Dear Mr. Raynor:
The Southold Town Board at a regular meeting held
on August 12, 1980 adopted the following resolution:
RESOLVED that the Town Board of the Town of
Southold has inspected the property of Thornton
Smith located on the north side of Route 27A,
Mattituck, New York, bounded north by Treiman,
Wierbicki and Chudiak; east by Chudiak and Halleck
Estate; south by Sound Avenue and west by Bergen
Avenue, and approves said property as being
developed in the cluster concept.

~t the re~_~ular meeting of the Soutbold Town Planning
Board at which you were present on April 16, 1979,
Thonnton Smith discussed his property in Mattituck. One
of the items he discussed was the possible acquisition of
property along Sou_ndview Avenue by the Town in order to
widen an~ strc~ighteu this area because of the accidents
there and to provide drainage in this area. 14r. [{aTfnor
agreed to discuss this matter with Mr. Dean.
Mr. Raynor has reported to me that Mr. Dean is not
interested in acquiring any property along this road as
be has neither the manpower, equipment~or f~uds t~ improve
this highway. Apparently, Mr. Smith should proceed in
developing this property as is.

Dear Mr. Smith:
The Planning Board reviewed your subdivision at a
regular meeting held February 13, 1979. The following
are comments from that meeting.
" ....... There should be a re-orientation of the lots
which do not have to be 200 feet in depth. There should be
only one entrance off Sound Avenue and no driveways coming
out onto So.nd Avenue. The open space shown in themaps
is not meaningful. One entrance on Bergen Avenue. Put
open space to the north. Mr. Smith is to be asked if he
has considered placing his farm in the Phase 2 program of
the Suffolk County Farm Preservation Program."
If you have any further questions, I suggest that
you call and I will make an appointment for you with the
Board for its next meeting which I expect will be held
on March 2?th.

i wish to re~ister my implacable opposition to the proposal presented
to you by Thornton Smith of L!sttituck November 27, 1978. The following are my
chief objections:
1. ~r. Smith asserts tn~t ~e parcel's u~fulness for agriculture is
runaing out. ~is assertion is absurd. With the possible exception of ~d f~rming,
agricultural activity does not "wear out" l~nd if proper practices in cultivation
ere follow, ed. Taus, farmland is infinitely mhd indefi~tely u~ful ss such.

cluster concept involves msintisning ~e contiguity of open space, snd so the
Sound Avenue- Eergen Avenue location is su%$msticelly in coaflict with those
sims as it is part of one of the lar e~t remei~in5 open spaces in SoutholJ Town.
Sout~old Town Should seek to plan for the long term, rather rhea
indul~ing the petty interests of developers in rs~dom "scettershot" development.
Growth in Southold is inevi:~tle, but it ~hould oroceed outward from existing
villsge~, r~tner t~n on ~roperties waicn nsppen~to be svailsble for sale. Only
i~ this ~;sy can the character of She town be pre~erved, ~nd the needs of growt)~
:~t. T~is me~s that the owners ~nd wo~id-be developers of ~em~i~i~g fsrmisnd
