The proposed lots are less than the required two-acre zoning and they do not appear to havebeenmerged. Vote Qfckhe,-;Boarda.zsAyes: Orlowski, Mullen, Ward Mr. Thomas Byrnes was present for a pre-submission conference to discuss the site plan for the Village of Southold Shopping Center located at County Route 48 , Southold. Mr. Byrnes explained that he would like to add an additon on the existing building to provide five more retail stores, presently there are four. Mr. Byrnes presented a rendering which the Board reviewed. It was noted that he is doubling the site of the existing retail building. It was noted that the addition would be built on adjacent land owned by Mr. Byrnes which he would merge to the existing lot. Mr. =Byrnes stated that it would be for retail use only. It was the consensus-of-�the Board to make a fieldr.inspection prior to any further recommendations or action;-an the site plan. Community Christian Fellowship - The Board reviewed this amended site plan for the parking area of the church. The Board had previously approved tho site plan for the new church located at County Route 48, and Wickham Avenue, Mattituck. Following the Board' s aproval, the applicant wished to re-locate the parking area and entrance closer to the front -.of the building instead of off to the s=ide. This amended site plan has been certified by the Building Department. Box 1179 Southold, N.Y. 11971 Re: Revised Site Plan Community Christian Fellowship SCTM No. 1000-108-1-3 Gentlemen: Enclosed are 3 copies of our revised site plan which reflects actual site construction. I will respond specifically to your 9/13/88 letter and include details of any other modifications from the original approved site plan. ITEM 1) Parking Area and Walkways The parking lot area was approximately doubled. The grading of the site eliminated the need for concrete walk to provide handicapped access to the front door. Additional handicapped access was provided by the wooden ramp which starts near the front door and proceeds to the deck at the eastern entrance. The west side walk/ramp was eliminated and replaced with a deck covering the entire west side of the building. Access to this deck is by CCA treated timber steps and walkway. ITEM 2) Trees/Landscaping Final grading, sprinkler installation and seeding was completed this fall. Therefore, we plan to plant the trees indicated during early spring of 1990. In addition the proposed sign was installed closer to the building facing County Rd . 98. ITEM 3) Drainage Facilities No drainage pipe under the parking lot entrance has been necessary. An asphalt swale was constructed on the north side of the parking lot in lieu of the catch basin originally planned. My observations during the extreme rains we have had over the past several months revealed that all drainage remains on site and that the drainage basin, as constructed, has adequate capacity. ITEM 9) Site Lighting All exterior lighting has been aimed to direct light on the site proper and not • Pg. 2 - CCF Site Plan Revision Planning Board - 12/7/89 to interfere with vehicular traffic on County Route 98. I believe that all of the revisions to the original site plan as detailed above meet applicable Codes and/or the intent of requirements as initially specified by the Planning Board. We anticipate your review and approval of the revised site plan and issuance of a final Certificate of Occupancy for our building. This was based upon a percolation rate sandy soil of 1 inch per hour. Runoff from lawn areas will be directed to the recharge basin by contoured final grade. 6) Area and Volume of the recharge basin was calculated to provide adequate leaching and holding capacity for the anticipated 28,3300 cubic feet of runoff for the 6 inch in 24 hour storm with 2. 14 acres of pervious surface and 0.36 acres of impervious surface. 7) The lower terrace area ( to be brick on sand ) on the south side of the building will be provided with a 4 foot diameter dry well , 4 foot depth. 8) The small drainage area at the southwest of the property which which might be impeded by the slope on the west side of the building will be diverted by appropriate contouring or conducted by pipe through the slope and discharge to the catch basin in the parking area. Long Pond Estates, Section 1 Trees have been replaced, but some do not appear to meet with the caliper size required by the Highway Specifications. Further, they do not appear to be healthy. Many of the root balls are exposed and need to be covered. The recharge basins are screened only on the street side by a single row of cedars. Additional screening should be planted on the other sides of the fences. Evidently screening was not required by the bond. However, Section A108-27 of the Highway Specifications sets forth minimum landscaping specifications for Type A recharge basins. These specifications have not been met. 3 . Mohring, Peconic SCTM# 1000-7576-7 Pond area is very overgrown. It did not look like any work was done recently. There is one catch basin that appears to be piped to the ponding area. The second drain where concrete rip rap was present could not be located due to the heavy plant growth in the area. A review by the Town Engineers may be in order. 5 . Gristina Vineyard Mr. Gristina was on the site and submitted a new plan changing the location of the parking lot. This plan will be reviewed in the Office. The protection of the existing drainage Swale on the property needs to be considered in the review of this application. 6. This is an application pursuant to the requirements of Article III , Section 100-30B for a Special Exception in the proposal to expand the existing Place of Worship use (presently occupied by the Church of Transfiguration of Christ) as more particularly shown on proposed Site Plan prepared by Gordon A. Ahlers, P.E. dated May 23 , 1988 , and described in floor plans dated May 21, 1987. 2. The premises is located along the east side of Luthers Road in the Hamlet of Mattituck, Town of Southold, and is more particularly identified on the Suffolk County Tax Maps as Dis- trict 1000, Section 106, Block 9, Lot 6. 1, containing 2. 9430 acres. 3 . The subject premises is located in the Residential and Agricultural Zoning District. 4. The expansion of the floor area is requested in the amount of 2646 . 34 sq. ft.
