Bredemeyer, III, President Bennett Orlowski, Jr., Chairman ~ ' ~ Proposed Site Plan for New Boat Rack Marina Naugles Drive, Mattituck, SCTM # 1000-99-4-3 June 12, 1992 On May 18, 1992, this Board received from your office a dopy of a sketch site plan for a new marina on Naugles Drive in Mattituck. We have reviewed the plan and offer the following com~ents. The property lies within the Marine Business II zoning district, which calls for 80,000 square feet of lan~ per use. The subject property is 74,808 square feet in area. Therefore, the project sponsors will have to apply to the Zoning Board of Appeals for an area variance. The site plan itself will need to show some additional information at the time of submission, for instance - the location and type of outside lighting (of which none should shine beyond the property lines); - the overhead utility lines should be shown as being underground; the locations of the existing pier and pile cluster as well as the boundaries of the federal channel in the inlet; the location and terms of the thirty (30) foot wide right of way that bisects the property from east to west, as well as a listing of all known parties having the right to traverse this property. topography lines to a distance of two hundred (200) feet beyond the site. a landscaping plan for the front, rear and side yards; - the location of the dumpster; The Planning Board recommends that the project sponsor contact Valerie Scopaz of this office to arrange for a presubmission meeting to discuss such matters as how to improve the internal traffic circulation pattern, the reasons for the location of the loading ramp and the proposed dock extension into the inlet channel, as well as to review the site plan application requirements.. The site plan itself will need to show some additional information at the time of submission. The P~nning Board also has several questions and concerns about certain elements of the plan. For instance, the site plans shows the ~9~V~!~the~uae:~behind the bu~heed. If the l~ation of the ~rk~ng area and ~e stora~ ~ilding were to reverse, m~y of these site inefficiencies ~ld Third, the elevation of the storage building should be held to the minimum required by the flood insurance program so as to reduce the visual impact of the building on the surrounding neighborhood. It would be most helpful if the project sponsor would include elevation drawings showing the proposed building facades, the exterior materials and the colors of the building. Fourth, the pr~sed extension oft he fixed dock is of some ~;nOern for thwo reasons. The first is that it lies westward of the property bour~, on the adjoining lot. The second is that it extends too deeply into the channel, thus setting a precedent for further intrusions into the channel not unlike the situtation that has occured at Petersonts Marina. The close proximity of this property to the sharp bend in the channel argues against any further restriction of the already limited manUevering room at this point in the channel. Fifth, the location of the loading ramp should be given more thought. The extension of the new dock adjacent to the channel will result in a significant level of boat traffic just beyond thebend in the channel. We also f°rsee the potential for significant conflicts between boaters leaving and entering the basin with boats being transported to and from the ran~. l~ov~_hefamP to the westeznen~ of the basin would reduce th~ waterborne traffic at the entrance to the channel. Sixth, the proposed parking area seems excessive. We would like to discuss the possibility of landb~-king some of these spaces, thus increaseing the amount oflandscaping on the site. Please advise the applicant to contact Valerie Scopaz of this office to arrange for a presubmission conference so that these and other concerns may he discussed in more detail.
