NOTICE IS HEREBY GWEN THAT NOTICES OF INTENT ARE SOUGHT AND
REQUESTED FOR THE FOLLOWING DESIGN SERVICES:
BID NAME: Orient Causeway Scenic Byways Project
The Town of Southold requires consulting services of a professional design engineer or
firm licensed to practice in the State of New York to assist in the plarming, design and
development of a project that would underground all overhead utilities lines as well as
develop kayak and bicycle access along the two (2 +/-) miles of State Route 25 known as
the Orient/East Marion Causeway.
This first Phase of this request shall consist of two parts. Initially, the successful bidder
will be required to consult with NYSDOT, LIPA, NYSDEC, US Army Corps of
Engineers, Cablevision, Verizon and Town Departments to verify and ascertain the
overall cost of such a project. It shall also include the identification of potential funding
sources that would be utilized for the follow-on Phase II construction project. A written
report outlining and detailing this information is to be submitted to the Town of South old
within two months of the start-up date.
Subsequently, if authorized by the Town of Southold to proceed, the second part of this
first Phase shall require the successful bidder to develop a conceptual project design,
which includes the assessment of environmental impacts and the preparation of
preliminary plans & specifications. Plans shall indicate the location of primary design
elements, particularly the underground cables, existing and proposed vegetation, storm-
water designs, filtration, road restoration and proposed kayak & bicycle access. The
Consultant shall be responsible for the preparation of a Request For Proposals (RFP) that
would include all work necessary for the successful completion of the Phase II
construction project.
Interested bidders should submit notice of intent to submit formal bid proposals by June

Orient Causeway Scenic Byways Project
The Town of Southold is seeking a means to address visual impacts and improvements to the
natural resources in the vicinity of the Causeway between East Marion and Orient. This project is
known as; THE NORTH FORK TRAil, SCENIC BYWAY: RESOURCE PROTECTION
PROJECT. CAUSEWAY BETWEEN EAST MARION AND ORIENT - PIN: SB09.03.321.
NOTICE IS HEREBY GIVEN THAT NOTICES OF INTENT ARE SOUGHT AND
REQUESTED FOR THE FOLLOWING DESIGN SERVICES:
Scope of Work: Phase '" /1('
1. Unless the Town of Southold otherwise directs the Consulting Engineer in
writing, the Consulting Engineer or Engineering Firm agrees to perform, or cause
to be performed, the following work under Phase "I A" of the Project:
a. Develop a consensus with regard to project approach that will
determine a course of action that would be in the best interest of the
Town of Southold;
b. Conduct a series of interviews with but not limited to the following
agencies; NYS Department of Transportation, L1PA, NYS DEC, US
Army Corp of Engineers, Cablevision, Verizon, NYS Department of
State & various Town Departments;
c. Obtain utility information, including identifying the locations and types
of all utilities within the project area, the ownership of these utilities,
and prepare an inventory of same;
d. Develop a consensus on a conceptual plan to underground the
overhead utilities, improve the bikeway, define kayak access to the
harbor and filter storm water runoff;
e. Verify data collected from all governmental agencies and ascertain
the overall Project Cost to complete the Phase II Construction Project;
f. Determine the need to apply for any required permits, including U.S.
Coast Guard, U.S. Army Corp of Engineers, DEC, SPDES, NYSDOT
Highway Work Permits and any other required permits or approvals;
g. Identify all potential realistic funding sources for implementation of the
Phase II Construction Project;
h. Verify potential environmental impacts through and adjacent to the
project area where related or associated to the proposed project;
i. Where required by the Town of Southold, or necessary for the
performance of the Services, the contractor shall coordinate,
cooperate, and consult with the Southold Transportation Commission
and the Town's Engineering Department or other Consultants as
directed by the Town of Southold;
j. Review, circulate and submit a written report and other project data to
the New York State Department of Transportation and the Town of
Southold, to obtain the necessary review, approval, and/or secure the
approval and/or authorization to proceed. This written report shall
outline all of the data gathered under phase "I A" of this project;
