SITE DESCRIPTION LOCATION & OVERVIEW The subject property consists of a vacant acreage parcel located on the south side of Pipes Neck Road, approximately 881+ feet east of Main Road in Greenport (unincorporated portion), Town of Southold, Suffolk County, New York. The tax lot contains 10.79+ acres and is comprised of vacant land containing upland areas as well as significant areas of freshwater and tidal wetlands. A single- family building envelope has been established within the north-central portion of the site along Pipes Neck Road. The owners have reportedly been granted permits for development with one single-family home. No other development is possible on the site due to wetlands restrictions. A septic system appears to have been installed on the site in preparation for development. No other improvements are present. Approximately 2/3 of the site is judged to be comprised of wetlands with the remainder comprised of upland. The subject property is designated on the Suffolk County Tax Maps as follows: District: 1000, Section: 53, Block: 3, Lot: 2. The subject parcel is currently zoned "R-80" by the Town of Southold. The parcel has frontages of 1,028+ feet on Pipes Neck Road, 542+ feet along the Long Island Railroad and 1,592+ feet along Pipes Creek. Pipes Creek is a non- navigable body of water that is linked to Pipes Cove. The site has views of Pipes Creek and Pipes Cove to the south and west. ACCESS The parcel has paved frontage of 1,028+ feet on the south side of Pipes Neck Road, which is a paved, two-lane, public roadway. MAP DESCRIPTIONS The subject property is comprised the tax lot designated on the Suffolk County Tax Maps as follows: District: 1000, Section: 53, Block: 3, Lot: 2. The subject parcel is located within zones A (areas inundated by 500 year flooding) and AE (areas inundated by 100 year flooding) according to the Federal Emergency Management Agency on the Flood Insurance Rate Maps for the Town of Southold, Suffolk County, New York (Community Panel #36103CO159G), effective date May 4, 1998. The site is located in Census Tract #1702.02. SIZE, SHAPE AND FRONTAGE The subject property contains a total land area of 10.79+ acres and is somewhat irregular in shape. The parcel has frontages of 1,028+ feet on Pipes Neck Road, 542+ feet along the Long Island Railroad and 1,592+ feet along Pipes Creek. SITE CONDITIONS The site is located in a residential, somewhat seasonal waterfront neighborhood with single-family homes and vacant land in surrounding areas. Various commercial as well as residential properties are located along Main Road (SR 25) in proximity to the subject area. The parcel has a generally level topography and is at grade with Pipes Neck Road. The tax lot contains 10.79+ acres and is comprised of vacant land containing upland areas as well as significant areas of freshwater and tidal wetlands. A single-family building envelope has been established within the north-central portion of the site along Pipes Neck Road. The owners have reportedly been granted permits for development with one single-family home. No other development is possible on the site due to wetlands restrictions. Police protection is provided by the Suffolk County Police Department and fire protection is provided by a local volunteer fire department. EASEMENTS AND ENCROACHMENTS We are not aware of any easements or encroachments other than normal utility easements. CONCLUSION The property and the neighboring community are seen as conducive to supporting residential development as could take place on the site. Furthermore, the specific site conditions and the nature of the overall area make the site desirable for acquisition by an agency interested in preserving open space on Long Island. Page s 300 Wheeler Road, Suite 302 Hauppauge, New York 11788-4300 E • N v z R O N M E N • T A L S U M M A R • Y • Phase I Environmental Site Assessment 1900 Pipes Neck Lane 1.0 SUMMARY The subject property has been inspected and reviewed independently by Nelson, Pope & Voorhis, LLC in order determine if potential environmental or public health concerns are present. This report is intended to identify Recognized Environmental Conditions (as defined in ASTM Standards on Environmental Site Assessments for Commercial Real Estate and the Target Protocol) on the subject property based on the four (4) basic components of a Full Phase I Environmental Site Assessment (ESA): records review, site reconnaissance, interviews and evaluation and reporting. The subject property lies in the Hamlet of Greenport, Town of Southold, County of Suffolk, New York. The overall property is an 11.1-acre parcel of vacant, wooded land and marsh land. The subject property is located at the southwest corner of Pipes Neck Road and the LIRR, approximately 810 feet east of Main Road. The irregularly shaped property has approximately 1,020 feet of frontage along Pipes Neck Road. The property is more particularly described as Suffolk County Tax Map # 1000-053-3-2. The subject property is comprised of vacant land and marsh land. The upland portion of the property is generally flat except along the edges where the marshland begins and at the northern portion of the property where the topography is uneven. A cleared area was centrally located in the upland portion of the property. Partially exposed, covered cesspools were observed in this area. Debris including concrete rubble, bricks, plastic bottles, cans, chopped wood and yard waste was observed in several areas throughout the upland portion of the property. A small gully was observed in the southeastern portion of the property running parallel to Pipes Neck Road. Trails were observed between the upland and marsh areas. No odors, staining or stressed vegetation were observed on the property. No Sanborn map coverage was available for the subject property or nearby area. Aerial photographs from 1938, 1969, 1976, 1980, 1994, 1999, 2001 and 2004 were reviewed in order to determine if any prior uses occupied the subject property. In the 1938 aerial photograph, the majority of the upland portion of the property appeared to have been previously cleared. The 1969 aerial photograph revealed disturbance in the upland area of the property. Additionally, a small area of the property appeared to have been filled-in. The cleared area was visible in the 1976 and 1980 aerial photographs. Revegetation was occurring in the 1994 and 1999 aerial photographs and only a small clearing remained. New disturbance in the upland area was noted in the 2001 and 2004 aerial photographs. An extensive government records search found no potential sources of environmental degradation on the subject property. One (1) active and seven (7) closed spill • incidents and one (1) closed LUST incident are located within one (1.0) mile of the subject property and are not expected to impact the subject property. In conclusion, this assessment has revealed no evidence of a potential recognized environmental however, the following recommendation is issued: 1. The Town will eventually be purchasing this as an environmentally sensitive parcel in the Pipes Cove area. The map is kind of busy and I am sorry you can't really see it but this whole area is generally our target area. All the parcels in green are already preserved and the red parcels are the parcels that we would like to preserve and they are our focus area as we try preserve in the Pipes Cove area. The Carroll piece is right here. It is located on the end of Pipes Neck Road and we actually now own and once we close on this, we will own together with the county, everything on the west side of Pipes Neck Road. So once you turn from Main Road on to Pipes Neck, the county and the Town own the environmentally sensitive wetlands to the north side of the railroad tracks and with the Carroll acquisition, we will own everything from the south side of the railroad tracks. The Carroll parcel fronts on Pipes Creek, it has got actually quite a bit of frontage on the Pipes Creek area. As you can tell from the map, sorry to those of you that can't see it; but it really fits right into our whole focus area in the Pipes Neck area. The town hired the Nature Conservancy a couple of years ago to work together to facilitate some of the preservation efforts in this area and I would really like to thank Randy Parsons, who has done a lot of work for the Town in this area and has been the facilitator on this project with the Carroll family. The Committee is really enthusiastic about this project, they • recommend that the Town Board proceed with the approval of it. I thank the landowner, of course, as I always do for joining with the Town in our land preservation efforts. We hope to close actually, very soon on this one.
