Council Hall property to determine compliance with the

Changes shown on the at±ached site plan are no~¢s in reference to screen planting;
berm and gravel drain trenches along pavement sides at adjoining property; locations
for lighting appliances at the building and en+rance road; elevation changes in
pavement; Zoning ~" Residential and Agricultural and areas to be grassed.
Drainage:
Prior plan (roof area at 2hO0 S.F.) shows 2" rainfall, nmoff at [~00 C.F. to ~ d,rywells
(2~0 C.F. each). Presen+ plan shows 6" rainfall to k drywells (280 C.F. each). Note
error in 2~00 x 6/12~ hO0. The ~ drywells a~ 1120 C.F. capacity are O.K. for 6" of
rain from ~he bnilding roof.
Pavement area (present plan) still shows 2" rainfall. No grass areas are mentioned.
Tne 8 L.B.'s as shown would be sufficient for the 2" of rain (see my report No. 98
daaed 11-13-79). I had sugges±ed use of sand swales in the 15 ft. screening areas
to provide additional drainage ~,o supplement the design a~ 2" of rain. The gravel
drain trenches as noted (no width shown) my be ±he o%~er's response.
Based on S.C.S. criterie for a 10 year frequency storm (5") each linesr foot of
12 ft. wid+h of sand swale v~ll handle 300 S.F. (1 linear foot x 300 ft.).
For this project I would recommend the drainage swales be 6 ft. in width on each
side (project width is 200 ft.). The 8-3 ring L.B.'s together with the swales
should take care of a 6" rainfall.

At a regular meeting of the Southold Town Planning Board held
January 29, 1980, I was directed to write to you requesting that
you issue a stop work order on the construction of the Knights of
Columbus meeting hall because the condition for requesting that
the building permit be issued was that a revised site plan would
be submitted within two months. It has now been three months and
there has been no submission.

On October 29, 1979, a resolution was passed to approve the
site plan of Knights of Columbus CoUncil Hall, Marian Council
#3852 subject to eight conditions.
The Planning Board did not object to the issuance of a
building permit with the understanding that the principles will
present an amended site plan within 60 days.
The time has lapsed and plans have not been submitted. The
Planning Board has directed that I write you and request same
immediately or action will be taken to stop further work at the
site.

Met ~ir. C. Orlowski, builder for the above project. Discussed the drainage st~ctures
and locations for same as shown on the site plan. Some rough grading h~ been done for
the entrance road. Toe pitch has been changed from a minus grade to Depol~ La~e to a
minus grade into the site. An elevation of 27.0 is to be used at Depot Lane. This will
make changes in elevations for the paved roadways, parking spaces and probably the build-
ing floor elevation.
Drainage, MAnoff, etc.:
~he Architect has shown a 2" rainfall for the site area. The Town standard for sub-
divisions is a 6" rainfall in 24 hours. I assume that this standard is to be used here.
the paved areas (roads and parking) appear to be 30,100 S.F. instead of 27,000 S.F.
No computations are sho~*n for the grassed areas which amount to approximately 28,500 S. F..
However, 6" of rain on the 2400 $. F. of the building roof would be about the capacity
of the four 250 C.F. drywells called for.
qhe area to be developed excluding the 15 ft. wide screening areas and the building
area is 58,600 S.F. For 2" of rain runoff, using a weighted factor of 0.61 (for
pavt. and 0.25 for grass area) would be approximately 5950 C.F.
~he 8 leaching basins (8 ft. diam. - three rings and dome) as called for have a capacity
of 5070 C.F. With normal leaching at the L.B.'s, the drainage design is reasonably
correct for 2" of rainfall.
Using the same areas and runoff factors for 6" of rain, the r~moff would be 17860 C.F.
which could not be handled by the 8 L.B.'s.
To provide drainage facilities for 6" of rain, I would suggest the following:
Cons*~uct l0 ft. wide sand swales in the 15 ft. width screening areas. Use .pavement
grades draining to the swales. Place the leaching basins in proper locations. The
test hole and excavation to date at the building indicate satisfactory material for
sand swales.
Additional existing elevations should be taken along the North and South property
lines to see how swales would meet the adjacent property.
Mr. Orlowski has no objections to the sand swales.

7. Side yard planting schedule.
8. Change in pitch of the driveway. It cannot pitch to
Depot Lane.
The Planning Board does not object to the issuance of a building
permit with the understanding that the principles will present an
amended site plan within 60 days.

and letter read from the building inspector at the regular
meeting of the Southold Town Planning Board held September ll.
I enclose copy of Building Inspector's letter.
The parking sites are not adequate in that they would
need a minimum of ten foot width and a minimum of twenty foot
length with a total of 350 square feet in each.
When you have revised the maps, again present them to
the building inspector.
