Bennett Orlowski , Jr, Chairman Southold Town Planning Board Town Hall Southold, NY 11971 Re: Review of Tuthill Town Subdivision Yield Map SBB No. 87120 Dear Mr. Orlowski : We have reviewed the yield map for the Tuthill Town subdivision and have the following comments: 1. Since Main Road and New Suffolk Avenue are heavily travelled, access to them with driveways will not be acceptable. We require an interior road with two points of ingress/egress along Locust Avenue with provisions for future access to land to the east of the site. 2. The developer should indicate stormwater tributary areas to the subdivision and a proposed drainage recharge basin for the above mentioned interior road system, as well as existing roads bordering the site. 3. The developer should provide two (2) test borings 20' deep for evaluation of suitability of drainage. 4. The developer should provide existing contours, proposed street grades, proposed drain lines and rough lot dimension and areas. Upon resubmission of this information, we will continue our review of this yield map. tpp•``\,qp0 Very truly yours, I SUAIN,G BOWNE N ENGI E S ROBERT W. BROWN, L.S. The reviewer is not expected to be an expert environmental analyst. .. - Identifying that ar effect will be potentially large (column 2) does not mean that it is also necessari significant. Ary large effect must be evaluated in PART 3 to determine significance. By identifying a erredin column 2 simply asks that it be looked at further. _ - The Examoles provided are to assist the reviewer by showing types of effects and wherever Possible the of magnitude that would trigger a response in column 2. The examples are generally applicable througho State and for most situations. But, for any specific project or site other examples and/or lower thres may be more appropriate for a Potential Large Impact rating. - Each project, on each site, in each locality, will vary. Therefore, the examples have been offered as They do not constitute an exhaustive list of impacts and thresholds to answer each nuestion. - The number of examples per question does not indicate the importance of each question. INSTRUCTIONS (Read Carefully) a. Answer each of the 18 questions in PART 2. Answer Yes if there will be any effect. b. Maybe answers should be considered as Yes answers. C. If answering Yes to a question then check the appropriate box (column 1 or 2) to indicate the voten, size of the impact. If impact threshold equals or exceeds any example provided, check column 2. I. impact will occur but threshold is lower than example, check column 1. d. If reviewer has doubt about the size of the impact then consider the impact as notentiatly large and proceed to PART 3. e. If a potentially large impact or effect can be reduced by a change in the project to a less than la, magnitude, place a Yes in column 3.
