Reviewed offer and appraisal received from landowner [executive session].
(Eric Keil not in attendance for this discussion as landowner is a relative)
LPC reviewed sales comps in landowner’s appraisal. LPC had concerns re:
some of the values/adjustments in landowner’s appraisal. Melissa Spiro was
directed to contact landowner regarding issues with landowner’s personal
appraisal. LPC cannot guarantee to landowner usage of State language in
easement as Town did not receive State grant.
MOTION
made by Ray Huntington, seconded by Michelle Zaloom to increase
previous offer to landowner for a development rights easement, leaving a
reserved area around the cottage and a proposed residential building lot.

Continued review of request for building within easement area.
Melissa told LPC that she met again with Ben Sisson to discuss different
locations discussed and preferred by some members of LPC. Ben Sisson had
staked one proposed location from LPC’s review. LPC noted that they prefer that
any ag structures be placed on an adjacent parcel owned by landowners where
development rights remain intact. LPC had lengthy discussion re: pros and cons
of possible site locations.
MOTION
made by Eric Keil, seconded by Ray Huntington, to approve ag
structure building in location (northeastern corner of 55-1-8.3) requested in letter
dated March 24, 2006, and to allow for uses requested in same letter provided
doors to building face westerly away from Youngs Avenue.

MOTION
made by Lillian Ball, seconded by Ray Huntington, to allow the ag
structure and uses requested in March 24, 2006 letter, on landowners’ adjacent
property known as 55-1-8.4 as Town owns development rights on this property
also. Ag structure to be located at the southern most side of the property, in the
southeast corner by Youngs Avenue. No restrictions placed on building
orientation.

Note taken that consensus among LPC members could not be reached for
location suggested by landowner; however, consensus was reached for an
alternative ag structure location on the property.

Reviewed status of offer.
Melissa Spiro met with landowner’s attorney, Patricia Moore, in regard to
proposed limits to be placed on MII area (area not offered to Town). Landowner
may request zone change from MII to residential. Landowner wants residential
use in the existing building on site, willing to restrict size to existing footprint, but
want to be able to move building and to replace it in a different location. In
addition, he wants to increase height but willing to limit height to 28 feet.
Landowner also restricting dock to no more than four (4) residential slips. LPC
acceptable with restrictions and potential zone change as long as all in
accordance with Town Code.

Landowners offered in a suggested price range, a development rights easement
on recently purchased vacant property adjacent to their home as a significant
bargain sale to the Town. Although this property is located within an
environmentally sensitive area, it is not listed on the Town’s Community
Preservation Project Plan list.

made by Michelle Zaloom, seconded by Eric Keil, to present an offer to
landowners for a development rights easement only and landowner would retain
fee title to the parcel.

Stackler property.

property owner still interested in purchase of Shur farmland once development
rights have been sold to the Town. Shur, in his sale to Town, wants an Ag
Structure area designated in the northwesterly section of the parcel. Landowners

2005 SUFFOLK COUNTY TAX MAP BOOKS -
The blue books need to be
returned to the Land Preservation Department by Monday, June 19, 2006. Books
were returned by Al Krupski, Michelle Zaloom, Ray Huntington, and Melissa
Spiro. Books remain outstanding to Ray Blum and Eric Keil. Lillian Ball was given
a new tan 2006 Suffolk County Tax Map Book.
