Dear Mr. Osterholm:
The following action was taken by the Southold Town Planning
Board at a regular meeting held April 7, 1980.
RESOLVED to disapprove the minor subdivision of property of
William A. Osterholm located at Arshamomaque because an inspection
of the property by the Southold Town Conservation Advisory Council
has resulted in the determination by it that 90% of the property
is wetlands and that the five-foot elevation on the property
appears to be a dike.

A regular meeting of the southo~d Town Conservation Advisory
Council 'was held at 7:30 p.m., Tuesday, March 25, 1980 at the Town (
Hall, Main Road, Southold, New York. Present were: ....

Rachel Duell, Member
Osterholm minor subdivision of property at Arshamomaque. This
matter was referred to the Council for an analysis of 'the property
in ,regard to building ,area .by the Southold Town Planning Board.
An inspection has. been made of this property and it. was determined
that 90% of the 'property is wetlands. The five-foot elevation on
the property appears to be \l. dike. Mr. ,Tuthill made a motion," (
seconded by Mr. Hood and carried to. recommend to the Planning Board
that nothing be done to disturb this property. '

Frank Hindermann proposed ~ulkhead. This is a request from the
building inspector for a recommendation from the COill1Cil. The
proposal is stated to be two-fold: (1) to' protect the property at
high water, mark froma,ny further erosion; and (2) to. protect dwelling
in that bank is not, stable and a fault has developed in building's
foundation. Also, footing for rear porch cannot be stabilized. It
is not the intention of the applicant to do any dredging in creek.
All fill will be trucked into site and some vegetation and planting
will be made to protect fill from erosion. It is intended that all
construction shall be done on applicant's property and not into any
areas containing the spartina grass. The Council reviewed the
proposal and made an inspection of the property. Mr. Tuthill made
a motion, seconded by Mr. Ruland and carried to approve a bulkhead,
as proposed, in that it will be above all spartina grasses and not
in the wetland area. Adequate vegetation should be provided to
protect from the elements.

On motion made by Mr. Ruland, seconded by Mr. Plock, it was
RESOLVED to recommend to the Southold Town Board approval of
Wetland Application No. 46 of Richard A. Schlumpf to construct a
catwalk over wetlands at private property of the applicant at
Howard's Creek.
