Frequent- ly, there are aspects of a project [hat are subjective or unmeasureable. It is also understood that those who determine significance ma,,, have little or no formal knowledge of the environment or may be technically expert in environmental analysis in addition, many who have knowledge tn oneparucular area may not be aware of the broader concerns affecting the question of significance. ]'he full £,*,F is intended to provide a method whereby applicants and agencies can be assured that the determination process has been orderly, comprehensive in nature, yet flexible to allow introduction oi information to iita prelect or action. Full EAF Components: The iull EAF is comprised of three parts: Part I: Provides objective data and information about a g~ven project and its s~te. 8y identifying basic prelect data, it assists a reviewer in the analysis that takes place in Parts 2 and 3. Part 2: Focuses on identifying the range of possible im0acts that may occur from a project or action It provides guidance as to whether an ~mpact is liket¥ to be considered small to moderate or whether it ~s a potentially~ large impact. The form also identihes whether an ~mpact can be m~tigated or reduced. Part 3; If any,mpact in Part 2 is identified as potentially-large, then Part 3 is used to evaluate whether or not the impact ~s actuailv important. According to the North Fork Water Supply Plan (ERM- Northeast, Camp Dresser & McKee, 1983), the subject site is adjacent to an area which is significantly impacted by nitrogen and aldiearb with concentrations over 8 mg/l and 12.3 ppb, respectively. Land use in the immediate vicinity of the site is established in single-family residential uses and marinas. The area surrounding the site is zoned R-80 Residential, although there are some pre- existing undersized lots in the area. The area is characterized by a mix of small winterized cottages, and larger year-round houses. Therefore, the land division would not create a situation unusual to the area. The proposed division of land would not create a significant precedent since the Neumann situation is unique to the area. There do not appear to be any other large wooded lots in thc area which could bc subdivided. The existing dwelling is presently inhabited and a new dwelling will be constructed. Thus, approval of this project may create a slight increase in demand for community services, including police, fire and school districts. In conclusion, the subject application is for a "set off" or minor subdivision of a 1.58 acre lot from an existing 24.9 acrc parcel. This set off will allow the Applicant to construct one (1) single family house on the 1.58 acre lot. Thcre are no significant sensitive environmental resources on the subject site that would will be impacted by the proposed division of land, except for the removal of approximately 0.9 acres of existing woods. This would result in a net change in the use of the property as stated on pagc 2 of thc EAF. Thc proposed environmental impacts would be relatively minor, thus not warranting the preparation of a Draft EIS. If the Board is in agreement with this review, the proposed action dees not appear to warrant thc preparation of an environmental impact statement, therefore a negative declaration would be appropriate.
