Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner, whether a pro. or action may be significant. The question of whether an action may be significant is not always easy to answer. Frequ, Iy. there are aspects of a project that are subjective or unmeasureable, It is also understood that those who deter" significance may have little or no formal knowledge of the environment or may be technically expert in environme. analysis, In addition. many who have knowledge in one particular area may not be aware of the broader concerns affec. the question of significance, . . The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determinat process has been orderly, comprehensive in nature, yet flexible to allow introduction of information to fit a project or acti <,1 ~ S'" . . Full EAF Components: The full EAF is comprised of three parts: Part 1: Provides objective data and information about a given project and its site. By- identifying basic proj data, it assists a reviewer in the analysis that takes place in Parts 2 and 3. , I I ~-_, Part 2: Focuses on identifying the range of possible impacts that may OCcur from a project or action. It prov;. guidance as to whether an impact is likely to be conSidered small to moderate or whether it is a potentia large impact. The form also identifies whether an impact can be mitigated or reduced, Part 3: If any impact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not. impact is actually important. The project will not result in any large and important impact(s) and, therefore, is one which will not have a significant impact on the environment, therefore a negative declaration will be prepared. o B. Although the project could have a significant effect on the environment. there will not be a significant effect for this Unlisted Action because the mitigation measures described in PART 3 have been required, therefore a CONDITIONED negative declaration will be prepared.' o C. The project may result in one or more large and important impacts that may have a sigriific~nt impact on the environment, therefore a positive declaration will be prepared. . The reviewer is not expected to be an expert environmental analyst. . Identifying that an impact will be potentially large (column 2) does not mean that it is also necessarily significan Any large impact must be evaluated in PART 3 to determine significance. Identifying an impact in column 2 simr asks that it be looked at further. . The Examples provided are to assist the reviewer by showing types of impacts and wherever possible the thres~old magnitude that would trigger a response in column 2. The examples are generally applicable throughout the State a for most situations. But, for any specific project or site other examples and/or lower thresholds may be appropri. for a Potential Large Impact response, thus requiring evaluation in Part 3. . The impacts of each project, on each site, in each locality, will vary. Therefore, the examples are illustrative a have been offered as guidance. They do not constitute an exhaustive list of impacts and thresholds to answer each quest;': . The number of examples per question does not indicate the importance of each question. . In identifying impacts, consider long term, short term and cumlative effects. Instructions (Read carefully) a. Answer each of the 19 questions in PART 2. Answer Yes if there will be any impact. b. Maybe answers should be considered as Yes answers. c. If answering Yes to a question then check the appropriate box (column 1 or 2) to indicate the potential size of ti impact. If impact threshold equals or exceeds any example provided, check column 2. If impact will occur but thresho is 1000~er than example, check column 1. d. If reviewer has doubt about size of the impact then consider the impact as potentially large and proceed to PART e. If a potentially large impact checked in column 2 can be mitigated by changers) in the project to a small to modera impact, also check the Yes box in column 3. A No response indicates that such a reduction is not possible. Th must be explained in Part 3. The Planning Board and staff worked approximately 3-4 hours on initial review and design layout for the above mentioned subdivision. A request was made for a revised layout, which involved the above mentioned parcels and a third adjacent parcel, owned by a separate party. Their only response to the Planning Board's request has been the request for the reimbursement of the filing fees. Please contact this office if you need any additional information. Box 757 Riverhead, New York 11901 RE: Proposed Major Subdivisions Ka10ski Farm Alvah's Lane, Cutchogue SCTM# 1000-102-4-6 and SCTM# 1000-109-1-24.1 Dear Mr. McNulty: The Planning Board has reviewed the above mentioned proposals, and has the fOllowing comments and requests. I THE "SET OFF" APPLICATION FOR THE 7.789 ACRE PARCEL This application is to proceed as a minor subdivision, not as a set off. Upon receipt of a revised application and application fee, the Board will proceed with their review of the subdivision. A minor subdivision application is enclosed for your assistance. II PROPOSAL FOR SCTM# 1000-102-4-6 1. 'rhe yield map submitted is not in proper form. The map must be revised to include the dimensions of all lots, and also the land area for drainage purposes. 2. The Board is not in favor of the cluster map submitted. The Board requests a cluster layout, with lots reduced to 30,000 square feet in area, as shown on the enclosed sketch (note that the sketch is for concept purposes only, and is not drawn to scale.) As noted above, the yield map is not in proper form, thus the yield of the parcel has not been determined. The cluster layout must reflect the number of lots allowed by the yield map. The Board has reviewed the topography map for the site, and requests that the cluster layout be designed in order to avoid development in the drainage swale and the low areas. . . 3. Lots numbered 1 and 2 are located off of Alvah's Lane on the enclosed sketch. However, since both pieces of property, SCTMI 1000-102-4-6 and SCTMI 1000-109-1-24.1, are under the same ownership, the Board requests that these two lots be located on SCTMI 1000-109-1-24.1, rather than on SCTMI 1000-102-4-6. In this manner, a buffer along Alvah's Lane will be established. III PROPOSAL FOR SCTMI 1000-109-1-24.1 1. The yield map submitted for this proposal is also not in proper form. The map must be revised to show the dimensions for all lots. 2. The Board is also not in favor of the cluster layout submitted. The Board requests a cluster layout, with lots clustered to 30,000 square feet in area, as shown on the enclosed sketch. The cluster layout must reflect the number of lots allowed by the yield map unless the two lots from SCTMI 1000-102-4-6 are to be included. 3. It is unclear from the map as to your intentions for the existing farm buildings on the property. Please clarify; if they are to remain, a subdivision of the property encompassing the structures from the remaining larger parcel may be in order. Upon receipt of the items/revised maps as mentioned above, the Planning Board will proceed with their review. Please contact this office if you have any questions regarding the above, or would like to set up a meeting with Melissa Spiro to discuss the requested revisions. ~~~/ Chairman enc. .. .. Purpose: The full EAF is designed to help applicants and agencies determine, in an orderly manner. whether a 'proj, or action may be significant. The question of whether an action may be significant is not always easy to answer. Freque Iy, there are aspects of a project that are subjective or unmeasureable. It is also understood that those who determi significance may have little or no formal knowledge of the environment or may be technically expert in environmen analysis. In addition, many who have knowledge in one particular area may not be aware of the broader concerns affecti the question of significance. . The full EAF is intended to provide a method whereby applicants and agencies can be assured that the determinati. process has been orderly, comprehensive in nature, yet flexible to allow introduction of information to fit a project or actk !--...,o,. By identifying basic proje data, it assists a reviewer in the analysis that takes place in Parts 2 and 3. Part 2: Focuses on identifying the range of possible impacts that may occur from a project or action. Title , If the action i; in the Coastal ea, and you are a state agency, complete the Coastal Assessment Form before proc;eding with this assessment. L 5 Responsibility of Lead Agency art 2-PROJECT IMPACTS. ,D. HEIR MAGNITUDE General Information (Read Carefully) . In completing the form the reviewer should be guided by the question: Have my responses and determinations been reasonablel The reviewer is not expected to be an expert environmental analyst. . Identifying that an impact will be potentially large (column 2) does not mean that it is also necessarily significant. Any large impact must be evaluated in PART 3 to determine significance. Identifying an impact in column 2 simply asks that it be looked at further. . The Examples provided are to assist the reviewer by showing types of impacts and wherever possible the threshold of magnitude that would trigger a response in column 2. The examples are generally applicable throughout the State and for most situations. But, for any specific project or site other examples and/or lower thresholds may be appropriate for a Potential Large Impact response, thus requiring evaluation in Part 3. . The impacts of each project, on each site, in each locality, wiJl vary. Therefore, the examples are illustrative and have been offered as guidance. They do not constitute an exhaustive list of impacts and thresholds to answer each question . The number of examples per question does not indicate the importance of each question. . In identifying impacts, consider long term, short term and cumlative effects. Instructions (Read carefully) a, Answer each of the 19 questions in PART 2, Answer Ves if there will be any impact b. Maybe answers should be considered as Yes answers. c, If answering Ves to a question then check the appropriate box (column 1 or 2) to indicate the potential size of the impact If impact threshold equals or exceeds any example provided, check column 2. If impact will occur but threshold is Im;'er than example, check column 1. d, If reviewer has doubt about size of the impact then consider the impact as potentially large and proceed to PART 3. e, If a potentially large impact checked in column 2 can be mitigated by changers) in the project to a small to moderate impact, a/so check the Yes box in column 3. A No response indicates that such a reduction is not possible. This must be explained in Part 3. IMPACT ON LAND 1. Will the proposed action result in a physical change to the project site? DNO ['Jns Examples that would apply to column 2 . Any construction on slopes of 15% or greater, (15 foot rise per 100 foot of length), or where the general slopes in the project area exceed 10%. .
