Gentlemen, We have received notice of a Special Exception petition requested by the above applicant for the purpose of constructing and operating a winery for the wholesale and retail sale of wine. We are the owners of a residentially zoned wooded parcel immediately to the east of where the proposed commercial building is to be erected. We have filed for a minor subdivision and are now awaiting final approval for two residential plots. The site plan enclosed with the Notice shows a proposed commercial building (winery) set back approximately 480 feet from the Main Road and located less than 50 feet from our property line. A barn already exists approximately 100 feet from the vineyard's west property line. Now they are proposing to erect a winery less than 50 feet from their east property line and to clear a parking area not more than 25 feet from this same property line. In our opinion, although the vineyard and winery are an acceptable use for the land, we strongly oppose the proposed location of the structure and parking area for the following reasons: 1. The erection of a commercial structure and parking area within 50 feet of the property line will drastically reduce the value of our 2.7 acre wooded plot. 2. On a 48 acre parcel, it should be no problem for the applicant to locate the buildings where they do not harm any of the adjoining property owners. 3. All other winery structures in the Towns of Southold and Riverhead are set back no more than 200 feet from the front property line, not 480 feet as indicated on the applicant's site plan. 4. A future problem may arise when the applicant ai4empts to make use of the property in front of and to the west of his winery. Long Pond Estates, Section 1 Trees have been replaced, but some do not appear to meet with the caliper size required by the Highway Specifications. Further, they do not appear to be healthy. Many of the root balls are exposed and need to be covered. The recharge basins are screened only on the street side by a single row of cedars. Additional screening should be planted on the other sides of the fences. Evidently screening was not required by the bond. However, Section A108-27 of the Highway Specifications sets forth minimum landscaping specifications for Type A recharge basins. These specifications have not been met. 3 . Mohring, Peconic SCTM# 1000-75-6-7 Pond area is very overgrown. It did not look like any work was done recently. There is one catch basin that appears to be piped to the ponding area. The second drain where concrete rip rap was present could not be located due to the heavy plant growth in the area. A review by the Town Engineers may be in order. 5. Gristina Vineyard Mr. Gristina was on the site and submitted a new plan changing the location of the parking lot. This plan will be reviewed in the office. The protection of the existing drainage Swale on the property needs to be considered in the review of this application. 6. Community Christian Fellowship SCTM# 1000-108-1-3 The existing site does not reflect the approved site plan. The Parking lot is larger than that shown on the plan and also, there is no concrete walk on the east side of the parking area as shown on the plan. An amended plan should be filed showing the parking lot as it has been installed. Trees as shown on the plan must be planted.
