Long Island
Lighting Company high tension line prepared in 1968 will be only one
of other alternatives which will be considered.
We hope this will clarify the status of the proposed expressway exten—
sion. If we can be of further assistance on this matter, please advise.
